如附件 提請 討 決議 通過 7 台灣 高雄 國 中山大學 台灣 高雄 國 中山大學 與 與 美國 西雅圖 華盛頓大學 美國 西雅圖 華盛頓大學 文化 教育及科學合作 約書 文化 教育及科學合作 約書 因應中華民國與美國雙方欲提升國際合作 國 中山大學與華盛頓大學以以下 摘要記 雙方對於文化 教育及技術合作的共 校將依照此章程 鼓 教師 系所與研究中心與對方做直接的 繫與合作 華盛頓大學與國 中山大學可於雙方同意的教學及研究 域進 合作 其他合 作則需先達到共 方可實 在共同指定的 域中 雙方同意就以下的形式進 合作 一 合辦研究活動 刊物與圖書 藏的交 二 交換邀請專業學者至對方學校授課 演講與分享經驗 三 交換邀請專業學者 與學術會議及座談會 四 校就共有興趣的 域交換資訊 五 交換教師與學生以 進 進修 教學與研究 合作的主旨和成果的使用條件 以及對於特殊拜訪 交 或其他合作方式的安 排 須提報專案 並經過雙方協商核准 此外 所有提案皆須視經費有無而定 校的交換學生計畫是以 支付母校學費 為基準 交換學生只需在母校支付 學費 而 需支付地主學校之學雜費 非學雜費之相關費用須由交換生自 負 責 校須於每 一月卅一日前提供對方未 一學 的交換計畫 該計畫需包括姓 名 學術 域 研究或 書計畫 並附上所推薦學人的交換時間與期限 所有 的交 活動必須獲得雙方的認可 CULTURAL EDUCATIONAL AND SCIENTIFIC COOPERATION BETWEEN THE UNIVERSITY OF WASHINGTON USA AND NATIONAL SUN YAT SEN UNIVERSITY TAIWAN In accordance with a mutual desire to promote international cooperation between the United States and Taiwan the University of Washington and the National Sun Yat sen University join in the following memorandum of understanding for cultural educational and scientific cooperation Both Universities will encourage direct contact and cooperation between their faculty members departments institutes and other research centers subject to the provisions of this memorandum The University of Washington and the National Sun Yat sen University shall cooperate in fields of teaching and research to be agreed upon Cooperation in other areas may be arranged by mutual memorandum Within the fields of study to be mutually designated both Universities agree to the following general forms of cooperation 1 Joint research activities publications and library exchanges 2 Exchange of invitations to scholars for lectures talks and sharing of experience 3 Exchange of invitations to scholars to participate in conferences colloquia and symposia 4 Exchange of information in fields of interest to both Universities 5 Exchange of faculty members and students for study teaching and research Themes of joint activities and the conditions for utilizing the results achieved and arrangements for specific visits exchanges and other forms of cooperation will be negotiated for each specific case and in all cases shall be contingent on the availability of funding The Universities will exchange students on a home tuition basis with students paying 10 their regular tuition at the home institution and then paying no tuition at the host institution Non tuition related costs shall be borne by the student participants Each University shall provide the other by January 31 each year with its plan for exchanges during the following academic year The plan will include the names academic discipline research or study plan and proposed duration and dates of the exchange visitors All exchanges must meet with the approval of both Universities Both Universities subscribe to the policy of equal opportunity and do not discriminate on the basis of race color sex age ethnicity religion disability national origin or sexual orientation The University of Washington and the National Sun Yat sen University shall abide by these principles in the administration of this agreement This agreement shall become effective upon the date of signature by the 中山大學與華盛頓大學所訂定的 約 基於國 中山大學與華盛頓大學欲藉由交換學生計畫 提升 校之學術與文 化交 品質 並在學術 域的提升與宣傳上使雙方學生 能相互瞭解 校同 意進 以下事項 第一條 在 約有效時間內的任何一 雙方所同意之交換生可至對方學校註冊為全職 學生 為期一學期或一 雙方並同意國 中山大學的一學期等同於華盛頓大 學的 個學季 而中山大學的 個學期等同於華盛頓大學的三個學季 加此 交換計畫的學生仍將在其母校完成學業 在本 約有效期間內 一校之交換學 生人 得超過另一校之人 唯經雙方同意可做修正 第二條 本計畫開放研究所學生申請 大學部學生經修業滿一 者亦可申請 加交換 計畫的學生將由母校甄選 大致以學業表現優 者擇優 取 而在母校提出超 額人選時 地主學校基於考 保有權 拒絕任何申請學生 第三條 交換學生在地主學校應定期修課 並與該校之學生享有相同的權 與權 亦 須受到相同的校規與紀 所約束 校將提供對方交換學生的成績表現相關證 明 並指派一名教職員規劃並協調交換計畫內容 第四條 校同意對於此 約下的交換生所 時增加之費用 額 得超過當地學生正 常情況下所支付之 額 在此 約下 任何一方 得要求交換生支付地主學校 的學費 申請費或 政管 費 第五條 校均同意如地主學校備有宿舍或其他住宿安排 交換生需自 負擔相關費 用 但 額 得超過當地學生所應付之 額 學生也必須負擔所有個人花費如 12 簽證 遊 膳食和健康保險 校並無義務提供任何財務支援 交換學生須 向母校提供財 證明 以確認其有足夠經費負擔往返地主學校的交通費 及在 當地的日常生活費 第 條 校需遵守機會均等政策 得因學生之人種 性別 性傾向 齡 宗教 殘障或國籍之 同而有所歧視 國 中山大學與華盛頓大學在執 此 約時 需遵守這些原則 第七條 本 約書自民國九十三 九月一日起生效 效期為五 National Sun Yat sen University Taiwan Student Exchange Agreement An Agreement between National Sun Yat sen University and The University of Washington The National Sun Yat sen University and the University of Washington desiring both to enhance their educative processes and by the establishment of a student exchange program to increase the mutual understanding of their students in the furtherance of the advancement and dissemination of learning agree as follows 1 In any one year during the term of the agreement a mutually agreed upon number of students from each university may be enrolled as full time students at the other University for a period of one semester or one year The Universities agree that one National Sun Yat sen University semester shall equal two University of Washington quarters and two National Sun Yat sen University semesters shall equal three University of Washington quarters Students participating in this program will continue as candidates for the degree of their home university The number of participating students from each university will not exceed each other during the term of this agreement but the number of students may be modified from time to time by mutual agreement 2 The program is open to graduate students and to undergraduate students who have completed at least one year of undergraduate study Participating students will be selected by the home university generally on the basis of academic merit It is understood that the host university reserves the right to reject any candidate in which case the home university may nominate additional candidates for consideration 3 Each participating student will take courses regularly offered at the host university and will enjoy the same rights and privileges and be subject to the same regulations and discipline as students at that university The universities will provide each other with adequate information on the performance of participating students and each university will nominate a member of staff to coordinate the program 4 The universities agree that any incidental fees assessed against participating students under this agreement shall not be greater than those normally paid by students of the host university Neither university shall make any charge for tuition application or administrative purposes under this agreement 5 The universities agree that if residence hall or other suitable accommodation is available it will be at a cost no greater than that normally charged to the host university s students The payment of such housing together with the payment for all travel medical insurance and subsistence costs shall be the responsibility of the individual students participating in the program and neither university shall be held liable for such charges Students selected shall satisfy the home university that they have adequate funds for transportation to and from the host university and for subsistence during their enrolment at the host university 14 6 Both Universities subscribe to the policy of equal opportunity and do not discriminate on the basis of race sex sexual orientation age religion disability or national origin National Sun Yat sen University and the University of Washington shall abide by these principles in the administration of this agreement 7 The agreement will commence September 1 2004 and continue thereafter for five years subject to revision or modification by mutual agreement Either university may by notice in writing of no less than six months terminate this agreement but any students who have commenced at either university at the date of termination may complete their courses of study The universities will confer concerning the renewal of this agreement six months prior to its expiration 日榮獲本校榮譽博士學位並發表專題演 講 該院教授 Dr Edgar Sibley 亦於 2003 12 月受邀於本 院第十三屆國際比較管 學術會議發表專題演講 並擔任本 院短期客座教授 二 本院擬與該院簽訂合作交 協定 以促進國際學術交 擬辦 會議通過後 即依雙方協定配合執 決議 通過 16 國 中山大學管 學院 國 中山大學管 學院 台灣 台灣 與 喬治梅森大學公共事務學院 交換學生將由主方學校 原註冊學校 推薦 3 4 交換學生可以修習客方學校 交換學校 的任何全職 非學位的課程 客方學校保 同 意交換學生修 限修課程的權 3 5 所有交換學生將會比照客校學生 交換學校 享有選課的自由與規範 並遵守客校之各 17 項校規 如有違反任何規定 將依照校規規定處 3 6 任何在客方學校 交換學校 修得的學分得由主方學校 原註冊學校 依規定承認 於各學 期結束後 欲申請正式入學資格 必須向客方學校 交換學校 申請 並且遵守該校的相關規定 3 9 交換學生無須在客方學校 交換學校 繳交學費 3 10 校無義務提供交換學生住宿或工作機會 但需提供交換學生必要的諮詢及協助 並 協助住宿安排 3 11 所有的交換學生必須自 負擔在客方學校 交換學校 除 學費之外所有的費用 如 書籍 膳食 住宿 交通及其他個人和醫 開支等 根據交換的規定 客方學校 交換學校 應提供主方學校 原註冊學校 交換學生在當地預期花費的預估 3 12 交換學生有責任提供客方學校個人身體健康檢查及保險證明 於國 中山大學交換之 國際學生需 加學生團體醫 保險 其醫 花費將由此保險負擔 如超過保險所能給 付之部分費用將由交換學生家長自 負擔 每位交換學生需自 負擔由客方學校所規 定之個人醫 保險花費 第四項 有效期限 第四項 有效期限 4 1 1 本協議將自 校代表簽署日起生效 of Public Policy National Sun Yat sen University and George Mason University Taiwan USA College of Management National Sun Yat sen University hereinafter referred to as CM and School of Public Policy George Mason University hereinafter referred to as SPP recognizing the mutual benefits of fostering academic exchange and partnership hereby enter into the following agreement in accordance with the terms and conditions set herein Both schools agree to the following provisions Article 1 Objectives 1 1 The purpose of this agreement is to establish academic and scholarly cooperative relations between College of Management National Sun Yat sen University and School of Public Policy George Mason University that are of mutual interests to both parties Article 2 Scope and Field of Cooperation 2 1 The following programs are to be administered by both parties a To support exchange of information and materials that are of mutual interest b To assist visits by faculty staff and Ph D students c To cooperate on joint publications or research between faculty and staff d To support exchange of students under conditions and circumstances stated in Article 3 of the agreement Article 3 Terms for Exchange Students 3 1 Commencing with the 2004 academic year and in each succeeding year during the term of this Memorandum of Understanding each university shall annually nominate two graduate students each year for a period of up to two semesters or four students for a single semester per year upon mutual agreement Any variance in the number of exchange students each year may be negotiated and agreed by the two universities before recruitment of students 3 2 The exchange students must satisfy the language proficiency requirements for admissions or take appropriate language instruction prior to the beginning of their academic program as determined by the regulations of the host university The minimum score of 600 on the paper based Test of English as a Foreign Language TOEFL examination or a corresponding score of 225 on the computer based TOEFL will be required for both universities students 3 3 Student participated in the exchange program will be accepted by the host institution upon recommendation by the home institution provided that they fulfill the admission and review requirements of the host institution 3 4 The exchange students may apply to any academic program offered at the School of Public Policy GMU or programs offered at the College of Management NSYSU as full time degree or non degree students at a level determined by the host university The host institute reserves the right to exclude students from restricted enrollment programs 3 5 All exchange students will be treated similar to regular domestic students with the same freedom and regulations in choosing courses Participating students will be subject to the rules and regulations of the host institution Any breach of these rules will be dealt with in accordance with the host university s disciplinary policy 3 6 Any academic credit earned at the host university may be transferred to the home university in accordance with procedures determined by the latter At the end of each semester the host school will send the student s transcripts to the home institution Acceptance of course work done on exchange will be subject to the rules and regulations of the student home university 3 7 The period of exchange shall be one semester or one academic year In the case of College of Management NSYSU first semester runs from September to end of December and second semester runs from February to end of June In the case of GMU first semester runs from August 22nd to December 22 20 and second semester runs from January 20th to May 20th 3 8 Any extension of stay beyond the original determined length must be approved by both institutions A non degree exchange student who wants to apply for degree status must reapply to the host university and follow the appropriate application procedures of the host university 3 9 Each university will provide the exchange students with tuitions waivers up to the equivalent in state in country costs 3 10 Neither party is obligated to provide housing and or employment to incoming exchange students Nevertheless each university will provide appropriate counseling and other assistant to the exchange students and will assist them in finding housing 3 11 All exchange students will be responsible for all expenses up to in state in country tuition during their attendance at the host university including books meals
