1.General provisions1.1Purpose of formulationIn order to establish and improve the uniform, efficient, scientific and normative emergency management system of Daqing Drilling & Exploration Engineering Corporation (hereinafter referred to as “the Company”), and ensure that various emergency resources in and out of the Company can be rapidly and efficiently mobilized upon occurrence of emergencies in the Company or its subsidiaries (location) to respond and handle the emergencies in a timely, reasonable and orderly manner, protect the safety of the personnel to the maximum, reduce the loss and effect of the emergencies on the enterprise and environmental pollution and damage so as to maintain the enterprise and social stability and guarantee the safe, harmonious and healthy development of the Company, this Emergency Plan is hereby formulated. 1.2Basis for formulation1.2.1Laws, regulations and rules Emergency Response Law of the Peoples Republic of China which was adopted on August 30, 2007 and came into force as of November 1, 2007. Production Safety Law of the Peoples Republic of China which was adopted on June 29, 2002 and came into force as of November 1, 2002. Fire Prevention Law of the Peoples Republic of China which was adopted on October 28, 2008 and came into force as of May 1, 2009. Road Traffic Safety Law of the Peoples Republic of China which was adopted on October 28, 2003 and came into force as of May 1, 2004. Safety Regulations for Dangerous Chemicals which were adopted on January 26, 2002 and came into force as of March 15, 2002. Rules of Accident Treatment of Pressure Pipes and Special Equipment for Boilers and Pressure Vessels which were adopted on September 17, 2001 and coming into force as of November 15, 2001. Regulations on Reporting and Handling Fatal Accidents of Workers and Employees in Enterprises which were issued by Order No. 75 of the State Council on May 1, 1991 and came into force as of March 1, 1991. Environmental Protection Law of the Peoples Republic of China which was adopted on and came into force as of December 26, 1989. Regulations of the Peoples Republic of China for Safety Protection of Computer Information Systems which were issued by Order No. 147 of the State Council on February 18, 1994. Law of the Peoples Republic of China on Meteorological Services which was issued on October 31, 1999 and came into force as of January 1, 2000. Flood Control Law of the Peoples Republic of China which was issued on August 29, 1997 and came into force as of January 1, 1998. Law of the Peoples Republic of China on Protecting Against and Mitigating Earthquake Disasters issued on December 29, 1997 and coming into force as of March 1, 1998. Regulations on Safety Supervision for Special Equipment which were issued on February 19, 2003 and came into force as of June 1, 2003. Emergency Regulations on Destructive Earthquakes which were issued on February 11, 1995 and came into force as of April 1, 1995. Prevention Regulations on Geological Disaster which were issued on November 24, 2003 and came into force as of March 1, 2004. Law of the Peoples Republic of China on Prevention and Control of Infectious Diseases which was issued on August 28, 2004 and came into force as of December 1, 2004. Emergency Regulations for Contingent Event of Public Health which were adopted on May 7, 2003 and came into force as of May 9, 2003. Measures for the Administration of Information Reporting on Monitoring Public Health Emergencies and Epidemic Situation of Infectious Diseases which came into force as of November 7, 2003. Emergency Regulations on Emergency Public Health Events which were adopted on November 25, 2003 and came into force as of May 1, 2004. Martial Law of the Peoples Republic of China which was adopted on and came into force as of March 1, 1996. Law of the Peoples Republic of China on Assemblies, Processions and Demonstrations which was adopted and coming into force as of October 31, 1989. Regulation of the Peoples Republic of China on Penalties for Public Security adopted on August 28, 2005 and came into force as of March 1, 2006. Regulations on Letters of Petition which were adopted on January 5, 2005 and came into force as of May 1, 2005. Interim Measures for the Administration of Life Necessities for Responding to Emergent Incidents which were adopted on August 21, 2003 and came into force as of November 3, 2003. Regulations of the Peoples Republic of China on the Administration of Rivers which were adopted on June 3, 1988 and came into force as of June 10, 1988. Regulations of the Peoples Republic of China on Nature Reserves which were adopted on September 2, 1994 and came into force as of December 1, 1994. 1.2.2National documents Regulations of State Council on Ascertaining Administrative Liability in Safety Disasters which came into force as of April 21, 2001. Opinions of State Council on Strengthening Emergency Management Work in an All-Round Way issued on June 15, 2006. Opinions of State Council on Strengthening First-line Emergency Management Work issued on July 31, 2007. Notice of National security Supervision Department on Strengthening Emergency Management Work issued on March 19, 2008. 1.2.3Relevant documents of superior departments Decision of CNPC on Further Strengthening the Safety in Production Opinions of CNPC on Implementing the Scientific Concept of Development and Stepping up Environmental ProtectionAdministrative Measures of CNPC on Responding to Important Events (Accidents) Overall Emergency Plan for CNPC Opinions of CNPC on Strengthening Emergency Management Work General Rules of CNPC on Preparation of Emergency Plan Administrative Measures of CNPC on Responding to Serious Emergencies (Accidents) Administrative Measures of CNPC on Information Submittal of Emergencies Overall Emergency Plan for Daqing Oilfield Co., Ltd. 1.3Classification and grading1.3.1Classification According to the classification of emergency events by the State and the corporation, the Company divides the potential emergency events into four categories: industrial accident, natural disaster, public health and social security. Industrial accidentsMainly include: blowout or blowout out-of-control accidents, serious and extraordinarily serious traffic accidents, explosive materials accidents, radiation accidents, environmental emergency accidents, workplace fire or explosive accidents, etc. Natural disastersRefer to the disaster events formed by natural force and environment conditions, such as earthquake, high temperature, hailstone, flood, snowstorm, intensive lightening and sand storm at the area where the Company is located, which may cause damages on the production and employees of the Company, and the life and properties of the public. Public health eventsMainly include the sudden severe infectious disease, mass illness of unknown origin, grave food and occupational poisoning and major animal epidemics from the society and in the Company, and life safety events that has caused or may cause serious damage on public health. Social security events Mainly include terror attack, foreign emergency events, large-scale mass events and network information safety events, etc. 1.3.2Grading According to relevant regulations of the State and the cooperation, and the actual situations of the Company, Daqing Drilling Engineering Co., Ltd. divides the emergency events into three grades according to such factors as event nature, severity, controllability, influence scope and control ability: Grade I (serious and extraordinarily serious): refer to sudden emergency events with very complicated situations, which will cause serious hazard or threat on public safety, economic order and the Companys production, and have caused or may cause serious casualties, property damages or destruction against ecological environment, thus cant being controlled independently by the member unit and requiring rescue under the uniform command by the Company. Grade II (relatively serious): refer to sudden emergency events with relatively complicated situations, which will cause certain hazard or threat on public safety and the Companys production, and have caused or may cause relatively serious casualties, property damages or destruction against ecological environment, thus cant being controlled independently by the branch of the member unit and requiring rescue under the uniform command by the member unit. Grade III (general): refer to sudden emergency events with relatively simple situations, which have caused or may cause light personnel injury and less property loss, thus cant being controlled and handled independently by each operating team or operation site, and requiring the support of relevant unit and department and the rescue under the uniform command by the establishment unit. 1.4Application 1.4.1 This Emergency Plan is applicable to various grade-I emergency events occurring within the Company which have caused or may cause serious casualties and environmental pollution as well as comparatively large-scale shutdown in the Company and social influences. 1.4.2 This Emergency Plan instructs the formulation, revision and management of specialized emergency plan of the Company and various emergency plans of the member units. 1.5Principle for emergency working 1.5.1 People foremost, harm reduction. Incorporate the emergency work into the daily operation and management work of the Company, and take the safeguard of staff life and unit property safety as the starting point of emergency work. During handling emergency events, establish and implement the emergency rescue plan based on the priority of “protecting the life, protecting the environment and salvaging the property”, and adopt powerful measures to minimize the casualties, property loss and environment damage. 1.5.2 Prevention first, thinking of danger in times of safety. Adhere to the principle of “giving priority to prevention and combining prevention with emergency response”, and treat the prevention and emergency preparedness as the central link and main task of emergency work, establish and improve emergency plan system based on the principle of “horizontal to the border, longitudinal to the bottom”, dangerous source monitoring and evaluation system, key production parts monitoring and management system, natural disaster monitoring and forecasting system, emergency resource safeguarding and linkage system and organizational leadership system with clear department of work and well-defined duties and functions, and make the mental preparation, plan preparation, mechanism preparation and work preparation for emergency events to make sure of early discovery, early reporting, early handling and efficient and orderly response. 1.5.3 Uniform leadership, level-by-level responsibility. Group leader: General manager and secretary of the CPC Party Committee of the Company Deputy group leader: Deputy secretary, deputy manager, chief engineer, chairman of guildMembers: general manager assistant, deputy chief engineer, chief of each function department 2.1.1Responsibilities of the leader of Emergency Response Leading Group Organizing the checking of and signing and issuing the Companys overall emergency plan for accidents Organizing the studying and determination of major items for the Companys daily emergency management work, and implementing the important instructions about emergency work from the superior. Organizing the studying and determination of major items and timely reporting the relevant situations to the superior when a grade- emergency event happens. Determining the initiation and termination of emergency plans at the Company level, and signing and issuing the Emergency Pre-warning Announcement of Daqing Drilling & Exploration Engineering Corporation, Emergency Plan Initiation Notice of Daqing Drilling & Exploration Engineering Corporation, and Emergency Plan Termination Notice of Daqing Drilling & Exploration Engineering Corporation. Examining and approving the publication of information about major emergency events. 2.1.2Responsibilities of the deputy leader of Emergency Response Leading Group Checking, approving, signing and issuing the Companys specialized emergency plans Assisting the leaders of emergency response leading group to carry out the daily emergency management work in the business scope in their charge Under special conditions, performing the responsibilities of emergency response leading group leaders on their behalf according to their authorization. 2.2Emergency Command Center The Emergency Command Center is the supreme organization and commanding body of the Company to respond to emergency events. An on-site emergency headquarter, 11 comprehensive working teams and 13 specialized working teams are set at the command center. General commander: general manager of the Company (or a person appointed by the general manager). Deputy general commander: deputy general manager appointed by the general commander 2.2.1Responsibilities of the general commander of the Emergency Command Center Announcing the initiation of the overall emergency plan at the Company level as well as the relevant specialized emergency plans according to the decision of the Companys emergency response leading group.According to the situation at the scene, determining the working teams for emergency rescue and emergency rescue troops, announcing the establishment of an on-site headquarter, and appointing an commander of the on-site headquarter. Determining the emergency response grade-according to the emergency situation, and making rescuing request to external emergency organizations (safety, security and medical institutions of the superior department and other enterprises or localities)Examining and determining the schemes and measures for major emergency treatment, integrating the emergency resources inside and outside the Company, and commanding the major emergency response actions at the scene. According to the decision of the Emergency Response Leading Group, announcing the determination of the emergency rescue actions at the company
