But by the third隆德县廉政文化建设工作汇报中共隆德县纪委 隆德县监察局(2011年5月11日)尊敬的调研组各位领导：根据会议安排，现就我县廉政文化建设工作作一简要汇报，不妥之处，敬请批评指正。隆德县地处宁南边陲，六盘山西麓。辖14个乡（镇、街道），总面积985平方公里，总人口18.1万人。隆德历史悠久，文化积淀深厚，先后荣获“中国书法之乡、全国文化先进县、中国现代民间绘画画乡、中国民间文化艺术之乡”等殊荣。近年来，我县因势利导，紧紧依托丰厚的文化资源优势，把廉政文化建设作为构建惩治和预防腐败体系的基础性工作来抓，以丰富的廉政文化活动为载体,以普及廉政知识、增强廉政理念、培养廉洁情操为目的，以廉政文化“六进”活动为抓手，创新思路，强化措施，为促进全县经济社会科学发展营造了风清气正的社会氛围。一、强化组织领导，形成廉政文化建设的强大合力县委、政府把廉政文化建设纳入社会主义先进文化建设总体部署，坚持党委统一领导，党政齐抓共管，纪委组织协调，部门各负其责，群众广泛参与的领导体制和工作格局，形成了各司其职、密切配合、优势互补、全面推进的强大合力。出台了隆德县20082012年廉政文化建设工作规划，每年都制定具体实施方案，突出工作主题。建立健全廉政文化建设目标管理、监督检查、考核评价和激励机制，确保廉政文化建设各项任务落到实处。二、创新活动载体，推动廉政文化宣传教育系列活动深入开展我县结合实际，积极探索，大胆创新，扎实开展了一系列丰富多彩的廉政文化活动。一是开展群众性大型廉政文化活动。先后成功举办了“庆七一树清风”廉政书画展、“美德治家”妇女才艺展、百名书画爱好者走上街头献艺、文艺演出等活动，充分展示了全县广大干部群众崇廉、尚廉的精神风貌，营造了廉荣贪耻的社会氛围。二是将廉政文化融入重大节庆活动之中。每年组织书法爱好者上街为群众义写廉政春联，向全县干部群众赠送廉政宣传年画，把廉政文化融入春节社火表演之中，使传统节日赋予了更加新颖的时代气息。三是深入开展廉政文化宣传月活动。在每年4月的“廉政文化宣传月”活动中，通过召开动员会、向领导干部赠送廉政教育笔记本、发倡议书、上街咨询、展出展板、讲党课、观看教育片，播放我县摄制的反腐倡廉建设系列报道专题片、“廉政之歌”公益广告等形式，广泛宣传廉政准则、预防职务犯罪、“勤廉为民”工程、廉政风险防范管理等内容，强化对党员干部的廉洁教育。四是发挥典型引路作用。每年两次组织廉政文化牵头单位观摩学习、交流经验。在县电视台开设“廉政文化在隆德”专题栏目，及时宣传报道有关典型做法和经验，增强了宣传教育效果。五是建立廉政教育阵地。2009年，在区、市纪委及各级领导的关怀支持下，建立了隆德县廉政文化教育馆，截止目前已接待2万余人次参观；部分乡镇、部门建立了廉政教育室，定期开展教育活动，建立了廉政教育长效机制。三、突出工作特色，确保廉政文化建设取得实效经过近几年的不懈努力，我县廉政文化建设初步形成了以科学的廉政理论为统领，以丰富的廉政文化活动为载体，以健全的廉政制度为保障，具有浓厚历史文化底蕴、鲜明时代特征和地方特色的廉政文化体系。（一）丰富廉政文化内涵，增强廉政文化的感染力。积极推行“看得见、记得深、学得来、见实效、能推动、有创新”的廉政文化递进模式，营造“人人讲廉政、处处见廉政”的社会氛围。我县将廉政文化融入人民广场、古柳公园、老年活动中心等人员密集场所建设之中。乡镇、单位、示范村结合推行廉政风险防范管理工作，用廉政勤政格言警句装饰办公环境，廉政学习园地、廉政文化墙、电脑廉政屏保、廉政承诺专栏、廉政书屋随处可见，廉政教育题材无时不有、无处不在，使广大党员干部时时处处接受廉政文化的熏陶，极大地丰富了廉政文化内涵。（二）加大宣传教育力度，提高廉政文化的影响力。充分利用广播、电视、网络等大众媒体覆盖面广的优势，进行全方位、多层次地廉政文化宣传。每年利用县委中心组学习，邀请讲师团或区、市纪委领导向全县党员干部做反腐倡廉形势教育报告；电视台设立专栏，播出廉政短语，宣传勤政廉政先进集体和个人。通过各种新闻媒体舆论宣传，在全县营造了浓厚的“以廉为荣、以贪为耻”的舆论氛围。（三）扎实推进“六进”活动，扩大廉政文化的覆盖面。以创建“文明单位”、“文明企业”、“文明社区”、“文明村镇”等活动为载体，将廉政文化融入各项工作之中，扎实推进廉政文化“六进“活动。县法院对惩防体系建设任务进行详细分解，制作了惩防体系流程图，开展了“司法廉政书画”笔会、“廉政承诺宣誓”、“庭审廉政告知书”、“廉政在法官心中”演讲比赛等活动，发挥了廉政文化进机关典型示范作用。县第二中学教育集团把廉政教育纳入素质教育、德育教育、校园文化建设总体规划，签订廉政承诺书，开设了廉政文化课程, 举办“廉洁文化润校园”主题班会、千人经典诵读等活动，廉政文化进校园活动有声有色。各社区设立了廉政文化宣传栏、活动室，组织开展廉政文化演出活动。县妇联组织开展“家庭助廉承诺”主题活动，召开家庭助廉动员会，组织领导干部家属观看警示教育片，发放家庭助廉倡议书，评选“贤内助”、“五好家庭”，构筑了坚实的家庭思想道德防线。县供电局举办了“廉洁经营、依法经营”系列活动，开展廉洁文化进班子、进部室、进班组、进家庭活动，编辑了廉政故事书、廉洁教育读本，深入开展廉政文化进企业活动。以“四下乡”活动为载体，采取文化搭台、廉政唱戏的办法，将廉洁文化融入农村文化生活之中。开展了“清风润乡村”活动，演出文艺节目,发放廉政宣传画、赠送廉政书籍，营造了农村廉政文化氛围，收到了较好的社会效果。 我县廉政文化建设虽然取得了一些成绩，但还存在许多薄弱环节和不足之处。主要是经费投入不足，廉政教育示范基地、示范点建设规模、影响力不大，层次不高。我们将以这次座谈会为契机，吸收借鉴全国的优秀成果，按照中央纪委和区、市纪委的要求，查漏补缺，大胆创新，充分发掘利用我县文化资源优势，努力推动廉政文化建设再上新台阶。plenary session, each session of the Central Committee of national institutions and personnel problems have been arranged, you can concentrate on national development and reforms.
