编制依据及编制范围1.1编制依据a.招标文件及投标文件;b.铁道部第四勘测设计院设计的有关合福铁路客运专线的施工图纸,合福施(桥)-7;c.国家、铁道部、建设部的技术标准、操作规程和工程质量检验评定标准;d.国家、行业及安徽省、巢湖市政府有关安全、环境保护、水土保持及地产资源管理等方面的规定和要求;e.本管段的现场调查报告;f.拟上场队伍的技术水平、专业化程度及现有可利用的资源;g.本企业的资源优势及建设同类工程的施工经验、施工能力、科技成果及本企业劳动定额等及巢湖地区的气候特征及相关资料。1.2编制范围柘皋河特大桥承台深基坑支护施工。2 编制原则2.1安全第一的原则在编制过程中始终按照技术可靠、措施得力、确保安全的原则确定施工方案,在确保万无一失的前提下组织施工。2.2优质高效的原则加强领导,强化管理,优质高效。根据我们总体施工组织设计中明确的质量目标,贯彻执行质量体系标准,积极推广、使用“四新”技术,确保质量目标的实现。施工中强化标准化管理,过程化控制成本。2.3方案优化的原则科学组织,合理安排,优化方案是工程施工管理的行动指南,在整个施工方案的编制过程中,对本工程施工进行多种方案的综合比选,针对不同地质条件和施工条件,择优选用最佳方案。2.4确保工期的原则根据业主对本工程的工期要求,编制科学、合理、周密的施工方案,合理安排进度,实行网络控制,搞好工序衔接,实施进度监控,确保实现工期目标,满足业主要求。2.5科学配置的原则根据本工程的工程量及各项管理目标的要求,在施工组织上实行科学配置,选派有施工经验的管理人员和专业化施工队伍上场,投入高效、先进适用的施工设备,确保流动资金的周转使用,建设资金做到专款专用。选用优质材料,确保人、财、物、设备的科学合理配置。2.6合理布置的原则根据本工程的任务量和管理目标的要求以及地形地貌的特征,在临时工程施工准备上,特别是对水、道路、拌和站等临时设施的设置,本着避免干扰、就近布置、方便使用、优化设置的原则,合理布置,满足施工需要。3工程概况柘皋河特大桥承台总计有257个,根据设计图承台底标高与实测地面标高比较:开挖深度在3m5m的基坑有40个,没有开挖深度在5m以上的基坑,应重点作好承台开挖基坑防护工作。详细调查情况见下表柘皋河特大桥承台施工条件调查表墩台号墩中心里程原地面标高承台底标高开挖深度承台砼强度砼方量宽长
