离石方山县际公路项目一、项目名称:离石方山县际公路二、申报单位:吕梁市离石区交通局三、申报单位简况:吕梁市离石区交通局是离石区政府的一个交通主管部门,承担着全区县、乡、村三级公路的建设、养护和管理工作。多年来,充分发挥了部门职能作用,构建了四通八达的网状交通结构为全区的经济快速发展提供了坚实的基础设施条件。四、项目概况: 1. 项目内容:本项目建设地点涉及离石、方山两个县区三个乡镇,起于离石车家湾村,与国道307、汾柳高速相交,终点止于方山县大武镇,与省道209连接,是连接两县(区)、三个乡镇、十几个村的一条县际公路。2. 项目投资估算:该项目总投资1096.5万美元,其中:自筹346.5万美元,引进外资750万美元。3. 项目建设规模:该项目全长34公里,采用二级公路技术标准,路基土石方204万m3,沥青路面255m2,防护工程13684.8m3,涵洞136道,桥梁5座。4. 项目建设内容:路基、路面及公路附属设施。5. 项目配套条件情况:项目实施涉及到的场地、水、电及配套设施完善。6. 项目建成的后的市场预测及效益简析:本项目通过国民经济评价,经济内部收益率达15.3245%,大于社会折现率12%,并有2723万元的经济净现值,投资回收期14.22年。项目建成后,将离石区小东川工业区与方山县大武经济重镇相连结,不仅极大改善县际间交通落后现状,而且为离石信义工业园区提供强大的交通运输支持,必将对派活跃区域经济、县际经济起到不可估量的作用。五、项目申报初审进展情况:1. 政策:符合国家、我省产业政策。2. 立项:已申报。3. 选址:本项目为改建,不涉及国土、环保、城建规划等。4. 土地:符合国家土地政策。5. 环保:本项目对环保无影响。六、拟引资方式:合资、合作均可七、申报单位联系方式地 址:吕梁市离石区交通路116号项目负责人:闫继勤电 话 机目联系人:冯国兴电 话:0358-822704手 机 真ishi-Fangshan Inter-county Highway ProjectI. Project name:Lishi-Fangshan Inter-county Highway II. Applicant:Lishi District Traffic Bureau, Luliang City III. Applicant general introduction:The Lishi District Traffic Bureau, Luliang City, is a governmental organization under the Lishi District in charge of traffic management, it is responsible for construction, maintenance and management of all the highways at county, township and village levels. In many years past, it has been playing its full functions and constructed a fully developed traffic network going to all directions, providing the whole district with a sound infrastructure condition for fast economic developments. IV. Project general information:a.Project content:this project involves two counties (Lishi and Fangshan) and three townships. The highway will start from Chejiawan Village, Lishi, and crisscross the state highway No.307 and Fenliu expressway until it reaches its terminal of Dawu Township, Fangshan, to connect to the provincial road No.209. It is an inter-county highway connecting two counties (districts), three townships and a dozen villages. b. Project investment estimation:total investment will be US$10.965 million, US$3.465 of which will be self-raised and foreign fund of US$7.5 million will be solicited. c. Project scale: the highway will be 34 km long at a highway technical standard class two. Cubic meters of earth and stone of roadbed will be 2,040,000 m3, asphalt pavement 255m2, protection works13,684.8 m3, culverts 136 and bridges 5.d.Project construction scope: roadbed, pavement and highway auxiliary facilities. e.Supporting condition of the project: auxiliaries for the project are full and complete, including land, water and electric power, etc.f.Market forecast and benefit analysis after project completion: this project has been evaluated by national economy analysis. Its internal rate of return will be 15.3245%, greater than the quantitative estimate of the investments put in projects by society 12%. And the economic net present value is 27.23 million yuan. The investment recovery period will be 14.22 years. After the project is completed, the Xiaodongchuan Industrial Zone in Lishi District and the Dawu Economic Zone in Fangshan will be connected, which will not only improve the current backward situation of inter-county traffic, but also will strongly support the Xinyi Industrial Park in Lishi in terms of communications. The project will, undoubtedly, play an invaluable and unpredictable role in invigorating local economy and inter-county relations. V. Progress status of the initial review of the application for constructiona.Policies: the project conforms to industrial policies of the state and our province. b.Project listed in plan: the project has been reported to the superior, but has not examined and approved yet. c.Location selection: this project is a reconstruction in nature, not involving land, environmental protection and urban planning, etc. d.Land: this project conforms to the state land policies. e.Environmental protection: this project has no influences on the environment.
