For riveters and equipment erecting personnel, special education and training regarding safety protection, safety operation procedures etc. have to be done prior to construction. For special category of operators such as riggers, maintenance electricians, welders and scaffolders, training and certificate obtaining are inevitable. 项目部组建后，首先对全体职工进行一般安全知识的宣传和教育。对参加钢结构安装和设备安装的作业人员，要针对性的进行安全保护、安全操作程序等安全技能的教育和培训。对起重人员、维修电工、焊工、架子工等特殊工种进行培训和取证。培训考试合格，持证上岗。5.5 General measures for safety management and emergency measures for potential danger安全管理一般措施及潜在危害的应急措施l Before construction, all construction personnel have to accept 4 hours safety education (held by MEC), and special category of workers, such as scaffolders, riggers, electricians and welders have to be examined by Owner and General Contractor in order to ensure the effectiveness of their submitted certificates. Any special category of worker without an operation certificate or with an overdue certificate shall not be allowed to operate on worksite. 所有施工人员，在施工前必须接受安全学习4小时（由MEC主持），特殊工种如架子工、起重工、电工、焊工等还须由业主或总包方进行专业考核验资，持有效的操作证上岗，证件过期限和无证人员严禁进场操作。l Safety rules and regulations have to be worked out and confirmed by Owner or General Contractor prior to construction. 施工前须制定安全规则并提交业主或总包方审核确认。l Ascertain the function of the safety assurance system and ensure its normal operation. 确定安全保证体系的功能作用，并确保体系的正常运转。l Every day prior to construction, the safety officer of each construction team shall summon a ten-minute regular safety meeting on which potential unsafe factors are mentioned and emphasized.每天施工前，每个施工队由安全员召开十分钟的安全例会，将每天施工中可能发现的不安全因素予以强调和提示。l Weekly safety meeting shall be attended by all the construction personnel, conclusion to last weeks safety work shall be drawn, potential safety perils of next week shall be considered and dealt with, and weekly records on safety meetings shall be submitted to general contractor. 每周召开项目部全体施工人员的例会，总结和评价上周安全工作，采取措施消除安全隐患，并由安全监工提交总包方。l Rules with rewards and punishments shall be executed. 实行奖优罚劣制度。l Safety supervisor shall inform construction personnel in writing of potential perils and corresponding methods for overcoming them. 安全监工应即时将潜在的危险及减少危害的方法书面告知施工人员。l Qualified personnel and apparatus for First aid shall be confirmed, approved by Owner and/or General Contractor in advance and then furnished on site, 现场应设立应急医药处理，须具有相应资格的抢救人员及急救和应急的医疗设备，上述人员和设备须征得业主或总包方认可。l On occasion which may cause injuries and diseases, safety supervisor shall bring the attention to staff and workers and take measures to prevent personnel from entering dangerous areas.对于可能造成个人伤害和疾病的场合，安全监工应即时告知员工。并采取防止人员误入危险区的措施.5.6 Site Safety Management现场安全管理5.6.1 General 概述l Personnel, equipment and materials can be mobilized through the gates designated by MEC. 人员、设备和材料只能由MEC指定的大门进出现场。l All construction members shall wear hard hats and tie up right on worksite. 所有施工人员进入现场必须正确佩戴安全帽l All construction members shall wear overalls and safety shoes on worksite and pay attention to avoid vehicle accidents while walking along construction site roads. 所有施工人员进入现场必须穿戴好工作服和穿好工作皮鞋，道路行走应注意来往车辆。l All construction personnel on worksite shall have work permit. 所有施工人员进入现场必须戴好施工许可证。l All construction personnel, as per different category of workers and different working atmosphere, shall be respectively furnished with safety glasses, eye shields and safety gloves etc in order to get well-protected, and earplugs when noisiness reaches 85dB. 全体施工人员进入现场必须按工种、操作环境分别配戴防护眼镜、眼罩、安全手套等以实行劳动保护，噪音达到85分贝应配备耳塞。l All construction members at elevated location over1.8m from the ground, like workers installing or painting steel structure, shall have to wear safety belts. Meanwhile, dropping of tools, sundries and materials are strictly prohibited. 所有参加钢结构拼装及防腐等离地2米以上高空作业人员必须系好安全带，高空作业严禁抛扔工具、杂物、材料等。l Detailed transit procedures and safety rules have to be followed by all members. 必须遵守具体的通行程序和安全规定。l All the personnel, motor vehicles and equipment shall accept any inspection when they are in or around the worksite. Any motor vehicle has to be furnished with a hood for preventing fire. 人员、车辆和设备在现场或进出现场前时要随时接受并配合检查。所有进出现场的车辆必须配防火罩。l Generally, all construction personnel are not allowed to run on the site except in emergent cases. 所有现场人员不允许奔跑，只有在紧急情况下才允许奔跑。l No smoking at construction site. If having to set smoking areas, MEC approvals have to be gained in advance. 施工现场禁止吸烟，设定吸烟区，并经MEC同意。只能在规定的地方可吸烟，烟蒂必须丢在烟灰缸里。l No roughhouse and gambling at construction site. 施工区域禁止打闹、媳戏、赌博。l No access to the construction site after drinking spirits. 酒后禁止进入施工现场。l Garbage and other waste resulting from construction shall be collected in designated container. During construction, the worksite shall be kept clean, and all tools and equipment shall be settled down right (as be tied up, stacked or blocked) to prevent from rolling or falling down. 施工垃圾和其他废弃物应放在指定的容器内。在工作过程中，场地应打扫干净，做到工完料清场清。所有材料，工具和设备稳定存放（或缚住、叠放、垫住）以防滚动或跌落。l All site roads and emergency exits, especial firefighting passages, shall be kept accessible and passable. 所有场所和紧急出口都应确保安全通畅。特别要保证消防通道通畅。l Prior to starting or ending daily work, safety inspections especially for fire resource and dangerous products etc. are necessary. 每天上班时，检查所有工作场所是否安全，每天下班时，检查火种是否熄灭，其他危险品是否妥善放置l Radios and earphones are not allowed for use at construction site.施工现场禁止收听收音机、耳机等。5.6.2. Professional Provisions特别规定5.6.2.1 Provisions on temporary electricity 临时用电规定l Temporary electrical box shall be rationally disposed. Electricity and cable shall be safely laid. Cable shall be set up effectively or overhead to prevent damage. And power distribution box shall be fixed in a safe, striking and convenient place.临时配电柜要合理布置，电线电缆要安全敷设，电缆要架过头顶或者采取其他有效措施以防止伤害事件发生，动力配电箱要安设在安全、醒目和方便的位置。l Construction power distribution box or plate must be installed with a power-off protective apparatus and a well grounding device.施工用动力配电箱或者配电板上要装有停电保护装置，而且要有良好的接地l All the electric equipment used in construction shall be examined regularly and be refitted or replaced if any trouble. Electricity power must be turned off after using.所有施工用电设备要定期检查，如果出现故障，要及时修理或者更换，用电设备在使用完毕要关掉电源。l Shell and knife switch of power distributor switch shall be kept intact. Fuse-wire (or flake) shall be fixed according to capacitance of equipment or circuitry.动力配电开关的铡刀开关要保持完好，保险丝或者保险薄片要根据设备或者线路的用电需求量进行配置l Non-electrician is strictly prohibited to install electrical apparatus or connect wires without permission.非专业电工在没有获得许可的情况下不允许安装电气设备或者为电气设备接线。5.6.2.2 Provisions on scaffolding building and using 脚手架的搭建和使用规定l Declaration trust form for building a scaffold shall be filled in and rules of examination and approval shall be executed. The formalities must be completed.脚手架搭建前要填写好脚手架搭建信任声明表，而且要执行检查和批准制度，所有应尽之手续必须完成。l Set up stage check and acceptance system on scaffold building and assign special staff for repair and maintenance.脚手架搭建时要履行阶段检查和验收制度，要指派特别人员进行修改和维护。l Scaffold building and material used must comply with relevant provisions. As for specific requirements, refer to “Technical Provisions on Scaffold Safe Building”.脚手架搭建以及脚手架材料的使用必须遵从相关条款，具体要求参见“脚手架安全搭建技术规定”。5.6.2.3 Provisions on using construction machinery 施工机械的使用规定l All types of machinery needed at site must be maintained to ensure intactness of performance prior to using.各种类型的现场施工机械在使用前要进行维护以保证使用时性能完好。l Use all types of machinery at site by special person and special machine. Special operation workers must be trained and qualified after a test and hold a safety operation certificate.各种类型的现场施工机械必须要专人、专机使用，其专业操作人员必须经过培训、考试合格且获得安全操作证后才能操作机械。l The construction machinery must have a well safety protective casing and a well grounding device.现场施工机械必须要有良好的安全保护罩和接地装置。l All the operation workers shall know operation performance and requirements of types of the machinery. Check the intactness before using, follow the operation instructions and repair it immediately if any trouble. Overload using is strictly forbidden.所有的操作工人要熟悉机械的操作性能和要求。操作工人在使用前要检查机械的完好性，如果出现故障要根据操作说明书及时进行修理。机械设备的过载操作决不允许。5.6.2.4 Provisions on using crane 吊车使用规定l Operate a giant crane by following the construction scheme and be clear about its operation performance and capability.大型吊车的作业要有施工方案，要熟知吊车的操作性能和能力。l When using a crane, special personnel shall be assigned to take charge of commanding, to contact with drivers and unify command signal to avoid wrong operation caused by signal indetermination. 吊装作业时，要指派专业人员进行指挥，专业人员要和吊车司机联络以统一指挥信号，避免因为指挥信号不确定而带来的误操作。l Pay attention to protect underground cables, pipelines, trenches and other facilities on which a crane runs over or parks.吊车经过或者停靠时要注意保护埋地电缆、管道、沟渠和其他地下设施。l When a crane starts hoisting, supporting legs must be fully stretched out with roadbed board placed under it and crane body must be kept stable. When a crane hoists, moves, turns or makes other actions, the commander shall keep close watch of surroundings to make sure of safety prior to commanding.吊车起吊时，支腿要全伸，腿下要铺设路基板，吊车机身必须平稳。当吊车起吊、移动、旋转或者作出其他动作时，专业指挥员必须密切留意周围环境确实保证吊装安全。5.6.2.5 Provisions on fire safety 防火安全规定l Oxygen, acetylene, paints and oil articles must be put in a special area, kept separately and marked clearly.氧气、乙炔、油漆和油类物质必须放在一个特别区域且相互隔离，标示清楚。l Hang a warning board of “No Smoking” at the place with dangerous things such as inflammable and explosive articles and dispose relevant fire protective and extinguishing equipment.在易燃易爆等危险区域要挂设“严禁吸烟”标志牌， 要放置相应的防护或者灭火设备。l A certificate shall be obtained before using fire according to provisions. Fire protection measures shall be made and special personnel shall be assigned to keep watching. Fire must be extinguished after using.根据规定，动火之前要获得动火许可证，而且要做好防火措施，指派专人看护。用火完毕必须切断火源。l When using fire high above the ground such as electrical welding, gas welding and gas cutting, inflammables below around must be eliminated or covered with non-inflammables and special personnel must be assigned to keep watching.高处动火如电焊、气焊、气割时，必须清除动火部位下方的易燃物品或者用阻燃物品覆盖，而且要派专人看火。l To extinguish fire, the provision must be obeyed that fire and fire extinguisher is strictly prohibited to be used for electric equipment. Paints, oil, asphalt, organic solvent, other inflammable liquids and chemicals avoiding water are strictly prohibited to be extinguished by water. 关于灭火，如果是电器起火，严禁使用灭火器灭火。如果是油漆、油、沥青、有机溶剂或其他易燃且不与水相容的液体或者化学品起火，严禁用水灭火.l Fire fighting equipment can be diverted for other use and nothing can be piled up around it. Keep the road around open and unblocked.灭火设备周围不允许堆砌其他物品，灭火器周围保持道路畅通。5.6.2.6 Provisions on flaw detection 无损检测规定l Flaw detectors must hold the qualification certificate.无损探伤仪必须要有合格证l Make radial flaw detection plan according to construction schedule and Strictly control construction program and scope.要根据施工计划做射线探伤计划，严格控制施工程序和范围。l Flaw detection area must be marked
