Responsible for safety insulation and caution of radiation resource and radial devices at site, and for safe and standard use.级无损检验人员负责审核检验报告，解释检测结果，培训、指导级检验人员。NDT level personnel are responsible for reviewing testing report,explaining testing result and traininginstructing NDT level personnel.级无损检验人员应熟悉无损检测方法的适用范围，评定检测结果，签发检测报告。NDT level personnel are responsible for knowing applicable range of NDE,assessing testing result ,signing and issuing testing report.5.5 施工处技术员Execution team technician负责根据施工进度及时书面委托NDE检验，并负责准备现场检测所必需的设施（如脚手架等）和进行检验所需的要求（如检测表面的修整等）。Responsible to consign NDE inspection with writing comply with construction progress, and prepare necessary equipments (such as scaffold etc.) for site inspection and necessary requirements for inspection (such as repair of inspection surface etc.).5.6 HSE经理 HSE manager负责对现场的放射安全防护条件进行监督管理；对使用放射源和射线装置的探伤人员的行为进行监督，监督检查是否违章；对现场周围的群体进行监督。会同NDE试验人员进行射线探伤事故的调查处理和有关事宜的协调。HSE manager shall be responsible for supervision of radiation safety protective conditions at site and actions of NDE personnel, including supervision of public nearby and if there are peccancies.Surveying and corresponding NDE accident with NDE personnel.5.7 保卫部经理 Police manager负责放射源的警卫、防盗、防火，并对贮存条件进行监督管理。会同NDE试验人员、安监部门进行射线探伤事故的调查和有关事宜的协调。Police department shall be responsible for guard, theft, fire fighting and storage conditions of radiation resources, also for corporation with NDE personnel and HSE about radial NDE accident investigation.6. 管理程序6.1 人员管理 Personnel Management6.1.1 进行磁粉探伤（MT）、着色探伤（PT）、射线探伤（RT）或超声波探伤（UT）的检验人员必须符合国家劳动部门或电力部门无损检测资格鉴定委员会或其它公认的无损检验机构的有关要求。Those inspectors who are engaged in Magnaflux Test (MT), Penetrant Test (PT). Radiographic Test(RT) or Ultrasonic Test (UT) must hold qualification certificates issued by State Labor Management Authority or Power Industry Non-Destructive Test Qualification Review Committee or in conformity with requirement specified by other public non-destructive authority. 6.1.2 . NDE检测工作开始前一周应向SEPCO提供检测人员资质证书、射线探伤人员的上岗证书以及检测机构资质等级证书的复印件，SEPCO将有关证件报PMC审核、批准。Before one week of NDE inspection commence, should provide copies of qualification certificates of inspector、working permits of Radiographic Test personnel and inspecting institute qualification level certificate to SEPCO, and SEPCO submit these copies to PMC for verify and approval.6.1.3 NDE检测人员、射线检测设备进点后，应与当地卫生行政部门取得联系，办理有关的登记手续。After entry of NDE inspector and radial check equipment, contact with local sanitary administration to complete relative registration procedure.6.1.4 对已从事和准备从事射线探伤的工作人员，必须进行体检，并接受放射防护知识培训和法规教育。NDE personnel who have engaged or want to engage in NDE must receive health examination, radiation protection training, relative law education.6.1.5 从事射线探伤工作的检验人员，必须有良好的职业道德。现场探伤时必须规范操作，以人身、设备安全为主，做到既不伤害自己，又不伤害别人。Check personnel who engage in NDE must have good professional ethics, operate according to regulations, regard the safety of person and equipment as top thing and dont hurt anybody. 6.1.6从事射线探伤的试验人员应配备必备的防护用品和监测仪器，如铅衣、含铅眼镜和检定合格的剂量仪等。Radiographic test personnel should be equipped with necessary safety equipment and monitoring instrument, such as lead cloth, lead glasses and eligible dosage instrument. 6.1.7 不满18周岁的人员和有放射禁忌症或不适应症人员或（放射工作人员健康管理规定、放射工作人员健康标准）中规定的不适宜人员不能从事工业射线探伤工作。Persons who are less than 18 years old or have radiographic tabu or maladjustment or are improper according to , are not allowed to take up industrial radiographic NDE job.6.2 工业射线探伤装置及放射源管理Management of industrial radial crack detection devices and radiation resources6.2.1. 放射源指Ir192、Se75等放射性同位素，也包括射线源；工业射线探伤装置指射线探伤机和射线探伤机。Radiation resources refer to Ir92、SE75,ect. Radioactive Isotope ,including X-ray resources; industry-used radioactive devices refer to -ray defectoscope and X -ray defectoscope.6.2.2 RT检验人员全面负责放射防护工作，必须按照本规定认真执行，严格管理，使射线探伤安全防护工作符合放射性同位素与射线装置放射防护条例和其它有关卫生防护法规的要求，确保放射性同位素（以下简称放射源）、射线和射线装置的防护安全，避免放射事故的发生，保障探伤人员及现场施工人员的人身安全。Personnel of RT have overall responsibility for radiation protection work. This regulation must be implemented strictly to meet requirements of and other sanitary protection regulations. Ensure safety of radioactive isotope (radial resource), radial and radial devices to avoid accidents and protect health safety of NDE personnel and workers at site6.2.3 购置的放射性同位素的技术资料、检定资料等有关见证资料必须齐全，技术资料中必须具有该类放射性同位素的衰变表、衰变曲线图和使用说明书。放射性同位素应放置于远离人群的地方。Technical material, check material and other certification material together with the purchased radioactive isotope must be complete. There must be disintegration sheet, disintegration curve and instructions of the same type radioactive isotope in the technical material. Radioactive isotope should be storaged at place away from personnel. 6.2.4凡是首次购进并准备使用的新型源和与之配套的装置投用于工业探伤时须由专业生产厂家负责安装和调试。speciality manufacture shall be responsible for installation and commission if it is the first time to purchase and use new type of radioactive resources and matched devices to be used in industrial NDE,6.2.5 放射源装置主机部分的改造、更换主要部件、增减使用功能等修理工作必须由专业生产厂家负责完成。Modification, change of main parts, function change of main frame of resources devices shall all be completed by professional manufacture. 6.2.6 任何情况下都不得用裸手直接拿放射源。在厂内搬运放射源，应使用四轮车或三轮车，严禁使用其他车辆。Any case it isnt allowed to take radiation resources directly by naked hand. Transportation of radiation resources in plant can only use four or three wheel vehicle. Other vehicles are forbidden to use at this case 6.2.7 在现场使用放射源进行高空作业时，应搭设工作平台，并采取防止放射源坠落的可靠措施。Work platform shall be erected when working aloft with radiation resources at site. Protective methods for radiation resources from falling down shall be taken.6.2.8 在室外进行或射线探伤，必须根据放射源的辐射水平划出控制区，（控制区边界外空气比释动能率在4Gyh-1以上的范围可划为管理区），在其边界设置围栏并悬挂清晰可见的“禁止进入射线区”标牌，设置明显辐射标志或警告信号，如信号灯、铃、警戒绳。必要时应有人员守卫，防止在管理区边界附近有经常停留的公众人员。探伤人员必须佩带个人防护用品。Control area must be lined out according to radiation level of radiation resources at any time when NDE operation is conducted at site including or radial NDE(scope that releasing kinetic energy rate of air outside the boundary of control area exceed 4Gyh-1 can be separated to management area). There shall be clear “Dont enter radiation area” signboard and fence at the boundary. There shall be clear radiation sign or caution signal, such as signal light, bell and guard rope and guard personnel if necessary to prevent public people from standing at the boundary. NDE personnel must wear PPE.6.2.9 应设有放射源贮存库或贮存室（源库），源库应选在厂区的一角，并要有电离辐射警告标志，源库外的照射量率不得大于2.5Svh-1。库内及源库附近不得放置易燃、易爆和易腐蚀物品. There shall be storage warehouse or room of radioactive resources (resources warehouse), which shall be at one corner of plant area with ionization radiation caution symbol. Irradiation rate outside resource warehouse shall be not more than 2.5Svh-1 . Flammable, explosive and perishable things shall not be put near resource warehouse or within it.6.2.10 放射性事故的处理原则：一是要控制或消除事故源，防止事故蔓延。根据事故发生的原因,迅速而果断地采取有效措施，控制事故的发生源，封闭现场，划出禁区，防止事故危害蔓延和造成更大的事故。二是要处理及时，迅速采取相应的措施，既要减少经济损失，又要缩小影响，并减小辐射剂量。三是要做好处理事故中的剂量监测工作。做到在合理达到的范围内尽量减少照射，参加事故处理的每个成员，不得接受超应急照射限值的照射。 Disposal principle for radiographic accident: firstly, accident headstream shall be controlled and avoided to prevent spread of accidents. According to the reason why the accidents happen, effective measures shall be taken immediately and decidedly to control the headstream of accident. The accident site shall be closed and lined out to prevent spread of hazard and further and bigger accident. Secondly, disposal action shall be taken in time and immediately. Both economic loss and influence shall be reduced. Radiographic dosage shall also be reduced. Thirdly, dosage monitoring in accident disposal shall be done well. Irradiation shall be reduced as possible as we can. Every member who takes part in accident disposal shall not receive irradiation, which are beyond emergency radiation limit.6.2.11 放射性事故的具体处理要求是：The specific disposal requirements of disposal principle are:6.2.11.1发现放射性事故，要迅速上报NDE试验室、公司领导。处理事故时，首先要考虑工作人员和公众的生命与健康，及时控制事故，尽量减少和消除事故所造成的危害和影响。Radiographic accident shall be reported to NDE test room and leaders immediately if there is any. Lives and health of employees and the public shall be considered firstly. Accidents shall be controlled in time to reduce and eliminate the hazards and influence accident result in.6.2.11.2放射源丢失，应制定合理的方案，迅速密切配合有关部门，尽快追回丢失的放射源。If radiographic resource is missing, proper plan shall be developed and cooperated with relative departments closely and quickly to retake the missing radiographic resource as soon as possible.6.2.11.3射线装置事故或机械失控，应迅速采取有效措施并及时处理、检修。When there are any accidents of radiographic devices or equipments out of control, effective actions shall be taken immediately and disposal and repair shall be done in time.6.2.12 市内运输放射源，应用专车运输，运源车必须设有放射性标志。Radiographic resource transportation within city shall use special vehicle. Resource vehicles must have radiographic sign.6.2.13使用X射线机前应检查电缆是否接触良好，电缆插座是否清洁；X射线机必须要有可靠的接地线，使用的电压必须符合X射线机的规定，连接或拆除电缆时，应先切断电源。 Connection of cables shall be checked in shape and sockets shall be checked clean before operation; Dependable grounding cables are required for X-ray machine. Voltage shall meet the requirement of instruction of X-ray machine. Power shall be cut off before connection or disconnection of cables.6.2.14探伤结束后，确认源已回到射线机内，并拆除传输机构和导管与射线机的连接。 Ensure resource is put in -ray machines safely, and disconnecting shippingorgan and tube with -ray machine.6.3 管理程序 Management procedure6.3.1 基本程序 basic procedure6.3.1.1 焊缝的射线探伤应由经过PMC批准的独立的第三方实施。 Radiographic inspection of welds should be carried out by an independent third party, previously approved by PMC.6.3.1.2 无损检验（NDE）的申请 Request for Non-Destructive Examination (NDE) 各专业工程处（施工处）使用NDE申请单或微机打印的NDE报告单作为NDE申请，交给NDE人员。Respective construction divisions shall make use of NDE Request Sheet (or printed by computer) for requesting n
