Youask,whatisourpolicyIsayitistowagewarbyland,seaandair.WarwithallourmightandwithallthestrengthGodhasgivenus,andtowagewaragainstamonstroustyrannyneversurpassedinthedarkandlamentablecatalogueofhumancrime.Thatisourpolicy. Youask,whatisouraimIcananswerinoneword,Itisvictory.Victoryatallcosts-victoryinspiteofallterrors-victory,howeverlongandhardtheroadmaybe,forwithoutvictorythereisnosurvival. Letthatberealized.NosurvivalfortheBritishEmpire,nosurvivalforallthattheBritishEmpirehasstoodfor,nosurvivalfortheurge,theimpulseoftheages,thatmankindshallmoveforwardtowardhisgoal. PresidentMcCluer,ladiesandgentlemen,andlast,butcertainlynotleast,thePresidentoftheUnitedStatesofAmerica: IamverygladindeedtoetoWestminsterCollegethisafternoon,andIamplimentedthatyoushouldgivemeadegreefromaninstitutionwhose reputationhasbeensosolidlyestablished.Thename Itisalsoanhonor,ladiesandgentlemen,perhapsalmostunique,foraprivatevisitortobeintroducedtoanacademicaudiencebythePresidentoftheUnitedStates.Amidhisheavyburdens,duties,andresponsibilities-unsoughtbutnotrecoiledfrom-thePresidenthastraveledathousandmilestodignifyand magnifyourmeetinghereto-dayandtogivemeanopportunityofaddressingthiskindrednation,aswellasmyowncountrymenacrosstheocean,and perhapssomeothercountriestoo.ThePresidenthastoldyouthatitishiswish,asIamsureitisyours,thatIshouldhavefulllibertytogivemytrueandfaithfulcounselintheseanxiousandbafflingtimes.Ishallcertainlyavailmyselfofthisfreedom,andfeelthemorerighttodosobecauseanyprivateambitionsImayhavecherishedinmyyoungerdayshavebeensatisfiedbeyondmywildestdreams.LetmehowevermakeitclearthatIhavenoofficialmissionorstatusofanykind,andthatIspeakonlyformyself.Thereisnothingherebutwhatyousee. Icanthereforeallowmymind,withtheexperienceofalifetime,toplayovertheproblemswhichbesetusonthemorrowofourabsolutevictoryinarms,andtotrytomakesurewithwhatstrengthIhavethatwhathasgainedwithsomuchsacrificeandsufferingshallbepreservedforthefuturegloryandsafetyofmankind. Ladiesandgentlemen,theUnitedStatesstandsatthistimeatthepinnacleofworldpower.ItisasolemnmomentfortheAmericanDemocracy.Forwithprimacyinpowerisalsojoinedanawe-inspiringaountabilitytothefuture.Ifyoulookaroundyou,youmustfeelnotonlythesenseofdutydonebutalsoyoumustfeelanxietylestyoufallbelowthelevelofachievement.Opportunityishereandnow,clearandshiningforbothourcountries.Torejectitorignoreitorfritteritawaywillbringuponusallthelongreproachesoftheafter-time.Itisnecessarythattheconstancyofmind,persistencyofpurpose,andthegrandsimplicityofdecisionshallruleandguidetheconductoftheEnglish-speakingpeoplesinpeaceastheydidinwar.Wemust,andIbelieveweshall,proveourselvesequaltothissevererequirement. PresidentMcCluer,whenAmericanmilitarymenapproachsomeserious situationtheyarewonttowriteattheheadoftheirdirectivethewords wage-earnerstrivesamidtheaidentsanddifficultiesoflifetoguardhiswifeandchildrenfromprivationandbringthefamilyupthefearoftheLord,oruponethicalconceptionswhichoftenplaytheirpotentpart. Togivesecuritytothesecountlesshomes,theymustbeshieldedformtwogauntmarauders,warandtyranny.Wealknowthefrightfuldisturbanceinwhichtheordinaryfamilyisplungedwhenthecurseofwarswoopsdownuponthebread-winnerandthoseforwhomheworksandcontrives.TheawfulruinofEurope,withallitsvanishedglories,andoflargepartsofAsiaglaresusintheeyes.WhenthedesignsofwickedmenortheaggressiveurgeofmightyStatesdissolveoverlargeareastheframeofcivilizedsociety,humblefolkareconfrontedwithdifficultieswithwhichtheycannotcope.Forthemisalldistorted,allisbroken,allisevengroundtopulp. WhenIstandherethisquietafternoonIshuddertovisualizewhatisactuallyhappeningtomillionsnowandwhatisgoingtohappeninthisperiodwhenfaminestalkstheearth.Nonecanputewhathasbeencalled descendedacrosstheContinent.Behindthatlinelieallthecapitalsofthe ancientstatesofCentralandEasternEurope.Warsaw,Berlin,Prague,Vienna,Budapest,Belgrade,BucharestandSofia,allthesefamouscitiesandthepopulationsaroundthemlieinwhatImustcalltheSovietsphere,andallaresubjectinoneformoranother,notonlytoSovietinfluencebuttoaveryhighand,insomecases,increasingmeasureofcontrolfromMoscow.Athensalone-Greecewithitsimmortalglories-isfreetodecideitsfutureatanelectionunderBritish,AmericanandFrenchobservation.TheRussian-dominatedPolishGovernmenthasbeenencouragedtomakeenormousandwrongfulinroadsuponGermany,andmassexpulsionsofmillionsofGermansonascalegrievousandundreamed-ofarenowtakingplace.TheCommunistparties,whichwereverysmallinalltheseEasternStatesofEurope,havebeenraisedtopre-eminenceandpowerfarbeyondtheirnumbersandareseekingeverywheretoobtaintotalitariancontrol.Policegovernmentsareprevailinginnearlyeverycase,andsofar,exceptinCzechoslovakia,thereisnotruedemocracy. TurkeyandPersiaarebothprofoundlyalarmedanddisturbedattheclaimswhicharebeingmadeuponthemandatthepressurebeingexertedbytheMoscowGovernment.AnattemptisbeingmadebytheRussiansinBerlintobuildupaquasi-CommunistpartyintheirzoneofoupiedGermanyby showingspecialfavorstogroupsofleft-wingGermanleaders.AttheendofthefightinglastJune,theAmericanandBritishArmieswithdrewwestward,inaordancewithanearlieragreement,toadepthatsomepointsof150milesuponafrontofnearlyfourhundredmiles,inordertoallowourRussianalliestooupythisvastexpanseofterritorywhichtheWesternDemocracieshadconquered. IfnotheSovietGovernmenttries,byseparateact unestimatedsumofhumanpain OurAmericanmilitarycolleagues,afterhavingproclaimedtheir Ihave,however,adefiniteandpracticalproposaltomakeforaction.Courtsandmagistratesmaybesetupbuttheycannotfunctionwithoutsheriffsandconstables.TheUnitedNationsOrganizationmustimmediatelybegintobeequippedwithaninternationalarmedforce.Insuchamatterwecanonlygostepbystep,butwemustbeginnow.IproposethateachofthePowersandStatesshouldbeinvitedtodedicateacertainnumberofairsquadronstotheserviceoftheworldorganization.Thesesquadronswouldbetrainedandpreparedintheirowncountries,butwouldmovearoundinrotationfromonecountrytoanother.Theywouldweartheuniformsoftheirowncountriesbutwithdifferentbadges.Theywouldnotberequiredtoactagainsttheirownnation,butinotherrespectstheywouldbedirectedbytheworldorganization.Thismightbestartedonamodestscaleanditwouldgrowasconfidencegrew.Iwishedtoseethisdoneafterthefirstworldwar,andIdevoutlytrustthatitmaybedoneforthwith. Itwouldnevertheless,ladiesandgentlemen,bewrongandimprudenttoentrustthesecretknowledgeorexperienceoftheatomicbomb,whichtheUnitedStates,greatBritain,andCanadanowshare,totheworldorganization,whilestillinitsinfancy.Itwouldbecriminalmadnesstocastitadriftinthisstillagitatedandun-unitedworld.Noonecountryhassleptlesswellintheirbedsbecausethisknowledgeandthemethodandtherawmaterialstoapplyit,arepresentlargelyretainedinAmericanhands.IdonotbelieveweshouldallhavesleptsosoundlyhadthepositionsbeenreversedandsomeCommunistorneo-FascistStatemonopolizedforthetimebeingthesedreadagencies.Thefearofthemalonemighteasilyhavebeenusedtoenforcetotalitariansystems uponthefreedemocraticworld,withconsequencesappallingtohumanimagination.Godhaswilledthatthisshallnotbeandwehaveatleastabreathingspacetosetourworldhouseinorderbeforethisperilhastobeencountered:andeventhen,ifnoeffortisspared,weshouldstillpossesssoformidableasuperiorityastoimposeeffectivedeterrentsuponitsemployment,orthreatofemployment,byothers.Ultimately,whentheessentialbrotherhoodofmanistrulyembodiedandexpressedinaworldorganizationwithallthenecessarypracticalsafeguardstomakeiteffective,thesepowerswouldnaturallybeconfidedtothatworldorganizations. NowIetothesecondofthetwomarauders,totheseconddangerwhichthreatensthecottagehomes,andtheordinarypeople-namely,tyranny.Wecannotbeblindtothefactthatthelibertiesenjoyedbyindividualcitizens throughouttheUnitedStatesandthroughouttheBritishEmpirearenotvalidinaconsiderablenumberofcountries,someofwhichareverypowerful.IntheseStatescontrolisenforceduponthemonpeoplebyvariouskindsofall-embracingpolicegovernmentstoadegreewhichisoverwhelmingandcontrarytoeveryprincipleofdemocracy.ThepoweroftheStateisexercisedwithoutrestraint,eitherbydictatorsorbypactoligarchiesoperatingthroughaprivilegedpartyandapoliticalpolice.Itisnotourdutyatthistimewhendifficultiesaresonumeroustointerfereforciblyintheinternalaffairsofcountrieswhichwehavenotconqueredinwar.butwemustneverceasetoproclaiminfearlesstonesthegreatprinciplesoffreedomandtherightsofmanwhicharethejointinheritanceoftheEnglish-speakingworldandwhich throughMagnaCarta,theBillofrights,theHabeasCorpus,trialbyjury,andtheEnglishmonlawfindtheirmostfamousexpressionintheAmericanDeclarationofIndependence. Allthismeansthatthepeopleofanycountryhavetheright,andshouldhavethepowerbyconstitutionalaction,byfreeunfetteredelections,withsecretballot,tochooseorchangethecharacterorformofgovernmentunderwhichtheydwell;thatfreedomofspeechandthoughtshouldreign;thatcourtsofjustice,independentoftheexecutive,unbiasedbyanyparty,should administerlawswhichhavereceivedthebroadassentoflargemajoritiesorareconsecratedbytimeandcustom.Herearethetitledeedsoffreedomwhichshouldlieineverycottagehome.HereisthemessageoftheBritishand Americanpeoplestomankind.Letuspreachwhatwepractice-letuspracticewhatwepreach. ThoughIhavenowstatedthetwogreatdangerswhichmenacethehomeofthepeople,WarandTyranny,Ihavenotyetspokenofpovertyandprivationwhichareinmanycasestheprevailinganxiety.Butifthedangersofwarand tyrannyareremoved,thereisnodoubtthatscienceandcooperationcanbringinthenextfewyears,certainlyinthenextfewdecades,totheworld,newlytaughtinthesharpeningschoolofwar,anexpansionofmaterialwell-beingbeyondanythingthathasyetourredinhumanexperience. Now,atthissadandbreathlessmoment,weareplungedinthehungeranddistresswhicharetheaftermathofourstupendousstruggle;butthiswillpassandmaypassquickly,andthereisnoreasonexcepthumanfollyor sub-humancrimewhichshoulddenytoallthenationstheinaugurationandenjoymentofanageofplenty.IhaveoftenusedwordswhichIlearnfiftyyearsagofromagreatIrish-Americanorator,afriendofmine,Mr.BourkeCockran, Now,whilestillpursingthemethod-themethodofrealizingourover-allstrategicconcept,IetothecruxofwhatIhavetraveledheretosay.Neitherthesurepreventionofwar,northecontinuousriseofworld organizationwillbegainedwithoutwhatIhavecalledthefraternalassociationoftheEnglish-speakingpeoples.ThismeansaspecialrelationshipbetweentheBritishCommonwealthandEmpireandtheUnitedStatesofAmerica.Ladiesandgentlemen,thisisnotimeforgenerality,andIwillventuretotheprecise.Fraternalassociationrequiresnotonlythegrowingfriendshipandmutualunderstandingbetweenourtwovastbutkindredsystemsofsociety,butthecontinuanceoftheintimaterelationsbetweenourmilitaryadvisers,leadingtomonstudyofpotentialdangers,thesimilarityofweaponsandmanualsofinstructions,andtotheinterchangeofofficersandcadetsattechnicalcolleges.Itshouldcarrywithitthecontinuanceofthepresent facilitiesformutualsecuritybythejointuseofallNavalandAirForcebasesinthepossessionofeithercountryallovertheworld.ThiswouldperhapsdoublethemobilityoftheAmericanNavyandAirForce.ItwouldgreatlyexpandthatoftheBritishEmpireforcesanditmightwelllead,ifandastheworldcalmsdown,toimportantfinancialsavings.Alreadyweusetogetheralargenumberofislands;moremaywellbeentrustedtoourjointcareinthenearfuture. theUnitedStateshasalreadyaPermanentDefenseAgreementwiththeDominionofCanada,whichissodevotedlyattachedtotheBritish CommonwealthandtheEmpire.ThisAgreementismoreeffectivethanmanyofthosewhichhavebeenmadeunderformalalliances.ThisprincipleshouldbeextendedtoalltheBritishCommonwealthswithfullreciprocity.Thus,whateverhappens,andthusonly,shallwebesecureourselvesandabletoworkstogetherforthehighandsimplecausesthataredeartousandbodeno illtoany.Eventuallytheremaye-Ifeeleventuallytherewille-theprincipleofmoncitizenship,butthatwemaybecontenttoleavetodestiny,whoseoutstretchedarmmanyofuscanalreadyclearlysee. Thereishoweveranimportantquestionwemustaskourselves.Woulda specialrelationshipbetweentheUnitedStatesandtheBritishCommonwealthbeinconsistentwithourover-ridingloyaltiestotheWorldOrganization?Ireplythat,onthecontrary,itisprobablytheonlymeansbywhichthatorganizationwillachieveitsfullstatureandstrength.TherearealreadythespecialUnitedStatesrelationswithCanadathatIhavejustmentioned,andtherearetherelationsbetweentheUnitedStatesandtheSouthAmericanRepublics.WeBritishhavealsoourtwentyyearsTreatyofCollaborationandMutual AssistancewithSovietRussia.IagreewithMr.Bevin,theForeignSecretaryofGreatBritain,thatitmightwellbeafiftyyearstreatysofarasweare concerned.WeaimatnothingbutmutualassistanceandcollaborationwithRussia.TheBritishhaveanalliancewithPortugalunbrokensincetheyear1384,andwhichproducedfruitfulresultsatacriticalmomentintherecentwar.Noneoftheseclashwiththegeneralinterestofaworldagreement,oraworldorganization;onthecontrary,theyhelpit.
