If joint bid of multiple panies is allowed, one pany shall serve as the power of attorney for the bid and shall take all legal responsibilities and obligations concerning the bid and contract fulfilment. When performing the joint bid, the panies shall submit a Joint Bid Agreement signed by all of them to the bidderee. Both the Joint Bid Agreement and the bidding document have legal binding on all these panies.4.3、投标文件要求：Requirements on bid documents:标书要求的语言为中文（有英文更好）。投标书的正本和副本均需采用A4纸用不褪色的墨水书写或打印并装订成册，每份投标书应加盖有投标人单位公章且经法定代表人或委托代理人签字（或盖章）。投标文件的书写应清楚工整，凡修改处由投标委托代理人盖章。A bid document shall be in Chinese （Including English is preferred）. The original and copy of the bid document shall be A4 paper with contents written by using fadeless ink or printed and bound in a volume. Each bid document shall be stamped with the bidders pany chop and signed (or sealed) by the legal representative or his/her power of attorney. The printed version and the electronic version shall be consistent with each other; otherwise, the printed version prevails.五、投标书主要内容要求Requirements on bid document content5.1、经济标书内容：Content of an economic bid letter:1）投标函：（见附件1）Bid letter (see Annex 1)2）投标报价表：（见附件2）Bid quotation table (see Annex 2)报价内容包括不限于：付款方式、交付条款等，本次报价币种为 人民币 ，单位为 元 ，投标报价序号须与招标采购明细表中的分项内容的序号一致，同一规格型号投标报价只能有一个确定的金额（包含相关税费等）且报价完整（即不能出现项目遗漏）。投标人应保证投标总价与投标单价数目对应无误，招标人在评标时以投标总金额为准进行评标。A bid quotation includes but is not limited to: terms of payment, terms of delivery, etc. The quotation shall be in Y (currency), expressed in Yuan (unit). The quotation number shall be consistent with the item number in the purchasing BOM table. The quotation of the bid with the same specifications shall be a fixed amount (containing all tax and related cost) and the quotation shall be plete (no items shall be omitted). The bidder shall ensure that the total bid price equals the unit price multiplies the number of items. When evaluating the bid, the bidderee shall evaluate the bid based on the total bid price. The number of persons present in this meeting from each bidder shall not exceed three.2、招标方可按采购物资的规格型号综合评议并按适当分拆比例确定多家中标单位。如投标方的投标价格明显与市场价格不符且不能做出合理说明，或投标方提供的物资不能满足招标方的要求，招标方可将该投标人的投标做废标处理。The bidderee shall, according to the specification/model of the supplies to be purchased, prehensively evaluate the bids and determine multiple bid winners on a segmental basis. If a bidders quotation varies from market prices drastically while the bidder cannot explain the reason or the bidders supplies cannot meet the bidderees requirements, the bidderee can reject the bidders bid.3、招标方在评标过程中，评标委员会可随时要求投标人对投标书进行答疑和说明。During bid evaluation, the bid evaluation mittee can, at any time, ask a bidder to answer questions or explain.4、招标方确定中标单位，并发出中标通知书，同时将结果通知其它投标单位。After having determined the bid winners, the bidderee shall send bid winning notices to the bid winners and shall also inform the other bidders of the bidding result.5、中标通知书发出之日起10个工作日内，中标人须与招标人签订正式的买卖合同及相应的技术、质量、保密和服务协议。Within 10 working days after the bid winning notices are sent, each bid winner shall sign with the bidderee a formal sales contract and relevant technology, quality, non-disclosure, and service agreements.七、其它要求：Other requirements:1、答疑：招标书发出后，投标人可以书面提出疑问，招标人将在接到质疑的1个工作日内以书面形式答疑。书面答疑也将成为招标书的构成部分。Answering questions: After the bidding document is sent, each bidder can ask questions in writing. The bidderee shall answer the questions in writing within one working day after the receipt of the questions. The answers to such questions are also part of the bidding document.2、标书中如有未尽事宜，招标人将在投标书投递截止时间的24小时前，以招标书补遗的方式，书面通知投标人，招标书补遗也是招标书的一部分。If any necessary information is not provided in the bidding document, the bidderee shall, within 24 hours before the deadline of bid document submission, inform each bidder of the supplemented information in writing.
