According to the requirements of the Fire Services Act, so that everyone has of keeping fire control safety, protecting fire control facilities, fire prevention, reports of fire某某县人民政府关于进一步促进水产加工业发展的若干政策（ 讨 论 稿 ）为了认真贯彻党的十六届四中、五中全会和中央、省、市县农村工作会议精神，进一步优化我县水产加工业投资环境，有力推动水产企业科技进步和创新，加快水产加工产业升级和集聚，加大招商引资力度和拓展对外贸易规模，积极实施名牌兴业战略，推进某某渔业资源大县向渔业经济强县发展。现根据中共某某县委、某某县人民政府关于加快海洋经济发展的若干意见（县委发2004124号），特制定如下若干政策：一、支持企业技术改造和创新，促进水产加工产业升级1、水产加工企业技术改造项目经可行性论证，技改资金投入在300万元以上，县财政给予专项资金补助。补助标准按企业技改项目批准内容范围用于购置设备和厂房扩建直接投资额计算，县以上农业龙头企业按3%，一般企业按2.5%，凭有效发票在竣工验收并投入试生产的当年给予一次性补助。该项目同时获得国家、省、市级财政专项资金补助的，其补助率按上级加本级合计不高于同期银行专项技改贷款利率计算补助。新办企业不享受技改项目专项资金补助。2、水产加工企业技术改造项目总投资在500万元以上，经竣工验收并投入生产的，所交纳企业所得税比上年新增地方留成部分，县以上农业龙头企业按50%，一般企业按40%由县财政安排补贴。3、经认定的国家、省、市高新技术水产加工企业，从认定当年起分别在五年、三年、二年内，按所交纳企业所得税比上年新增地方留成部分的50，由县财政安排补助，企业交纳地方养老基金比上年新增部分分别按补助享受年限全部返还企业。4、水产加工企业研究开发新产品、新技术、新工艺所发生的费用比上一年实际发生额增长幅度在10%以上（含10%），除按规定据实列支外，可再按当年实际发生额的50%抵扣企业当年应纳税所得额。5、鼓励企业扩大生产规模，对于扩大生产规模所需征用土地，当地政府及主管部门要积极给予支持。对采取一次性出让方式的，可享受当地综合基准地价下浮20%的优惠；对采取出租方式的，可按规定的年地租标准减半征收。规划部门对农业龙头企业所建的厂房减半征收各项规划费。环保部门对农业龙头企业的排污费经科学测算，减半征收。6、鼓励县内工商界人士投资创办水产加工企业。对引进先进实用的生产流水线设备，综合开发本县生产的大宗紫菜、海带、虾皮、上层低值鱼类以及养殖大黄鱼等水产品，其产品科技含量高、附加值大、市场前景好，具有农业龙头带动作用的精深加工企业，投资额在1000万元以上，经竣工验收并投入试生产的当年县财政按3%的标准一次性给予奖励。二、支持产业集聚，加快水产加工园区建设7、鼓励符合国家产业政策且具有一定投资规模的企业或业主进入县级水产加工园区，企业固定资产投资在1000万元以内的，其征用土地的综合基准地价下浮10%结算；固定资产投资在10003000万元，其征用土地的综合基准地价下浮15%结算；固定资产投资在30005000万元，其征用土地的综合基准地价下浮17.5%结算；固定资产投资在5000万元以上的，其征用土地的综合基准地价下浮20%结算。8、鼓励开发商在水产加工园区内开发标准厂房 ，凡开发商在规划县级水产加工园区内连片开发标准厂房经验收合格，自投入使用年度起三年内，按标准厂房出售、出租收入所交纳企业所得税地方留成部分的50%，由县财政安排补助。9、企业进入规划水产加工园区内，项目投资额在1000万元以上的，从竣工验收投产当年起三年内，按当年所交纳企业所得税地方留成部分的全额，由县财政安排补助，后二年减半征收。企业年交纳地方养老基金比上年新增部分五年内全部返还。10、对招商引进外商投资企业（含中外合资企业）、县外境内企业，来本县规划水产加工园区内或县行政区域内投资兴办水产加工企业，基础设施建设项目，其优惠政策按照某某县人民政府关于印发某某县招商引资优惠政策的通知（苍政发2005 号）和关于印发某某县招商引资奖励试行办法的通知（苍政发2005 号）文件执行。11、在水产加工园区内落户的企业其生产用电，电力部门要优先予以安排。新开办的水产加工企业所需的各种用电报装，电业部门的审批手续要从简，做到急事急办。三、支持水产加工企业拓展国际市场，加快外向型经济的发展12、凡拥有水产品出口经营权的企业，每出口水产品收汇 1美元县财政给予0.03元人民币补贴。年出口总额100万美元以上的，为县重点水产出口企业，享受县百强企业优惠政策待遇。其优惠政策按照某某县人民政府关于加快结构调整，促进工贸产业升级若干政策的意见（苍政发200546号）文件执行。13、具有水产品出口经营权的企业，凡参加经县以上政府和外经贸主管部门组织、认定或鼓励参加的境内外水产品出口商品展销会、交易会、展示会、博览会等，县财政给予一次性摊位费补助。国外参展每次最高补助额1万元，国内参展每次最高补助额0.3万元。14、鼓励水产品出口企业积极投保出口信用保险以降低收汇风险。凡水产品出口企业投保出口信用保险的保险费支出，县财政给予30%的补贴。15、对因国外对我县水产品出口贸易实行歧视性政策而组织应诉活动的有关部门、行业商会、协会所发生的有关费用，县财政酌情给予补助。16、鼓励水产品出口企业扩大出口创汇规模，凡自营出口企业年水产品出口创汇达到200万美元，县财政给予奖励1万元人民币，年水产品出口创汇200万美元以上的，按每递增30万美元奖励1000元人民币计奖。17、水产品出口企业在境外媒体上开展产品宣传推介活动的费用（包括：产品宣传材料和产品宣传光盘翻译制作费、注册产品商标的注册费、发布产品广告的广告费、网站上开展产品营销活动的入网费等），县财政每次给予50%补助，最高补助金额2万元。18、鼓励水产品出口企业在境外开设窗口。对组织我县水产出口企业以境外开办水产品市场推介会的单位（经外经贸主管部门批准），其举办境外市场招商推介会及刊登相关招商广告的费用，县财政每次给予50%补助，最高补助金额5万元。经批准的我县水产企业到境外设立窗口（贸易分支机构、产品研发中心等），县财政给予每处2万元奖励。四、支持企业制度创新，促进企业组织结构调整19、县内水产加工企业按照规范化股份制方式合并重组，扩大企业组织规模的，按合并重组后企业当年上交企业所得税比合并重组前一年度各家上交企业所得税之和增长15%以上部分，二年内按县留成部分的50%，由县财政安排补助。20、县水产加工企业组建无区域集团、股份有限公司的，县财政分别给予奖励5万元、10万元。并在二年内按当年交纳企业所得税比上年新增地方留成部分的50%，由县财政安排补助。21、鼓励水产加工企业申报上市公司。凡企业申报上市公司进入上市辅导期的，县财政给予一次性奖励20万元；上市后，县财政再给予一次性奖励80万元。五、支持企业创立品牌和产品质量管理，促进企业管理水平提高22、水产加工企业当年被评为国家级、省级和市级名牌产品的，县财政分别给予每个品牌项目奖励50万元、10万元和3万元；当年被评为国家驰名商标、省著名商标和市知名商标的，县财政给予每个商标分别奖励30万元、8万元和2万元。企业首次参加国家级、省级农博会（或各种推介会）并被评为金奖的产品，每个品牌分别奖励3万元和1万元，23、鼓励水产加工企业加强水产品质量安全标准检验检测体系、绿色食品监控体系建设，提高农产品质量安全水平。对获得中国绿色食品，国家无公害水产品认证的，每个分别奖励5万元和2万元，同一水产品获多种质量认证的，按最高级别奖励；同一企业有多种水产品获同一级别认证的，从第二个产品起，按四分之一奖励。24、水产加工企业当年通过ISO9001族产品质量管理体系认证、ISO14000环境管理体系认证或ISO18000职业安全与卫生管理体系认证以及QS认证的，县财政每项给予奖励2万元。25、水产加工企业当年被评为省级重点农业龙头企业的单位，奖励5万元；当年被评为市级重点农业龙头企业的单位，奖励2万元。26、水产加工企业进行信息化项目改造，经国家、省、市级验收被列为信息化示范企业的，县财政分别给予奖励30万元、20万元、10万元。六、合力扶工，进一步提高政府的服务质量27、企业的开户银行要加大信贷授信额度，放宽担保条件，增加技改、固定资产等长期贷款额度。县级以上农业龙头企业可以用土地使用权、营业用房、设备等资产作抵押向金融单位贷款，并不受民房抵押比例的限制，其财产评估价与抵押折扣率最低不少于80%。28、县内水产加工企业通过兼并、联合、股份制改造等方式重组扩大规模（不含收购或转让），免费办理工商注册及土地证、房产证、水、电等变更手续；企业因重组、上市、增资扩股、名称变更、信贷抵押等所需进行验资、资产评估，有关中介机构和各项收费不高于现行最低标准的50%收取。29、企业通过各种形式引进人才的（指具有中级以上专业职称的人员），如果本人要求连同其配偶及其子女迁入户籍，有关部门要给予办理手续，并享受当地干部或职工在住房、子女就业、就学等方面的待遇。30、为提高水产企业员工和技术管理人员的素质，县财政每年安排10万元专项资金，用于企业技术和管理人才的培训工作。31、继续深化审批制度改革，加强和完善县行政审批中心的审批机制，切实简化项目审批手续，提高办事效率。企业新建或技改项目含土建、征地内容的一律按新建或技改项目程序办理。重大建设项目政府可派驻工作小组，帮助项目实施。32、县以上农业龙头企业列入执法、执纪部门的重点保护对象，严禁吃、拿、卡、要及“三乱”行为，对侵害企业行为并构成犯罪的，要从快从严查处。33、继续提高县以上农业龙头企业的社会政治地位。县、乡镇党委、政府及有关部门应邀请县以上农业龙头企业董事长或厂长（经理）参加县、乡镇的有关活动和会议，各主管部门要及时将县、乡镇党委、政府的相关文件转发到企业；县、乡镇政府要定期邀请当地县以上农业龙头企业参加评议政府活动，各管理职能部门要聘请县以上农业龙头企业有关人员担任本部门的行风监督员。34、在本县范围内，县以上农业龙头企业免交三辆自备车，成长型企业免交二辆自备车公路车辆通行费。35、鼓励水产企业扩大社会保险覆盖面。年营业收入500万元以上的水产加工企业，实行全员参保（包括用工期在2个月以上的全体职工），地方养老保险基金全部取消（凭劳动和社会保障局的证明）。未达到全员参保的，按浙政发200164号文件继续缴纳地方养老保险基金。企业承担的基本养老保险费和地方养老保险基金全部列入企业成本的费用。七、本政策自发布之日起施行，本县原有政策，如与本文件相抵触的，以本文件为准；如与上级政策相抵触的，以上级政策为准。二OO六年三月十六日Electricity lines, equipment inspections, found hidden in time for rectification, maintenance, and security. 9, do not use an open flame in the classroom, prohibit burning stove, lit candles, mosquito repellent, no smoking, and banning messy wiring.
