The main body of the report highlights: The key concerns arising from the progress to date and the remedial actions they require; The key risks and opportunities that will need to be managed in moving forward; and The actions that Sandvik needs to take within the next reporting period, and when they will be required, to maintain progress. A design Meeting was held on October 21st to clarify outstanding issues. Comments on the Transformer room have been given for BADI to revise.The Master schedule has been updated with the latest progress of the works; Works on site go smoothly. Main Contractor is facing some delays which are not too critical for the overall progress.MEP contractor has submitted a revised schedule, his overall schedule is exceeding contract schedule for more than one month. Jirong plans to finish their installation works before the Chinese New Year at the end of January. Testing and commissioning will be done after that.Total Delay of the project is around 7 months from the original schedule at the beginning of the project. Further delay of one month according to Jirongs submitted schedule. Finish of installation works shall be before Spring Festival at the end of January 2009.The Main Structure including Steel structure has been finished during October. Roof waterproofing, Faade and Internal Fit out are delayed. Main Contractor wants to catch up with the delay and finish their works by end of December.Jirong has started works on site with the renovation of LF1. They have a slow start into the construction and SSBA is monitoring them closely and pushing them in order to be able to deliver on time. Risk for delay of Jirongs finish of the works is still high.There have been no Quality issues so far. Non conformities were rectified by Main contractor.The forecast for the Project cost is now about 29.4 Million Rmb. 1 Million to be committed has been added for Claims from the Main contractor for Variation and Material price increase. SSBA Fee cost has been adjusted to match the additional time for the project.Beijing October 7th, 2008Stephan Hernandez2 Current Progress: Key Concerns / Remedial Actions Required2.1 ScheduleThe Master Schedule can be found in Appendix 1. The Master schedule has been updated according to the latest Schedule of the General Contractor and the revised schedule of M&E contractor. Schedule of Fire Fighting contractor was added to the Schedule as well.2.1.1 AuthoritySD approval has been acquired.PD was approved on 28th March.Fire fighting approval has been obtained on May 27th.3rd Party Review Report was issued out at the end of MayConstruction planning permit was acquired on June 6th.Construction permit was issued out on July 3rd.Environmental-impact assessment report can be done at the same time with LF3, and the staff from environment protection bureau said this report will not influence the construction permit, so the time schedule doesnt need to consider revising.Project ApprovalSolvedSchematic Design ApprovalApproved!Approval of Preliminary Design of Individual BuildingApproved!Planning Certificate for Land Use and Project Location SuggestionNot neededPlanning Certificate for EngineeringApproved!Fire Fighting System Detail Design ApprovalApproved!Audit of shop drawingApproved!Construction PermitApproved!2.1.2 ProcurementPower supply contractor Layout for the Transformer room has been agreed by Leon. BADI has prepared the drawings and uploaded them to Aconex for approval. Approval process was ongoing during October as there were further Requirements and comments on design or the Transformer room. Power supply contractor did not have any comments on the Layout. They will finish their final design accordingly.2.1.3 DesignDrawing revisions will undergo the workflow process through Aconex. The Quality of the drawings is not satisfying. With M&E contractor it was agreed that they will follow the standard of Sandviks installation even some drawings might not be clear about it.Drawings for PVD room change and cancellation of water boiler on the roof have been done by BADI and uploaded to Aconex. Comments were given by Rolf and Kent for revision. Water boiler shall be kept as originally designed. Drawings for the Transformer were discussed in the design meeting on Oct.21 and BADI has revised the drawings accordingly.2.1.4 ConstructionConstruction progress was normal during October. We had Main Contractor, M&E Contractor and Fire Fighting Contractor working on site.Main Structure has been finished and inspected by the authorities. Civil WorkFollowing civil works have been finished during last period: Concrete Structure Steel Structure Steel structure installation has been delayed for about one week. Roof decking (without waterproofing)Other works that have started and are still ongoing Brick works and partitions External wall plastering and painting M&E InstallationFollowing works have been finished during the last period LF1 Level 2: Air duct installation, power cable tray installation, power conduit installation, hot water pipe installation. LF1-E Level 1: Water pipe installation. LF1-E Level 2: Air duct installation, power cable tray installation, power conduit installation, hot water pipe installation. LF1-E Level 3: Air duct installation. Fire fighting worksFire fighting contractor started works during October.LF1 Level 2 sprinkler pipe and fire fighting alarm conduit installation have been finished during the last period.2.2 CostBudget for the project was estimated by SSBA to be 19,091,150.73 Rmb.1. Around RMB4,200,000 was be added into HVAC part, because a. HVAC of Lang Fang 1 part are not included in the preliminary budget, and b. According to the new design, both new and old part of the factory HVAC pipes are stainless steel, but old design is seamless pipe.c. High price of Equipment (e.g. Air-condition units by ALKO)2. Around RMB70, 000 was be added into Plumbing part; cost of plumbing rebuild old factory is not included in preliminary budget.3. Around RMB2, 800,000 was be added into Electric work, according to old design, automatic control system is not included, but it is in the new design.4. Around RMB498,498 was be added into SSBA PM Fee, according to extended period of the project.Layout of the transformer room has been confirmed. Design change was given to BADI after the design fee had been agreed with BADI. Extra design will cost 25.000 Rmb. Main contractor will be asked for Quotation of the structure as soon as they design drawings are finalized. The extra cost shall not be included into the project cost.Claims from BADI for extra design works need further discussion together with BADI and Sandvik in order to get an agreement how to handle.2.3 QualityTwo Non-conformities were issued out to the Main contractor. Both have been rectified and closed. Another Non-conformity belongs to the M&E contractor, it has been solved as well.Please see Attachment 6.2.4 Environmental Health & Safety Health and safety rounds are being held every Friday. Last Safety round can be seen in Attachment 73 Forward View: Management of Key Risks & Opportunities3.1 ScheduleInitial delays of the schedule (2 months) were caused by the slow design process due to coordination with planning bureaus requirements and the right implementation of Clients requirements. These have been implemented in the previous version.Further delays were caused by the procedures for approvals from the authorities. After submittal of SD application it was stated by the planning bureau that they need 1 month for their internal procedure and this does influence the schedule.The Business planning Bureau was considering taking away part of the land for other development as Sandvik had not developed the land for a long time. This process made the whole approval progress stopped in the beginning on 2008. Only at the end of February the Development bureau agreed to Sandviks extension plans so the authorities start to process Sandviks submissions.The lengthy authorities approval processes are causing a lot of delay which is also affecting the design. Construction permit has not been obtained on July 3rd which caused one month delay.Construction was supposed not to be permitted for 2 months from July 25th to September 20th during the Olympics in Beijing. Construction was permitted again at the beginning of August; Main contractor revised their schedule accordingly. Finish 1 month earlier compared to prior schedule.M&E Contractor is revising their schedule accordingly as well. Jirong was granted a total construction time of 95 days which is one month longer than originally planned.Preconstruction delay adds up to 5 months, Olympic time added one more month and another month for M&E installation extension time. The schedule of Jirong is longer than the contract schedule, following Jirongs schedule the total delay will be 8 Months all together with the finish in January before the Spring Festival Holidays.3.1.1 AuthorityUtility: LDI and SSBA have suggested on the power supply issue, and SANDVIK has agreed with the power companys suggestion. Waiting for the final drawing from the contractor. The new transformer room has started construction on site. To point out is that this building is not included in the permits obtained for the LF1 Extension. Sandvik intends to put it into the approval scope of Langfang 3. Sandvik needs to keep good relation with the authorities to avoid complication with the construction of the Transformer room ahead of approvals.3.1.2 Procurement TenderPower Supply contract shall be finalized by the Client with the appointed contractor by the authorities.3.1.3 DesignDrawings of the Transformer room have been uploaded by BADI. Waiting for approval of the drawings after BADI revised according to Design Meeting held on October 21st.BADI has to finalize checking of LF1 roof structure, if needed issue drawings for strengthening the structure for the additional piping works. These have been forwarded to Jirong for their consideration.BADI shall upload the drawings for changing back to the version with the water boiler in order to have the status on Aconex as approved and not rejected as it is at the moment.3.1.4 ConstructionConstruction is ongoing, monitor delay and try to make up the time during the construction progress. Civil workMain Contractor has some delays on their works which do not affect other works so far. MC will catch up with delays and the overall schedule by Main Contractor can still be kept.These works are delayed according to the master schedule: Workshop floor concrete 20 days Roof decking and waterproofing 10 days Curtain wall window and door installation 10 days External wall plastering and painting 10 days Inner wall plastering 20 days M&E InstallationJirong has to be monitored more closely as their start on site was too slow and they have risk for delays of the progress and finish of their works which can influence the authority inspections and finish of their works overall. Fire Fighting works are delayed because they are waiting for Jirong to finish their air duct installations. This delay is not critical and the finish of Fire Fighting works until beginning of December is still possible. Works on the Basement Pump room are more critical and have to be monitored closely.3.2 Cost1. Around RMB1, 440,000 will be added into Fire-fighting part, according to new design water pumps and spray pumps should reach FM standard, pumps of FM standard are much more expensive than normal ones. 2. RMB100,000 will be added into Fit out work, this part was part of MEP work in the beginning, but client want sanitary fittings of TOTO, now we put the part in Fit out work.3. RMB 350,000 will be cost for external work including piping and road.4. RMB 500,000 will be cost for ELV power.5. RMB 3,000,000 will be cost for HV power room.6. RMB1,085,000 will be cost for PM Fee (for seven months postponing period) .7. RMB1,000,000 will be cost for VO of MC according to new design and market price raised.A cost forecast can be found in Appendix 2. The forecast includes the higher cost for the M&E package and fire fighting package. Cost for the added transformer room shall not be included to the project cost. Additional Design fee has been confirmed and COR being prepared. Main Contracto
