The Chinese version of standards has precedence to their English translations which are only for internal reference.本英文版为内部资料,仅供参考,以中文版为准。Peoples Republic of China中华人民共和国The Compulsory Provisions of Engineering Construction Standards工程建设标准强制性条文Building房屋建筑部分China Architecture Industry Press2000 BeijingNotice of Issuing Compulsory Provisions of Engineering Construction Standards (Building)Jian Biao No. 2000 85All relevant departments of the State Council, construction committees (construction departments) of all provinces, autonomous regions and municipalities directly under the Central Government and construction committees of municipalities of separate plan, the Xinjiang Production and Construction Corps.In accordance with the requirements of Management Regulations for Quality of Construction Engineering issued by the State Council and the paper of Jian Biao No. 2000 31 of our ministry, we, together with other relevant departments, have prepared the Compulsory Provisions of Engineering Construction Standards (hereinafter referred to as CP). CP includes sections of Urban and Rural Engineering, Urban Construction, Building, Industrial Construction, Water Conservation Engineering, Power Engineering, Information Engineering, Water Transportation Engineering, Highway Engineering, Railway Engineering, Petroleum and Chemical Construction Engineering, Mining Engineering, Peoples Air Defense Engineering, Broadcasting, Film and TV Engineering and Civil Aviation Airport Engineering etc. The contents of CP, among existing State and professional standards for engineering construction, directly concern to the safety of peoples life, property and health, environment protection and other public interests. It also has taken into account of the requirements for economic returns and social benefits. All provisions in CP must be strictly implemented.CP is the compulsory standards for execution of engineering construction by all parties involved in construction activities and the base as well for the government to supervise the implementation.In future, any newly issued engineering construction standards, which contain compulsory provisions, shall clearly indicate it in the text and be incorporated into CP.CP (Building) is examined and approved by our ministry and shall be implemented from the date of issuing.CP (Building) shall be managed and interpreted by the Department for Standard Quota under the Ministry.Ministry of Construction, the Peoples Republic of China April 20, 2000ForewordThe Compulsory Provisions of Engineering Construction Standards (hereinafter referred to as CP) is prepared, according to the requirements set in the paper of Jian Biao No 20031 issued by the Ministry of Construction, by experts of all respects organized by the Ministry of Construction together with other relevant departments in charge. It is examined by all relevant departments in charge and finalized and issued by the Ministry of Construction. CP includes sections of Urban and Rural Engineering, Urban Construction, Building, Industrial Construction, Water Conservation Engineering, Power Engineering, Information Engineering, Water Transportation Engineering, Highway Engineering, Railway Engineering, Petroleum and Chemical Construction Engineering, Mining Engineering, Peoples Air Defense Engineering, Broadcasting, Film and TV Engineering and Civil Aviation Airport Engineering etc. It covers major fields of engineering construction.The contents of CP are the direct abstracts of compulsory regulations from engineering construction standards, which directly concern to the safety of peoples life, property and health, environment protection and other public interests and must be executed compulsorily. It also has taken into consideration of the requirements for policies of resources protection, investment saving, increase of economic returns and social benefits.CP is an auxiliary document of Management Regulations for Quality of Engineering Construction issued by the State Council and it is the base for supervising and implementation of compulsory standards of engineering construction.After issuing this CP, the existing engineering construction standards, which the abstracts are from shall still be valid and both can be used for reference. The serial numbers of articles, clauses and items for abstracted provisions are same as those in original standards.CP will be revised and supplemented once or twice a year and the relevant information will be published timely in journal of Standardization of Engineering Construction. In future, when submitting new or revised State engineering construction standards for approval or submitting engineering construction trade standards for file, the provisions in CP which need to be revised or supplemented shall also be submitted.To facilitate the change of pages when making replacement or insertion of any contents, the independent page numbering is arranged as per the chapter of the whole text. For example, the page numbers of Chapter 2 in Section One are pages1-2-111and the same principle applies to all others.The China Research Institute of Architecture Science is chief editor of CP (Building). The ground surface level shall be designed according to the control level set by the urban planning.2.1.4 Architectures and spaces neighboring boundary lines of the ground3. Except permanent vacant spaces determined by urban planning, architectures neighboring boundary lines of the ground shall not make openings, doors, windows, balcony, eaves, waste gas exhausts and rain water drainage to the direction of neighboring land.2.2.1 Architectural projections not allowed to be extruded into road property line.1. Steps, platforms and windowsills of the building.2. Underground structures and foundations of the structure.3. Other underground pipelines within the ground except the lines to be connected with the municipal piping.3.3.2 Surface drainage1. Facilities to drain rain water from surface and road shall be provided within the ground.4.2.1 Stairs2. The net width of stairs for daily major transportation use shall be determined according to the application characteristics of the building and in general it shall be 0.55 +(0 0.15) m per man flow, and the number of man flow shall not be less than two.3. Where the direction of stairs section is changing, the minimum width of handrail at the landing shall not be less than the net width of the stairs section.4. The number of steps of each section of stairs usually shall not be more than 18 or less than 3.5. The net height both for passages above or bellow the staircase landing shall not be less than 2m. The net height of stairs section shall not be less than 2.20m.9. When the net width of stair shaft for those stairs frequently used by children is over 0.20m, safety protection measures shall be taken.4.2.4 Balustrade shall be provided to balcony, gallery, inside ambulatory, inside skylight, roof where people are allowed to be on and exterior staircase, and it shall meet following regulations:1.
