Home alone独守本土As China rises, must Australia tremble?当中国崛起时,澳大利亚必将战栗?BACK IN THE days of the tyranny of distance, the primal terror of Australians was the fear of abandonment. During the countrys first few decades it looked for its security to Britain, a friendly but far-off power. After Singapore fell to the Japanese in 1942, Britain abandoned its former colony. Fortunately, America took its place and has been guaranteeing Australias security ever since. Even so, Australia is once again feeling nervous about finding itself alone, prompted by three changes. The first is the growing economic power of China, followed closely by its growing political and military power. The second is that Americas role as the single pole of a unipolar world is inevitably coming to an end. And third, Australias new pattern of trade means that for the first time its main commercial partner, China, is not a strategic ally. None of this involves an immediate threat to Australians, but it makes life more complicated.Not yet on their doorstep. For years Australia was neurotically concerned about Indonesia, a huge neighbour that has sometimes looked violent or unstable but now seems benign, democratic and rather successful. Smaller neighbours, however, are more worrying. In Papua New Guinea, for example, administered by Australia from 1906 to 1973, many of the social indicators are heading down and it is becoming increasingly violent. Some of the tiny island states that speckle the map of the Pacific also make uncomfortable neighbours. Fiji has coups, the Solomons has scandals, and almost all have struggling economies. Since poverty and size make them potentially easy to influence, they need care and attention.The wider region is the larger worry, partly because it encompasses so many poor, autocratic or unstable countries, partly because Australia does not fit in very comfortably. It has never really tried to pass itself off as an Asian country, nor been accepted as such. Instead, it has made itself seem less out of place by joining, and sometimes helping to create, various regional groups. Many of these are fine as far as they go, but some accept too many nasty members (such as Myanmar) to allow useful agreement, and even the more discriminating clubs have their tensions. Mr Rudd, as prime minister, worked hard to promote the creation of an Asia-Pacific Community in which everything from security, trade and terrorism to energy, disease and natural disasters would be discussed, filling a large gap in the other arrangements. It may prove useful if it comes off.The political task, though, has to some extent been taken over by the G20, in whose creation Mr Rudd played a role, helping to ensure that it was not confined to just 14 countries. This is the natural forum for a middle-ranking power, such as Australia, with global as well as regional interests. Australia, remember, has sent its troops to fight in wars from South Africa to Vietnam. Nowadays they go to Iraq and Afghanistan. Out of the worlds 193 sovereign states, it ranks sixth in land area, 13th in economic production, 14th in defence spending and 50th in population. It will be overtaken in some of these categories because its population will stay relatively small, but for the time being it still carries some weight.That is already apparent in its foreign-aid budget, which the Howard government doubled and the current government says it will double again, bringing it to 0.5% of GDP by 2015. And no longer will most of it be spent regionally; in future it will be a global programme. But America may also make increased demands on Australia that will call for higher spending on defence.The reason, of course, will be China, which has become a pushy maritime power. Its actions, including the commissioning this year of its first aircraft-carrier, make that plain. Less clear is whether it will want to challenge the United States at some point for maritime primacy in and around the Pacific. Some pessimists see that as inevitable for a world power in the making. More optimistic analysts think China will stay preoccupied with economic development at home for at least two or three decades. Both groups agree, however, that a problem, if mishandled, could escalate, just as it did in 1995-96, when China was “testing” missiles and America sailed a carrier battle-group through the Taiwan Strait.Australia, for its part, has to make guesses about Americas future behaviour as well as Chinas. Hugh White, professor of strategic studies at Australian National University, believes that, faced with Chinas growing power, America can either withdraw from Asia, share power with China or compete for primacy. He worries about Americas resoluteness in a long competition with China, already sees a “drift to antagonism” and fears it could lead to a war that might turn nuclear. For Australia, he thinks, the best outcome would be for America to relinquish primacy and share power with China and other countries in a “concert of Asia”. Mr Whites thesis, put forward in a recent issue of Quarterly Essay, has caused some debate in Australia, but few people there see the United States wanting to carve up Asia with China. Rather, they say, the signs are that it will simply re-engage and compete. The hope is that Chinas main military aim is to have control of the waters round its coasts, and thus to keep other countries away from its maritime borders. When Ms Gillard delivered a glutinous speech to a joint session of Congress in March, she got six standing ovations. No big changes seem likely, but Australia is rich these days and America is feeling poor. It may be asking the Aussies for help before long, perhaps even suggesting it should place some forces alongside Americas in somewhere like Guam, from which Uncle Sam can show whos boss in the Pacific. Australia might not welcome this: it wants to be friends with both big powers. The Aussies attitude to China remains tentative. Most Australians see relations as cordialMs Gillard made a successful visit to Beijing last monthbut a poll for the Lowy Institute last month suggested almost half believe China will become a military threat within 20 years. Many worry about the extent of Chinese investment; although any proposal above a certain size is automatically reviewed by the authorities, the Lowy poll showed that 57% thought the government allowed too much of it. But Colin Barnett, the premier of Western Australia, where all resources seem magnetically drawn to China, is unconcerned. They must not be allowed to vanish, says James Astill DAYBREAK is a heavenly time to look on the Amazonian canopy. From a Brazilian research tower high above it, a fuzzy grey sylvan view emerges from the thinning gloom, vastly undulating, more granular than a cloud. It is mind-bendingly beautiful. Chirruping and squawking, a few early riserscollared puffbirds, chestnut-rumped woodcreepers and the tautologous curve-billed scythebillopen up for the planets biggest avian choir.In a slick of molten gold, dawn breaks and the trees awaken. In every leaf, chlorophyll molecules are seizing the day for photosynthesis. Using sunlight to ship electrons, they split water molecules and combine the resulting hydrogen with carbon dioxide extracted from the air. This produces carbohydrates that the trees turn into sugars, to be burnt off in respiration or, by another chemical process, turned into new plant-matter. The main waste product, oxygen, they emit through their stomata in a watery belch. Hence the rainforests high level of humidity, visible from the observation tower in diaphanous cloudlets drifting over the canopy.That plants emit oxygen has long been knownsince 1774, in fact, when Joseph Priestley, a British chemist, found a mouse not too “inconvenienced” by being trapped inside a bell-jar with a mint plant. Yet the importance of plants ability to store carbon in making the planet habitable is still not widely appreciated. On two previous occasions when the atmosphere contained very high levels of carbon dioxide, the early Carboniferous and Cretaceous periods, beginning about 350m and 150m years ago respectively, they were reduced by the expansion of carbon-sequestering plants. Industrial burning of the fossil fuels laid down in the Carboniferous period, in the form of decaying plant-matter, is the main reason why there is now more carbon in the atmosphere than there has been for 4m years.Carbon calculationsThis is the latest reasonand it is a big onewhy destroying forests is a bad idea. Roughly half the dry weight of a tree is made up of stored carbon, most of which is released when the tree rots or is burned. For at least the past 10,000 years man has been contributing to this process by hacking and burning forests to make way for agriculture. About half the Earths original forest area has been cleared. Until the 1960s, by one estimate, changes in land use, which mostly means deforestation, accounted for most historic man-made emissions. And its contribution to emissions is still large: say 15-17% of the total, more than the share of all the worlds ships, cars, trains and planes.But this underestimates the damage done by the clearance. It also discounts a geological-time-honoured way to sequester carbon. That growing forests, natural or planted, do this is obvious. But there is increasing evidence to suggest that primary, or old-growth, forests are seizing the opportunity of a carbon-heavy atmosphere to suck up more carbon than they did previously, a process known as “carbon fertilisation”. By one estimate the Amazon rainforest is sequestering an additional 1.3 gigatonnes a year, roughly matching the recent annual emissions produced by clearing it. Across the world, forests and the soil beneath them absorb about a quarter of all carbon emissions.This is an indispensable contribution to life as we know it, and forests offer many others, too. They house more than half the worlds species of animals, birds and insects. In the Amazon rainforest this biodiversity is staggering: even its small gullies and runnels often have unique sub-species of monkeys, birds, creatures of all kinds. Forests are also the source of most staple foods and many modern medicines. They provide livelihoods, wholly or partly, for about 400m of the worlds poorest people. They have always touched the imaginations of more privileged ones: “A culture is no better than its woods,” wrote W.H. Auden. Indeed, the more that people learn about forests, the more perilous their mismanagement seems.They also make rainThat forests regulate water run-off, mitigating risks of flooding and drought, has been recognised since ancient times. The ancients also understood that trees can increase rainfall and deforestation can reduce it. Cutting down trees leads to a reduction in evapotranspiration, which results in less downwind precipitation. In the case of the Amazon rainforest this has huge implications for the agriculture of the whole of the Americas. That of southern Brazil, northern Argentina and Paraguay, in particular, depends for rainfall on the moist Atlantic trade winds, which cross the Amazon basin and then are deflected southwards by the Andes. There are also indications that the American Midwest is watered from the same source, by the moisture deflected northwards. The forest, by recycling the water that falls on it through evapotranspiration, plays an important part in this system.Between a quarter and half of the water molecules that fall in the western Amazon have previously fallen on the rainforest. In its absence, it would be reasonable to expect a corresponding decrease in regional precipitation, which would be calamitous, but the actual effect could be much worse. Two Russian physicists, Victor Gorshkov and Anastassia Makarieva, claim that forests, not temperature, are the main drivers of winds. They base this on the previously unconsidered drop in pressure that occurs when water passes from gas to liquid state in condensation. So ecosystems that maintain a moist atmosphereas rainforest doesdraw in air and moisture from elsewhere. This could explain the curious fact that precipitation in the western Amazon is higher than it is upwind, despite leakage in run-off at every revolution of the local water cycle.The theory caused a stir in Western academia last year when it was put forward in the journal Bioscience and is considered far-fetched by many. But it should reinforce the point that, on hydrological grounds alone, conserving forest is often essential.And still they are being chopped down. According to the main compiler of forest data, the UNs Food and Agriculture Organisation, about 4 billion hectares (10 billion acres) of forest remain, covering 31% of the Earths land surface. Only a third is primary. Much of the rest is seriously degraded: the FAOs definition of a forest takes in areas with as little as 10% tree cover.Almost half of the forest that remains is in the tropics, mostly as rainforest which, by almost any measure, is most precious of all. Nearly a third of that rainforest is in Brazil, which has twothirds of the Amazon basin; and a fifth is in Congo and Indonesia. The second-biggest forest area, about a third of the total, is in the boreal, or taiga, biome: a belt of spruce, birch, fir and aspen that encircles the far northern hemisphere, mostly in Russia, Scandinavia, Finland, Canada and a small part of America. Just 11% of forest is in the temperate zone, dominated by America, which cleared almost half its massive forests in the 19th century, and Europe and China, which ate into theirs much earlier. Europe razed almost half its temperate oak-, beech- and birch-woods in the Middle Ages, an onslaught only briefly reversed by an outbreak of bubonic plague in the 14th century. Now temperate forests are creeping back. Over 7m hectares a year are currently being planted or allowed to regrow, according to the FAO, mostly in China and America.A tropical problemThe current onslaught is mainly in the tropics. In the past six decades the rainforest has been reduced by over 60% and two-thirds of what remains is fragmented, which makes it even more liable to be cleared. And despite many campaigns by NGOs, vigils and rock concerts for the rainforest and efforts to buy it, lease it, log it and not log
