Following the preparatory meeting, the 1st meeting of the presidium was held, which pointed 14 standing chair persons. The program of the session was adopted and executive chair persons of the plenary meetings were specified. Deputy secretaries general of the session were appointed. Discussions held by amount of number of delegation will also be open to the media. Several press conferences will be held during the session. People in charge of NPC special committee at leading officials of departments under the State Council will be invited to answer questions concerning strengthening and improving the micro-control, Chinas foreign policy and external relations, saving guarding and improving peoples livelihood, and Chinas efforts to conserve energy, control pollution, and deal with climate change. Upon the closing of the session on march the 14th, premier 温家宝 will meet Chinese and foreign press covering the session and answer your questions. Can this goal be met? Our legislative work has played an important role in recognizing the fruits of reform, standardizing the reform process, providing the direction for reform.一九九七年，中共十五大提出的二零一零年形成中国特色社会主义法律体系的立法目标，这一体系是以宪法为统领，由宪法相关法，民生法，行政法，经济法，社会法，刑法，诉讼法，有非诉讼程序法等七个法律部门，包括行政法规，地方法规三个层次的法律规范构成的协调统一的有机整体。In 1997, the 15th national congress of the Communist Party of China put forwards the legislative goal forming a socialist law system with Chinese features by the year2010. This system would be taken shape under the over role free mark under the Constitution, it would consist of 7 legal departments, namely: Laws related to the Constitution, civil and commercial law, administrative law, economic law, social law, criminal law, litigation and non-litigation proceeding law, and it would be an integrated hall at three levels: laws, administrative regulations, and local regulations.十一届全国人大及其常委会立法工作的一个重要任务就是：要在前几届工作的基础上，确保到二零一零年形成中国特色社会主义法律体系。我们一方面抓紧制定在法律体系中起支架作用的重要法律，如：审议通过了侵权责任法，食品安全法，国防动员法等，具体审议社会保险法，行政强制法等法律案；另一方面，着手成立清理现行法律，废止了八件法律和有关法律问题的决定，对五十九件的一百四十一个法律条文进行了修改，基本解决了我国现行法律中存在的明显不适应，不一致，不协调的突出问题，为法律体系的形成提供保证。A key legislative task for the 11th NPC and its standing committee is to build on work of the previous National Peoples Progresses and there standing committees and make sure that the socialist law system with Chinese features would indeed befall by the year 2010. So on the one hand, we have worked intensively on injecting important laws that would serve as pinllers in the law system, for example, we deliberated on and adopted the Tort Liability Law, the Food Safety Law, and the Defence Mobilization Law. We continued to deliberate on the Social Insurance Law, and the Administrative Enforcement Law, on the other hand, we began to sort though the exiting laws, we abrogated 8 pieces of legislation and decisions on related legal issues, and we made provisions to 141 articles in 59 pieces of legislation, thus basically removing clear instances of non-conformity inconsistency and inharmony(disharmony) in exiting legal framework, contributing to the formation of the invisit legal system.中国特色社会主义法律体系是动态的，开放的，发展的，随着社会经济的发展需要制定法律调整一些新的社会现象；一些法律需要随着社会的发展而修改，完善，我们将根据全面落实依法治国基本方略，和全面建设小康社会的需要，制定和修改相关法律，为加快中国社会主义现代化进程提供更加坚实的法律保障，谢谢。谢谢主持人，我是法国观点周刊吴浩林。there is a growing feeling of misunderstanding between China and the West, and the question rises regularly under the so called 3-T matters, Trade, Taiwan, and Tibet, but it seems to be growing even deeper than that, and it is quite worring for the future of China and the West and all the world. So my question is: Is China going to use the World Exhibition in Shanghai forum to try amuse form of communication? And what are your objectives on this matter? And if we abide by the rules of the WTO, and conduct fair, reasonable, equal-ferted and multilly trade, then Im sure it wont be difficult to resolve these issues, and there was no calls for worry.譬如说，贸易，中国是在一九，对不起，是在二零零一年十二月十一号加入了世界贸易组织，成为了世界贸易组织的第一百四十三个成员国，从那以后，中国进行对外贸易，不管是出口还是进口，都严格的按照世贸组织的规则办事，这有什么问题呢？不会有什么问题值得你忧虑的。Take trade for example, China exited to the WTO the 11th of December 2001, becoming the 143rd member of the WTO, and since then, in both export and import, we have abided strictly by WTO rules. Would this calls any problems? I dont think so.譬如说西藏问题，早在十三世纪，西藏就在行政上成为中国不可分割的一部分，更不用说在这之前从历史传统上，文化上，它也就是中华文化的一部分，中华民族的一部分。And take Tibet related issues for example, as early as the 13th century, Tibet became an inseparable fart of China in terms of administration, not mention that even before that Tibet became a part of the Chinese culture and nation in terms of his own historical cultural traditions.只有西方个别政客想着利用西藏问题，干涉中国内政，干涉有干涉不成，那就是另外一个问题了。As for the tempt by a few politicians in the West to use the Tibet related issues to interfere in Chinas internal affairs, and not mention they have failed in this tempt, thats quite another matter. 西方个别政客忽视西藏的历史，忽视西藏是中国领土不可分割的一部分，忽视改革开放以来，特别是，我只改革开放，是指从一九五九年，西藏实行改革以来，西藏的经济社会发展，人民生活改善取得极大成就，而偏听偏信一个叫做“达赖喇嘛”的人的话，那是他们自己对问题缺乏了解，或者学习西藏现状和历史不够的问题。A few politicians in the West, they have tend a blind eye to the history of Tibet, to the fact that Tibet is an inseparable part of Chinas terrtry , and to the enormous progress that has been made in Tibets economic and social development and the rising standards of living for the Tibetan people, since the democratic reform in 1959, and particularly since reform and opening-up 30 years ago. Now these politicians in the West, they have chosen to listen to the views and comments made by a person called the the Dalailama. This is because they lack a proper understanding of the history and culture of Tibet, and they have failed to learn about the history and current reality of Tibet.西方个别领导人，尽管工作很忙，给自己国家的人民有那么多事儿要干，但是他们还是，真是，抽出时间去见见达赖喇嘛，我们没法理解，所以中国人民听了这些消息非常气愤。A few Westen leaders, despite their very busy schedule at home, and the many matters they have to attend to domestically, they still could find the time to meet with the Dalailama. We cant understand why this happened, and thats why upon hearing the news, the Chinese people were indignant.你给他讲讲事实真相吧，他又自我辩解，说：达赖是一个宗教人士，其实不是，他是一个政治流亡者。我在美国一个特别好的朋友，曾经担任过重要职务,因为这个知识产权是他的了，我没跟他商量，我就不记他的名字，他就告诉我，他认为，达赖实际上是一个政治和尚。When we try to put on the facts and reality before them, they try to explain away their behaviour by saying that 达赖 is a religious figure. 达赖 is not a purely religious figure, he is actually a political exile, I have a very good friend in the United States, who served in very important positions, I wont mention his name here because of the intellectual right, but he once told me that 达赖 actually is a political monk.有的人就信达赖的甜言蜜语，他说我也不赞成西藏独立，我们更重要的还要看行动。你不赞成西藏独立，你为什么要搞个大藏区呢？为什么要成立和保持流亡政府呢？还有一个虚假的宪法呢？Now, some people have choose to believing the good words spoken by the DALAI LAMA who says he is not supportive of the Tibetan independence, but what is more importance is to watch what he does. Now, if he says he is not supportive of the Tibetan independence, why does he still call for the creation of the so called greater Tibetan region, why does he still run a so called government in exile, which actually has its constitution.为了帮助你看清楚一些谎言，我推荐你读几首诗，西藏一个著名的爱情诗人叫仓央嘉措，他是六世达赖喇嘛。To help you soon see some of the lines soon, I would suggest that you read the poems that written by a love poet, by the name of 仓央嘉措, he was actually the sixth DALAILAMA,在一首诗中，他非常深刻地指出，有些谎言往往看起来是非常艳丽的、闻起来是香气喷喷的，所以要千万注意。And let me draw you attention on a poem written by this love poet, in one poem, he said that some lies are actually very colorful to look at, and very fragrant if you smell them.至于台湾问题，这更涉及到中国的核心利益，涉及包括海峡两岸全体中国人在内的全体中国人民的感情。As for the question of Taiwan, this is no doubt a question that concerns the core interest of China, concerns the National sentiment of the entire Chinese people of both sides of the Taiwan strait.应该不难理解，一个简单的事实就是，大陆和台湾同属一个中国，实际上只有一个中国，台湾是中国的一部分，这么点儿事儿，这么简单，对于某些西方政客来讲，怎么就那么难记呢？I dont think the following fact is difficult to understand, that is the mainland and Taiwan belongs to the same China, and there is one China in the world, and Tibet is part of China. But is seems to me that some western politicians find the simple fact very difficult to understand.利用台湾问题干涉中国内政，干扰中国的和平统一大业，伤害中国人民的民族感情，是解决不能接受的。The tempt to use the question of Taiwan to interfere the Chinas affairs, to interfere the course of the peaceful unification, and to hurt the national sentiment of the Chinese people, are totally unacceptable to us.比如说，到现在我们海峡两岸的中国人，他们情同手足，血浓于水，正在进行友好交流，扩大和加强友好交往的时候，个别国家向台湾出售先进武器，这就相当于弟兄两个人正在拥抱的时候，有人给其中一方递上一把匕首，用心何在？Now the Chinese people on both sides of the Taiwan strait, are kidsand and blood is figured water. The Chinese people on both sides of the strait are maintaining and expanding their friendly exchanges and contacts. At this time, some countries have sold advanced weaponry to Taiwan.
