What does an Exploration Permit entitle me to do?An exploration permit allows you to undertake a range of bona-fide exploration activities. Activities include geophysical surveys, field mapping, surface sampling, costeaning and drilling (but does not include drilling for water). Bulk sampling requires specific approval and is usually only allowable under a Mineral Development Licence. Production and sale of mineral (mining) is not permitted.An exploration permit for minerals also entitles you to explore for the existence of uranium however, you should be aware that it is a policy of this Government that it will not grant mining tenure for the purpose of mining uranium in Queensland. Legislation prohibits exploration and mining in national parks, world heritage listed areas and in some Restricted Areas (as defined in the Mineral Resources Regulation 2003). There are constraints on exploration in other areas such as Reserves, State Forests, Aboriginal Freehold land and Wild Rivers. In some instances, consent of the owners is required for entry. The Department gathers, collates and interprets geoscientific data, which are managed in a digital database and from which a range of products and services including geological maps and reports are generated.Quick, easy and efficient access, via the web, to exploration information in Queensland is obtained through the Queensland Digital Exploration Reports System (QDEX).QDEX has metadata (key words) for all exploration reports held by the Department. Search fields include report title, company name, author, type, tenure number, map reference, key words, project name, prospect name, stratigraphy, locality, commodity, specific geological terms and the date the report was submitted. MERLIN is maintained and updated on a daily basis and includes a geographic information system graphical display which enables the exact identification of land available for exploration to be ascertained at any given time. MERLIN is available on-line at all District Offices and the public may interrogate selected aspects of the database and obtain hard copy maps and printouts for a fee.If you are unable to visit a District Office, you can access Interactive Resource and Tenure Maps (IRTM) through the Departments website. IRTM is an extract of the graphical information from MERLIN and is available on-line at no cost. Exploration permits are described by blocks and sub-blocks. There are 25 sub-blocks to a block and each block is described by a Block Identification Map (BIM) series B. Each sub-block is one even minute of latitude by one even minute of longitude or approximately three square kilometers in area. You should note the block and sub-block reference for the area that you have identified as available and that you wish to apply for ie. BIM COOP: Block 3123: Sub-block a, b, c, d. The Application for Exploration Permit form is available from any District Office or on-line at .au/mines/forms_1.cfm. The completed application form and the relevant prescribed fee may be lodged at any office of the Mining Registrar either in person or by post. The share percentage must equal 100 percent.Part 2Please nominate one person or company and the address etc. to which the Department will correspond with. Part 2.1Please nominate a project name (if any). There is no requirement in the Act to nominate a project name so this field is not mandatory.Part 2.2Please detail the local government area(s) that the application area covers.Part 2.3Please detail a general locality of the application ie. Approx. 120km south of Mt Isa.Part 2.4An exploration permit will be granted for All Minerals Other than Coal (EPM) or for Coal (EPC). Only in exceptional circumstances can an exploration permit be granted for specified minerals (EPS). Please tick the box for the type of exploration permit that you are apply for ie. an EPM or an EPC or EPS.Part 2.5The maximum term an exploration permit can be granted is 5 years. Please detail the term that you wish your exploration permit to be granted. The Department is under no obligation to grant the exploration permit for the term requested.Part 2.6Are you conditionally surrendering another exploration permit(s) in favour of this application? If no, proceed to part 3. If yes, go to part 2.7.Part 2.7Please detail the exploration permit(s) that is/are being conditionally surrendered and its expiry date.Part 3You must identify the land that you are applying for by detailing the appropriate blocks and sub-blocks eg. BIM COOP: Block 3123: Sub-block a, b, c, dThe maximum size of an EPM is 100 sub-blocks while an EPC is 300 sub-blocks. Only under particular circumstances will the exploration permit be granted over areas greater than this. The sub-blocks applied for should also be contiguous (at least one side in common with another. Only in particular cases will an exploration permit be granted over non contiguous sub-blocks.Part 4All of the applicants must sign and date the application form. Proof of identify must also accompany the application.Part 5This part of the application form requires you to lodge specific documents with the application. This is mandatory and your application may not be accepted by a Mining Registrar if you fail to comply. A land availability assessment will also be undertaken to determine whether the land that you have applied for is available for application. It is important to note that the application that you have lodged, is not considered accepted by the Mining Registrar until the application has been assessed for compliance with the Act, and the land applied for is determined as available land by the Mining Registrar. If your application is deficient, it will not be accepted as lodged (refused) and it may be returned to you with the reasons for refusal. If no land is available, your application will be returned to you. If only part of the area applied for is available, you will be notified and the application may progress.If the application complies with the requirements of the Act and some or all of the land is available, the Mining Registrar will officially accept the application.Your application will then be entered onto MERLIN and allocated an exploration permit number. The application fee will be receipted and an acknowledgement will be printed from MERLIN and sent to you. It is important that you check the acknowledgement because it will provide you with details of the application that you should ensure as correct.Any future correspondence with the Department about this application should quote the exploration permit number as a reference.If your application is the only application received on that day over that land, the Department will:(a) forward the Application for Environmental Authority to the Environmental Protection Agency (EPA) who will assess the application and issue an Environmental Authority; and(b) forward the application to the appropriate area to have a Native Title Assessment undertaken. This assessment will reveal whether the land that you have applied for is land where native title may exist or not; then (c) forward the application to the technical assessment area to have the supporting documentation assessed. At this stage, the draft program of works, relinquishment schedule and expenditure are determined.You should be aware that in some instances, other matters are required in order to progress the application ie referrals to other agencies for particular Restricted Areas. In order to satisfy the requirements of the Act, the technical assessment officers may also require further information to support your application. This letter and the attachments will detail the conditions to be attached to your application. The attachments will include:1. a draft grant document; 2. the general conditions; and3. the program of works (including the relinquishment schedule and the expenditure commitment).You should read this letter and the attachments carefully. This letter will advise whether the land that you have applied for is over land where native title may exist.
