1anypartymayproposeanamendmenttothisconvention aproposedamendmentshallbe circulatedtothepartiesandmembersoftheorganizationatleastsixmonthspriortoitsconsideration 2 2anamendmentproposedandcirculatedasaboveshallbereferredtothecommitteeforconsideration parties shallbeentitledtoparticipateintheproceedingsofthecommitteeforconsiderationandadoptionoftheamendment 2 3amendmentsshallbeadoptedbyatwo thirdsmajorityofthepartiespresentandvotinginthecommittee 2 4amendmentsadoptedinaccordancewithsubparagraph3shallbecommunicatedbythesecretary
