First of all, the author introduces problems and causes in urban and regional development activities, progress in planning system research. Next to it, the author introduces planning system of Germany England, Japan and America so as to give enlightenment on China planning system. Secondly, the author studies the development of China planning system since 1949, concludes the present characters of China regional and urban planning system, points out some problems: legislation subsystem is not complete, spatial planning is not a whole, administration subsystem has contradiction, operation subsystem is not compatible with market economy Thirdly, the author clarifies some suggestions on construction of china planning system, which includes legislation subsystem, administration subsystem and operation subsystem in transitional period. The author puts forward some strategies on the cooperation of different spatial planning, especially land use master planning and urban master planning. In the meantime, the author studies the framework of creating 3S-based information system of regional and urban planning system. For clearing some questions, the author uses SHENGZHEN and JlAXING as cases to study In conclusion, the author suggests that, owing to that China planning system has great contradiction in legislation subsystem, administration subsystem and operation subsystem, China must take planning legislation subsystem, planning administration subsystem and planning operation subsystem as a whole to construct. Overlaying different planning maps and finding difference is a good method to make different spatial planning compatible. In order to coordinate land use master planning (with China character) and urban master planning, we must explore the new type of city layout.
