PEOPLE S REPUBLIC OF CHINA SICHUAN 1 263 reservoirs damaged 7 444 schools and 11 028 hospitals and clinics collapsed and 5 5 million rural houses and 860 000 urban houses destroyed or significantly damaged Direct losses are estimated at RMB 844 billion USD 123 billion Approximately 34 million people live in the affected area with almost 20 million in the severely affected area In response to the earthquake the World Bank has lend USD 710 million of IBRD financing to the most highly affected provinces of Sichuan and Gansu for post earthquake reconstruction that is the Wenchuan Earthquake Reconstruction Program WERP The expected outcomes of the project are to restore and enhance access to essential public infrastructure and services e g water supply wastewater and drainage solid waste roads and core health services in affected counties in Sichuan and Gansu prioritizing where possible the needs of the poor and or newly vulnerable arising from the earthquake In addition the expected outcomes include the rehabilitation of education facilities and restoration of access to public education in project counties in Gansu In both provinces sub projects will be designed to reduce the vulnerability of the services to seismic and flood hazards The proposed WERP is designed to comprise two parts Part 1 Sichuan Recovery Program Bank loan US 510million Infrastructure Bank loan USD 432 4 million This component will finance civil works and goods required for the reconstruction and appropriate expansion of infrastructure in approximately 16 counties in the five municipalities of Mianyang Guangyuan Bazhong Nanchong and Ya an In view of the project preparation progress the component is organised to be implemented in two batches Batch 1 and Batch 2 Health Bank loan USD 57 6 mil lion component will finance civil works and goods required for the reconstruction and appropriate expansion of health services in about 19 counties in the seven municipalities of Mianyang Guangyuan Bazhong Nanchong Ya an Chengdu and Deyang Project support Bank loan USD 20 0million will finance training capacity building and engineering costs of sub projects Part 2 Gansu Recovery Program Bank loan US 200 0million This will finance infrastructure health and education sub projects in 7 counties in Longnan Municipality with a focus on Cheng Hui and Xihe Counties Infrastructure Bank loan USD 130 3 million This component will finance civil works and goods required for the reconstruction and appropriate expansion of infrastructure Health Bank loan USD 32 3 million will finance civil works vocational technical schools Project support Bank loan USD 4 0 million will finance training capacity Building and engineering costs of sub projects 1 1 2 Project Organization Due to the project urgency a strong project leading and technical support system is required at all the national provincial municipal and county levels to guarantee the quality of project implementation At the national level the National Development and Reform Comission is responsible for the approval of Investment Application Report and the Ministry of Finance is responsible for the signing of Loan Agreement the supervison of loan use and the loan repayment For the overall project coordination of all the involved Project Implementation Units PIUs at the project level there are totally three project management offices organized under the leadership of the provincial DRC the provincial financial bureau and the provincial department of construction in the two project provinces Sichuan and Gansu respectively The Urban Construction Project Management Office UCPPMO and the Health Project Management Office HPPMO for Sichuan Components and The Longnan Municipal Project Management Office LMPMO for Gansu Earthquake Recovery Project WERP DRA Consulting Team 3 April 2010 At local level the Project Implementation Units PIUs are specifically responsible for development implementation operation and management of the subprojects For the Batch 2 urban infrastructure sub projects in Sichuan Province under WERP the project implementation units are all the planning and consruction bureaus at the local level 1 1 3 Batch 2 Infrasturcture Sub projects in Sichuan The screening and identification of Batch 2 infrastructure sub projects under Sichuan Recovery Program was started since June 2009 by the the Sichuan urban construction PPMO and the proposed sub projects have been confirmed by the World Bank with Sichuan Finance Bureau and Sichuan DRC on August 2009 FIGURE 1 2 LOCATIONS OF PROJECT DRA Consulting Team 4 April 2010 All the sub projects are detailed in the table below The total estimated cost of the second batch infrastructure subprojects is 2 22billion RMB of which potentially proposed roads Water and soil conservation with the road construction Vegetation recovery or compensation Uncultivated land use transformation and 5 2 IMPACTS AND MITIGATION MEASURES RELATED TO PROJECT LOCATION 5 2 1 Land Acquisition Destruction of area known for sheltering protected or threatened biodiversity Encroachment into a protected area as a nature reserve or Creation of facilitated access to sensitive areas with further risks of illegal or uncontrolled encroachment The project will have no significant detrimental impacts on valuable ecological resources1 5 3 IMPACTS AND MITIGATION MEASURES RELATED TO CONSTRUCTION PERIOD 5 3 1 General Impacts Construction activities are expected to generate the following adverse impacts Air borne dust due to excavation demolition construction vehicle movement and materials handling particularly downwind from the construction sites Noise from construction equipment and vehicular movement potentially affecting nearby rural residents Waste discharge from construction camps The discharge of wastewater from construction camps could create potential new pollution sources and could also be sources of sludge solid waste and waste oil from machinery maintenance Removal of trees The road and bridge construction may impose the cutting of few trees most of them being planted street trees Soil erosion Piles of earth will be created from time to time during construction In case of rain erosion would occur on the earth piles and other disturbed land such as river slopes causing loss of soil Land impact About 19 19hm2 land will be occupied by construction activities either permanently or temporarily Damage to roads Heavily laden trucks may impact on road conditions and cause road surface damage especially during periods of rainfall and high ground moisture content 1 It is not necessary to apply World Bank Operational Policy 4 04 on Natural Habitats Summary Environmental Impact Assessment for Langzhong Subproject under Batch 2 of Wenchuan Earthquake Recovery Project WERP DRA CONSULTING TEAM 17 DECEMBER 2009 Infectious diseases During the project construction period floating population will work in construction sites throughout the city The mobility of outside people might bring external epidemic diseases to local communities Based on the results of the impact assessments and the goals of minimizing adverse impacts in accordance with application standards regulations and WB safeguard policies the following mitigation measures have been identified to be taken during the construction phase Construction sites transportation routes and materials handling sites will be water sprayed on dry and windy days up to 2 3 times a day especially if these sites are near sensitive receptors such as residential and school areas Using central concrete mixing plants where possible and transport with sealed vehicles Construction activities will be scheduled carefully with consultation with nearby residents to minimize the impact of noise from construction machinery Night time 22 00 to 06 00 and noon time 12 00 to 14 00 uses of certain noisy machines such as pile drivers and concrete vibrators will be prohibited in the vicinity of residential areas Temporary noise barrier should be set up at construction site near schools and residential areas Personal protection equipments or PPE e g noise protection earplugs shall be supplied to workers for protection from the intensive noise In conjunction with the relevant authority traffic flow regulation plans will be prepared in advance of construction in the congested urban built up areas Sewage and other wastewater from construction camps will be collected and treated at septic tanks before discharge to avoid contamination of the surrounding areas Where possible the wastewater will be discharged directly to the municipal sewer Temporary land occupation will be planned well ahead to minimize the effect of the disturbance and land will be reinstated to its original condition on completion of construction Top soil will be removed and stock piled for use during land restoration particularly on the landfill sites Construction materials will be stored in appropriate places and covered or sprayed to minimize dust Construction waste will be promptly removed from the sites and transported to the appropriate disposal areas approved by the local PIU Burning of construction waste will be prohibited Materials will be covered during transportation to avoid spillage or leakage Strict measures to keep control of erosion and runoff on the construction sites and the spoil sites will be imposed on contractors through detailed specifications included in the Soil Erosion Control Plan Monitoring of runoff water will also be conducted to ensure that the measures are effective and that receiving water quality is not affected Construction will be immediately suspended if any archaeological or other cultural properties are found chance finds The relevant cultural authority as well as PMO will be notified promptly and only after a thorough investigation by the relevant authorities will construction be allowed to resume During the raining season limitation of load access will be imposed on the contractor to reduce damage to the roads Also the contractor will be required Summary Environmental Impact Assessment for Langzhong Subproject under Batch 2 of Wenchuan Earthquake Recovery Project WERP DRA CONSULTING TEAM 18 DECEMBER 2009 to rehabilitate at the end of the construction the section of the roads which have been damaged by the traffic resulting from the transport activities Contractors will be required to take necessary safety measures at the construction sites to protect the public including warning signs to alert the public of potential safety hazards at and around the construction sites Workers should be examined regularly and the infected people should be given immediate medial attention or quarantined All contractors and construction supervisors will be required to participate in mandatory environmental and health and safety training programs prior to the start of construction The above mitigation measures where appropriate will be included in the tendering documents and subsequently in the construction contracts as binding contractual requirements 5 3 2 Specific Impacts 5 3 2 1 PUBLIC TRAFFIC During project implementation especially construction period negative impacts on daily life of residents living along the roads are inevitable The movement of construction vehicles will occupy the existing roads which will pose negative impacts on public traffic on residents living on both sides of roads Correspondingly construction management needs to be enhanced during construction in order to avoid traffic jam as much as possible Specific mitigation measures have been identified during EA process and will be implemented by the construction contractors under the supervision of project owner and supervision companies in charge Besides the construction activities are temporary in the short run which will pose no negative impacts after construction completion Hence detrimental impacts during project implementation are limited and acceptable 5 3 2 2 CULTURAL HERITAGE For any buried and unknown cultural resources that may be discovered during construction activities corresponding mitigation measures proposed to eliminate such potential impacts are similar for all the components Adequate training should be provided to the staff workers on the knowledge of heritage protection Construction will be immediately suspended if any archaeological or other cultural properties are found chance finds The relevant cultural authority as well as PMO will be notified promptly and only after a thorough investigation by the relevant authorities will construction be allowed to resume 5 3 2 3 SPOIL DISPOSAL Certain volumes of spoil are expected from the project construction activities which may require off site disposal The overall earthwork balance for this subproject is detailed in the table below Summary Environmental Impact Assessment for Langzhong Subproject under the spoil to be generated during construction is 104 100 m3 which is proposed to be disposed in two proposed spoil disposal sites with permanent land acquisition of 2 93hm2 The details of the two
