内容摘要 随着我国加入世贸组织( w t o ) 进程的完成，作为入世先行者 的中国保险业面临更加激烈的竞争局面。中国保险市场这个堪称世界 上最大、最年轻、最具发展潜力的市场，吸引着众多的国外保险企业 不远万里来到中国“抢滩设点”。在激烈的市场竞争中如何迎接挑战、 把握机遇，成为我国保险企业管理者们思考的首要问题。提高我国保 险企业竞争力的动因源于企业内部，加强企业内部管理是提高企业市 场竞争力的关键所在。国际保险市场竞争是现代化保险企业之间的竞 争，现代化保险企业需要采用先进的企业管理模式。实旋战略管理是 我国保险企业管理模式的发展趋势。推行战略管理，才能围绕保险企 业的战略和目标对生产经营诸要素进行优化组合，由局部功能优化达 到整体功能优化，以较少的投入获得较多的产出。保险企业战略管理 是一项系统工程，涵盖了若干个子系统，其中包括战略控制系统。战 略控制作为战略管理过程的最后步骤，对战略管理过程的其他阶段和 步骤有着巨大影响，必须给予足够的重视，才能保证战略目标的实现。 而保险企业管理绩效评价系统是保险企业战略控制系统的物质承载， 保险企业管理绩效评价系统的建立是实施保险企业战略控制的具体 化。由此可见，我国保险企业管理绩效评价系统的建立是我国保险企 业现代化改革的重要组成部分，是我国保险企业融入现代国际保险市 场竞争的必要前提。 我国保险企业要实施战略管理，建立自身的管理绩效评价系统， 必须结合保险企业经营管理的特征，借鉴国外同行成功的先进经验， 同时联系中国保险企业实际。我国保险企业应该建立具有中国特色的 管理绩效评价系统。本文所论述的保险企业管理绩效评价系统是指为 了更好的实现保险企业经济效益与社会效益目标，通过建立一系列评 价指标，对保险企业各级管理者的管理绩效进行反映，并同预先确定 的企业管理绩效预算指标进行比较，从而形成对保险企业各部门管理 效率和效益以及管理者管理绩效的评价的管理控制系统。它是企业管 理绩效评价系统的一种具体形态，属于保险企业内部管理控制系统， 是保险企业管理者对保险企业管理绩效做出客观公正评价所依据的 评价系统，有别于为考核激励目的而建立的带有较强主观色彩的考核 系统。 本文主体部分分为三章：第一章作为全文的铺垫，是对企业管理 绩效评价系统的般理论进行介绍，第二章着重对保险企业管理绩效 评价系统的理论架构进行介绍；第三章是全文的论述重点，集中介绍 了我国保险企业管理绩效评价系统建立的有关理论和实践问题，本文 的主要贡献也集中体现在该部分的论述中。 第一章“企业管理绩效评价的理论基础”包括三节内容：第一节， 介绍有关企业管理绩效评价的几个理论，包括企业战略管理理论、企 业战略控制理论和企业管理绩效评价系统理论，并对企业管理绩效评 价系统的五大基本要素( 评价目标、评价对象、评价指标、评价标准 和分析报告) 进行了介绍；第二节，从经济学和管理学的角度探讨企 业管理绩效评价系统的理论渊源，揭示了“最大”“最小”法则、委 托代理理论和管理理论与管理绩效评价的关系，从而对管理绩效评价 的由来正本清源；第三节，分析了我国保险企业建立管理绩效评价系 统的必要性和可行性。 第二章“保险企业管理绩效评价系统的理论架构”，主要是构建 我国保险企业管理绩效评价系统的理论框架。本章分为四节：第一节 是对保险企业管理绩效评价系统的界定；第二节构建保险企业管理 绩效评价系统的理论架构，包括确立保险企业管理绩效的评价目标、 确立保险企业管理绩效的评价内容、获取保险企业管理绩效评价的信 息、形成对保险企业管理绩效的价值判断；第三节介绍了保险企业管 理绩效评价系统建立的目标和原则；第四节主要对保险企业管理绩效 评价标准和评价指标的确定进行了说明。 第三章“我国保险企业管理绩效评价系统的建立”是本文的重点 论述部分，该部分从理论和实践两个方面对我国保险企业管理绩效评 价系统建立的有关问题进行了探讨。第一节主要是对我国保险企业内 部责任中心进行划分和界定，同时，由于责任中心的划分有赖于企业 组织架构设计，因此也对我国保险企业的组织架构设计进行了介绍。 在该节中尤其对投资部门和投资中心进行了新的划分和界定。第二节 主要是对我国保险企业内部责任中心的责任范围分析。这一节是在前 一节划分了保险企业内部责任中心的基础上，对责任中心的责任及其 范围进行了分析。责任中心的责任范围分析关键在于责任成本的分 析，然而由于保险企业经营对象的特殊性造成了保险企业成本的特殊 性，为了更加深入详尽的分析保险企业责任中心的责任成本，文中从 保险企业成本的一般分析入手，进而进行保险企业成本性态分析，在 此基础上最后对保险企业责任中心的责任成本进行分析。第三节构建 我国保险企业各责任中心内部转移价格的定价模型。为了更好的分析 我国保险企业内部各责任中心的责任范围，必须清楚的确定各项责任 成本的责任归属，内部转移价格的合理确定是解决这一问题的关键。 文中根据保险企业内部管理及资金内部转移的特征，构建了我国保险 企业各责任中心之间内部转移价格的定价模型，以便合理科学的确定 内部转移价格。第一节至第三节主要介绍了我国保险企业管理绩效评 价系统建立的前期工作，从第四节开始介绍我国保险企业管理绩效评 价系统建立的主要内容。第四节介绍构建我国保险企业管理绩效评价 的财务评价系统的内容，主要包括责任中心责任预算的建立，责任中 心经济活动核算，责任报告的编制，以及根据责任报告进行管理绩效 的评价。第五节介绍我国保险企业管理绩效评价的非财务评价系统的 内容，文中主要采用平衡记分卡的方法来进行我国保险企业管理绩效 的非财务评价。第六节主要对我国保险企业责任中心经济核算模式的 选择问题进行了说明。 目前，由于理论界尚未形成对保险企业管理绩效评价理论的成形 研究，而且我国保险企业在管理绩效评价的实践方面也处于起步阶 段，本文的论述缺乏成形理论的依托和现存实践经验的参照。为了获 得该领域的突破，笔者在文中广泛借鉴现有的管理理论和绩效评价理 论，结合保险企业管理的特征，并充分考虑我国保险企业的实际情况， 大胆的进行创新，独树一帜的提出笔者观点，以期能抛砖引玉，引起 保险同仁对我国保险企业管理绩效评价问题的关注。本文的主要贡献 a b s t r a c t w i t hc h i n a se n t r yi ；另一方面，我国保险企业的管 理水平停滞不前，大多数保险企业的经营管理仍然停留在保险业发展 初期的水平上，这与保险业的高速发展形成极大的反差。随着我国入 世进程的完成，中国保险业作为入世领头羊，已率先面临国内市场竞 争国际化的挑战。国际化的保险市场竞争是现代保险企业之间的竞 争，现代保险企业的基本特征之一就是“管理科学”。激烈的市场竞 争要求保险企业不仅要站得高，看得远，还要善于应变。制定和实施 战略，实行战略管理，正是适应这一需要。推行战略管理，做到高瞻 远瞩，抢先发现和抓住机遇，占领市场制高点，才可能在竞争中出奇 制胜。推行战略管理，才能围绕保险企业的战略和目标对生产经营诸 要素进行优化组合，由局部功能优化达到整体功能优化以较少的投 入获得较多的产出，实现保险企业管理的整体优化。因此，入世后中 国保险企业的首要任务就是实施企业的战略管理策略。保险企业战略 管理是一项系统工程，涵盖若干子系统，其中包括战略控制系统。战 略控制作为战略管理过程的最后步骤，对前面的阶段和步骤有着巨大 影响，必须给予足够的重视，才能保证战略目标的实现。而保险企业 管理绩效评价系统是保险企业战略控制系统的物质承载，保险企业管 理绩效评价系统的建立是实施保险企业战略控制的具体化。由此可 见，我国保险企业管理绩效评价系统的建立是我国保险企业现代化改 革的重要组成部分，是我国保险企业融入现代国际保险市场竞争的必 要前提。 上海证券报2 0 0 3 年1 月2 5 日 本文所论述的保险企业管理绩效评价系统是指为了更好的实现 保险企业经济效益与社会效益目标，通过建立一系列评价指标，对保 险企业各级管理者的管理绩效进行反映，并同预先确定的企业管理绩 效预算指标进行比较，从而形成对保险企业各部门管理效率和效益以 及管理者管理绩效的评价的管理控制系统。它是企业管理绩效评价系 统的一种具体形态，属于保险企业内部管理控制系统。 本文主要运用管理学、组织结构学、管理会计学和保险企业经营 管理学的有关理论，综合采用了跨学科分析、定量与定性结合分析、 归纳与演绎结合分析等研究方法，对我国保险企业管理绩效评价系统 建立的有关理论和实践问题进行了分析。由于国内在此领域的研究尚 处于萌芽阶段，国外资料也不多，行文中可资借鉴的理论和实践均较 少，因此，笔者在文中大胆借鉴，勇于创新，力求为填补此项研究空 白多做贡献。本文的主要贡献有：( 1 ) 明确界定保险企业管理绩效评
