Soithasbeen.SoitmustbewiththisgenerationofAmericans. Thatweareinthemidstofcrisisisnowwellunderstood.Ournationisatwar,againstafar-reachingworkofviolenceandhatred.Oureconomyisbadlyweakened,aconsequenceofgreedandirresponsibilityonthepartofsome,butalsoourcollectivefailuretomakehardchoicesandpreparethenationforanewage.Homeshavebeenlost;jobsshed;businessesshuttered.Ourhealthcareistoocostly;ourschoolsfailtoomany;andeachdaybringsfurtherevidencethatthewaysweuseenergystrengthenouradversariesandthreatenourpla. Thesearetheindicatorsofcrisis,subjecttodataandstatistics.LessmeasurablebutnolessprofoundisasappingofconfidenceacrossourlandanaggingfearthatAmericasdeclineisinevitable,andthatthenextgenerationmustloweritssights. TodayIsaytoyouthatthechallengeswefacearereal.Theyareseriousandtheyaremany.Theywillnotbemeteasilyorinashortspanoftime.Butknowthis,Americatheywillbemet. Onthisday,wegatherbecausewehavechosenhopeoverfear,unityofpurposeoverconflictanddiscord. Onthisday,weetoproclaimanendtothepettygrievancesandfalsepromises,therecriminationsandwornoutdogmas,thatforfartoolonghavestrangledourpolitics. Weremainayoungnation,butinthewordsofScripture,thetimehasetosetasidechildishthings.Thetimehasetoreaffirmourenduringspirit;tochooseourbetterhistory;tocarryforwardthatpreciousgift,thatnobleidea,passedonfromgenerationtogeneration:theGod-givenpromisethatallareequal,allarefreeandalldeserveachancetopursuetheirfullmeasureofhappiness. Inreaffirmingthegreatnessofournation,weunderstandthatgreatnessisneveragiven.Itmustbeearned.Ourjourneyhasneverbeenoneofshortcutsorsettlingforless.Ithasnotbeenthepathforthefaint-heartedforthosewhopreferleisureoverwork,orseekonlythepleasuresofrichesandfame.Rather,ithasbeentherisk-takers,thedoers,themakersofthingssomecelebratedbutmoreoftenmenandwomenobscureintheirlabor,whohavecarriedusupthelong,ruggedpathtowardsprosperityandfreedom. Forus,theypackeduptheirfewworldlypossessionsandtraveledacrossoceansinsearchofanewlife. Forus,theytoiledinsweatshopsandsettledtheWest;enduredthelashofthewhipandplowedthehardearth. Forus,theyfoughtanddied,inplaceslikeConcordandGettysburg;NormandyandKheSahn. Timeandagainthesemenandwomenstruggledandsacrificedandworkedtilltheirhandswererawsothatwemightliveabetterlife.TheysawAmericaasbiggerthanthesumofourindividualambitions;greaterthanallthedifferencesofbirthorwealthorfaction. Thisisthejourneywecontinuetoday.Weremainthemostprosperous,powerfulnationonEarth.Ourworkersarenolessproductivethanwhenthiscrisisbegan.Ourmindsarenolessinventive,ourgoodsandservicesnolessneededthantheywerelastweekorlastmonthorlastyear.Ourcapacityremainsundiminished.Butourtimeofstandingpat,ofprotectingnarrowinterestsandputtingoffunpleasantdecisionsthattimehassurelypassed.Startingtoday,wemustpickourselvesup,dustourselvesoff,andbeginagaintheworkofremakingAmerica. Foreverywherewelook,thereisworktobedone.Thestateoftheeconomycallsforaction,boldandswift,andwewillactnotonlytocreatenewjobs,buttolayanewfoundationforgrowth.Wewillbuildtheroadsandbridges,theelectricgridsanddigitallinesthatfeedourmerceandbindustogether.Wewillrestoresciencetoitsrightfulplace,andwieldtechnologyswonderstoraisehealthcaresqualityandloweritscost.Wewillharnessthesunandthewindsandthesoiltofuelourcarsandrunourfactories.Andwewilltransformourschoolsandcollegesanduniversitiestomeetthedemandsofanewage.Allthiswecando.Allthiswewilldo. Now,therearesomewhoquestionthescaleofourambitionswhosuggestthatoursystemcannottoleratetoomanybigplans.Theirmemoriesareshort.Fortheyhaveforgottenwhatthiscountryhasalreadydone;whatfreemenandwomencanachievewhenimaginationisjoinedtomonpurpose,andnecessitytocourage. Whatthecynicsfailtounderstandisthatthegroundhasshiftedbeneaththemthatthestalepoliticalargumentsthathaveconsumedusforsolongnolongerapply.Thequestionweasktodayisnotwhetherourgovernmentistoobigortoosmall,butwhetheritworkswhetherithelpsfamiliesfindjobsatadecentwage,caretheycanafford,aretirementthatisdignified.Wheretheanswerisyes,weintendtomoveforward.Wheretheanswerisno,programswillend.Thoseofuswhomanagethepublicsdollarswillbeheldtoaounttospendwisely,reformbadhabits,anddoourbusinessinthelightofdaybecauseonlythencanwerestorethevitaltrustbetweenapeopleandtheirgovernment. Noristhequestionbeforeuswhetherthemarketisaforceforgoodorill.Itspowertogeneratewealthandexpandfreedomisunmatched,butthiscrisishasremindedusthatwithoutawatchfuleye,themarketcanspinoutofcontrolandthatanationcannotprosperlongwhenitfavorsonlytheprosperous.Thesuessofoureconomyhasalwaysdependednotjustonthesizeofourgrossdomesticproduct,butonthereachofourprosperity;onourabilitytoextendopportunitytoeverywillingheartnotoutofcharity,butbecauseitisthesurestroutetoourmongood. Asforourmondefense,werejectasfalsethechoicebetweenoursafetyandourideals.Ourfoundingfathers.ourfoundfathers,facedwithperilswecanscarcelyimagine,draftedachartertoassuretheruleoflawandtherightsofman,acharterexpandedbythebloodofgenerations.Thoseidealsstilllighttheworld,andwewillnotgivethemupforexpediencessake.Andsotoalltheotherpeoplesandgovernmentswhoarewatchingtoday,fromthegrandestcapitalstothesmallvillagewheremyfatherwasborn:knowthatAmericaisafriendofeachnationandeveryman,woman,andchildwhoseeksafutureofpeaceanddignity,andthatwearereadytoleadoncemore. Recallthatearliergenerationsfaceddownfascismandmunismnotjustwithmissilesandtanks,butwithsturdyalliancesandenduringconvictions.Theyunderstoodthatourpoweralonecannotprotectus,nordoesitentitleustodoasweplease.Instead,theyknewthatourpowergrowsthroughitsprudentuse;oursecurityemanatesfromthejustnessofourcause,theforceofourexample,thetemperingqualitiesofhumilityandrestraint. Wearethekeepersofthislegacy.Guidedbytheseprinciplesoncemore,wecanmeetthosenewthreatsthatdemandevengreatereffortevengreatercooperationandunderstandingbetweennations.WewillbegintoresponsiblyleaveIraqtoitspeople,andforgeahard-earnedpeaceinAfghanistan.Witholdfriendsandformerfoes,wewillworktirelesslytolessenthenuclearthreat,androllbackthespecterofawarmingpla.Wewillnotapologizeforourwayoflife,norwillwewaverinitsdefense,andforthosewhoseektoadvancetheiraimsbyinducingterrorandslaughteringinnocents,wesaytoyounowthatourspiritisstrongerandcannotbebroken;youcannotoutlastus,andwewilldefeatyou. Forweknowthatourpatchworkheritageisastrength,notaweakness.WeareanationofChristiansandMuslims,JewsandHindusandnon-believers.Weareshapedbyeverylanguageandculture,drawnfromeveryendofthisEarth;andbecausewehavetastedthebitterswillofcivilwarandsegregation,andemergedfromthatdarkchapterstrongerandmoreunited,wecannothelpbutbelievethattheoldhatredsshallsomedaypass;thatthelinesoftribeshallsoondissolve;thatastheworldgrowssmaller,ourmonhumanityshallrevealitself;andthatAmericamustplayitsroleinusheringinaneweraofpeace. TotheMuslimworld,weseekanewwayforward,basedonmutualinterestandmutualrespect.Tothoseleadersaroundtheglobewhoseektosowconflict,orblametheirsocietysillsontheWestknowthatyourpeoplewilljudgeyouonwhatyoucanbuild,notwhatyoudestroy.Tothosewhoclingtopowerthroughcorruptionanddeceitandthesilencingofdissent,knowthatyouareonthewrongsideofhistory;butthatwewillextendahandifyouarewillingtounclenchyourfist. Tothepeopleofpoornations,wepledgetoworkalongsideyoutomakeyourfarmsflourishandletcleanwatersflow;tonourishstarvedbodiesandfeedhungryminds.Andtothosenationslikeoursthatenjoyrelativeplenty,wesaywecannolongeraffordindifferencetothesufferingoutsideourborders;norcanweconsumetheworldsresourceswithoutregardtoeffect.Fortheworldhaschanged,andwemustchangewithit. Asweconsidertheroadthatunfoldsbeforeus,werememberwithhumblegratitudethosebraveAmericanswho,atthisveryhour,patrolfar-offdesertsanddistantmountains.Theyhavesomethingtotellus,justasthefallenheroeswholieinArlingtonwhisperthroughtheages.Wehonorthemnotonlybecausetheyareguardiansofourliberty,butbecausetheyembodythespiritofservice;awillingnesstofindmeaninginsomethinggreaterthanthemselves.Andyet,atthismomentamomentthatwilldefineagenerationitispreciselythisspiritthatmustinhabitusall. Forasmuchasgovernmentcandoandmustdo,itisultimatelythefaithanddeterminationoftheAmericanpeopleuponwhichthisnationrelies.Itisthekindnesstotakeinastrangerwhentheleveesbreak,theselflessnessofworkerswhowouldrathercuttheirhoursthanseeafriendlosetheirjobwhichseesusthroughourdarkesthours.Itisthefirefighterscouragetostormastairwayfilledwithsmoke,butalsoaparentswillingnesstonurtureachild,thatfinallydecidesourfate. Ourchallengesmaybenew.Theinstrumentswithwhichwemeetthemmaybenew.Butthosevaluesuponwhichoursuessdependshardworkandhonesty,courageandfairplay,toleranceandcuriosity,loyaltyandpatriotismthesethingsareold.Thesethingsaretrue.Theyhavebeenthequietforceofprogressthroughoutourhistory.Whatisdemandedthenisareturntothesetruths.Whatisrequiredofusnowisaneweraofresponsibilityarecognition,onthepartofeveryAmerican,thatwehavedutiestoourselves,ournation,andtheworld,dutiesthatwedonotgrudginglyaeptbutratherseizegladly,firmintheknowledgethatthereisnothingsosatisfyingtothespirit,sodefiningofourcharacter,thangivingouralltoadifficulttask. Thisisthepriceandthepromiseofcitizenship. ThisisthesourceofourconfidencetheknowledgethatGodcallsonustoshapeanuncertaindestiny. ThisisthemeaningofourlibertyandourcreedwhymenandwomenandchildrenofeveryraceandeveryfaithcanjoinincelebrationacrossthismagnificentMall,andwhyamanwhosefatherlessthansixtyyearsagomightnothavebeenservedatalocalrestaurantcannowstandbeforeyoutotakeamostsacredoath. Soletusmarkthisdaywithremembrance,ofwhoweareandhowfarwehavetraveled.IntheyearofAmericasbirth,inthecoldestofmonths,asmallbandofpatriotshuddledbydyingcampfiresontheshoresofanicyriver.Thecapitalwasabandoned.Theenemywasadvancing.Thesnowwasstainedwithblood.Atamomentwhentheouteofourrevolutionwasmostindoubt,thefatherofournationorderedthesewordsbereadtothepeople: Letitbetoldtothefutureworld.thatinthedepthofwinter,whennothingbuthopeandvirtuecouldsurvive.thatthecityandthecountry,alarmedatonemondanger,cameforthtomeet(it). Now,lookingback,thereisnowaythatIcouldhavepredictedwhatpathmylifewouldhavetaken.Ididntsitaroundthelawschool,saying,well,youknow,IthinkIllgraduateandthenIllgotoworkattheChildrensDefenseFund,andthentheimpeachmentinquiry,andNixonretiredorresigns,IllgotoArkansas.Ididntthinklikethat.Iwastakingeachdayatatime. But,IvebeenveryfortunatebecauseIvealwayshadanideainmymindaboutwhatIthoughtwasimportantandwhatgavemylifemeaningandpurpose.Asetofvaluesandbeliefsthathavehelpedmenavigatetheshoals,thesometimesverytreacheroussea,toilluminatemyowntruedesires,despitethatotherssayaboutwhatlshouldcareaboutandbelievein.Apassiontosueedatwhatlthoughtwasimportantandchildrenhavealwaysprovidedthatlonestar,thatguidinglight.Becauselhavethatabsoluteconvictionthateverychild,especiallyinthis,themostblessedofnationsthathaseverexistedonthefaceofearth,thateverychilddeservestheopportunitytoliveuptohisorherGod-givenpotential. Butyouknowthatbeliefandconviction-itmaymakeforapersonalmissionstatement,butstandingalone,nottranslatedintoaction,itmeansverylittletoanyoneelse,particularlytothoseforwhomyouhavethoseconcerns. WhenIwasthinkingaboutrunningfortheUnitedStatesSenate-whichwassuchanenormousdecisiontomake,oneInevercouldhavedreamedthatIwouldhavebeenmakingwhenIwashereoncampus-IvisitedaschoolinNewYorkCityandImetayoungwoman,whowasastarathlete. IwastherebecauseofBillyJeanKingpromotinganHBOspecialaboutwomeninsportscalled“Daretopete.”ItwasaboutTitleIXandhowwefinally,thankstogovernmentaction,providedopportunitiestogirlsandwomeninsports. AndalthoughIplayednotverywellatintramuralsports,Ihavealwaysbeenastrongsupporterofwomeninsports.AndIwasintroducedbythisyoungwoman,andasIwenttoshakeherhandsheobviouslyhadbeenreadingthenewspapersaboutpeoplesayingIshouldorshouldntrunfortheSenate.AndIwascongratulatingheronthespeechshehadjustmadeandsheheldontomyhandandshesaid,“Daretopete,Mrs.Clinton.Daretopete.” Itookthattoheartbecauseitishardtopetesometimes,especiallyinpublicways,whenyourfailuresarethereforeveryonetoseeandyoudontknowwhatisgoingtohappenfromonedaytothenext.Andyetsomuchoflife,whetherweliketoaeptitornot,ispetingwithourselvestobethebestwecanbe,beinginvolvedinclassesorprofessionsorjustlife,whereweknowwearepetingwithothers. Anditdoesntmeanthatoncehavingmadethatchoiceyouwillalwayssueed.Infact,youwont.Therearesetbacksandyouwillexperiencedifficultdisappointments.Youwillbesloweddownandsometimesthebreathwilljustbeknockedoutofyou.Butifyoucarrywithyouthevaluesandbeliefsthatyoucanmakeadifferenceinyourownlife,firstandforemost,andtheninthelivesofothers.Youcangetbackup,youcankeepgoing. Butitisalsoimportant,asIhavefound,nottotakeyourselftooseriously,becauseafterall,everyoneofusheretoday,noneofusisdeservingoffullcredit.Ithinkeverydayoftheblessingsmybirthgavemewithoutanydoingofmyown.Ichoseneithermyfamilynormycountry,buttheyasmuchasanythingIveeverdone,determinedmycourse. Youparemyoryourcircumstanceswiththoseofthemajorityofpeoplewhoveeverlivedorwhoarelivingrightnow,theytoooftenarebornknowingtoowellwhattheirfutureswillbe.Theylackthefreedomtochoosetheirlifespath.Theyreimprisonedbycircumstancesofpovertyandignorance,bigotry,disease,hunger,oppressionandwar. So,daretopete,yes,butmaybeevenmoredifficult,daretocare.Daretocareaboutpeoplewhoneedourhelptosueedandfulfilltheirownlives.Therearesomanyoutthereandsometimesallittakesisthesimplestofgesturesorhelpinghandsandmanyofyouunderstandthatalready.Iknowthatthenumbersofgraduatesinthelast20yearshaveworkedinmunityorganizations,havetutored,havemittedthemselvestoreligiousactivities. Youhavebeentheretryingtoservebecauseyouhavebelievedboththatitwastherightthingtodoandbecauseitgavesomethingbacktoyou.Youhavedaredtocare. Well,daretocaretofightforequaljusticeforall,forequalpayforwomen,againsthatecrimesandbigotry.Daretocareaboutpublicschoolswithoutqualifiedteachersoradequateresources.Daretocareaboutprotectingourenvironment.Daretocareaboutthe10millionchildreninourcountrywholackhealthinsurance.Daretocareabouttheoneandahalfmillionchildrenwhohaveaparentinjail.ThesevenmillionpeoplewhosufferfromHIV/AIDS.AndthankyouforcaringenoughtodemandthatournationdomoretohelpthosethataresufferingthroughoutthisworldwithHIV/AIDS,topreventthispandemicfromspreadingevenfurther. AndIllalsoadd,dareenoughtocareaboutourpoliticalprocess.Youknow,asIgoandspeakwithstudentsImimpressedsomuch,notonlyinformalsettings,oncampuses,butwithmydaughterandherfriends,abouthowmuchyoucare,abouthowwillingyouaretovolunteerandserve.Youmayhavemissedthelastwaveofthedot.revolution,butyouveunderstoodthatthedot.munityrevolutionisthereforyoueverysingleday.Andyouvebeenwillingtobepartofremarkinglivesinourmunity. Andyet,thereisarealresistance,aturningawayfromthepoliticalprocess.Ihopethatsomeofyouwillbepublicservantsandwillevenrunforofficeyourself,nottowinapositiontomakeandimpressiononyourfriendsatyour20threunion,butbecauseyouunderstandhowimportantitisforeachofusascitizenstomakeamitmenttoourdemocracy. Yourgeneration,thefirstonebornafterthesocialupheavalsofthe60sand70s,inthemidstofthetechnologicaladvancesofthe80sand90s,areinheritinganeconomy,asocietyandagovernmentthathasyettounderstandfully,orevenetogripswith,ourrapidlychangingworld. Andsobringyourvaluesandexperiencesan
