The revision number of all pages and appendixes would be reset to 0 when the “Issue” number has been changed. 當ESD控制方案已修訂多達20次，或方案內容有重大改變時。整套ESD控制方案須重新轉版。轉版時各章節及附錄的修訂號皆重新調整為00。Documental Format and Number文件的格式与編號：1) The number of the ESD Control Plan is ESD- XXX and XXX is representative of the number and add from 001.ESD控制方案編號為ESD-XXX，“XXX”代表流水号，从001开始增加。2）The working instruction of the ESD Control Program should be accordance with the quality system.控制方案产生的作业指导书编号以品质管理体系编号原则1. The company designs and produces high quality electronic products including Modem, Satellite Receiver, Power Supplier and Telecommunication Products. Its major markets are in USA, Europe and Japan. 偉易達集團CMS公司是一間具有當代國際先進設備及工藝技術的ODM及OEM公司，公司主要設計及生產高質量的電子產品，包括调制解调器，衛星接收器，電源及相關通訊電子產品等，主要销往日本及欧美等地。 2. PURPOSE 目的ESD Control Program is to provide administrative and technical requirement for Vtech Communications Ltd .The ESD Control Program accords with the requirements of ANSI/ESD S20.20-2007.本方案是为伟易达CMS公司提供管理与技术要求的静电放电(ESD)控制方案。本方案的制定符合ANSI/ESD S20.20-2007 静电放电控制方案的要求。 3. SCOPE 范圍ESD Control Program applies to production area and operation area of the CMS for all the ESDS items without protection including manufacture, process, assembly, installation, package, label, service, test, inspection and transportation.本方案适用于伟易达CMS生产过程中ESD敏感器件没有保护的全部生产区域和生产操作过程,包括生产，过程，装配，安装，包装，标签，服务，测试，检验和运输。ESD Control Program doesnt apply to the office area of the production and collecting hazardous area and so on UPA area. 本方案不适用于生产区内部的办公区/废弃物收集区等UPA区.4. RESPONSIBILITY 职责1) The organization chart of the Company is shown as below :( See attached I) 本公司之組織架構圖如下：(见附件一) 2）The ESD organization chart of the Company is shown as below: ( See attached II ) 本公司之ESD組織架構圖如下：(见附件二)Vtech CMS points to the Management Representative to in charge of implementing the ESD control program and establish the ESD team.The ESD committee in charge of the updated and review program.伟易达已指派管理者代表负责本方案的实施, 组织成立防静电小组.防静电工作小组成员负责本文件的升级和改版.3）Responsibility in ESD Control Program在ESD控制方案的职责Chief Executive Officer(CEO)：行政总裁a) ESD control program is approved finally; ESD控制方案最终批准b) Ensuring the a availability of resources on ESD problem;为解决本公司防静电问题提供必要的资源；c) Point to the personnel who in charge of implemented the ESD control program; 委派人员负责实施本方案； MSE工业工程部:a) The ESD new equipments are checked/installed/monitored for going into the company;负责防静电设备的进厂检查/安装/检测;b) All ESD infrastructures are maintained and calibrated routinely;对所有相关防静设施定期维护和校准；c) The area is marked and checked;负责区域标志和检查； DE 设计发展工程部a) To investigate the sensitive level or get the sensitive information of new parts, and communicate it to relavant department. DE应负责调查新物料的敏感级别或获取其相关敏感信息, 传达给相关部门.QA/IQC:品質保證部/進料檢驗a) The ESD packaging from vendor is checked IQC对vendor防静电包装进行检验；b) QA training office in charge of ESD training for the new workers and staff;QA培训室负责全公司新进员工和在职员工防静电培训；Every Department 各个部门：a) All the employee go into the EPA and operate ESDS items with the requirements of ESD control program;要求本部门人员在EPA区域内按ESD控制方案进行操作；b) The wrist strap is checked routinely;按规定时间检查腕带；5. TERMS AND DEFINITIONS 術語和定義1) The noun of the Program accords with GB/T15463.本方案的名词术语符合国家标准GB/T 15463。 2)Other term is below其它有关语如下：a) EPA- ESD Protected Area，the area is acceptable for operating sensitive parts with electrostatic discharge or which the electrostatic discharge is a threat。EPA-防静电保护区(ESD Protected Area)，静电放电敏感器件的静电放电或静电场危害控制在可接受的范围内的区域。b) Anti-electrostatic car: Regard metals( stainless steel, aluminum form material etc.) as framework or skateboards, get in touch with loading thing mutually with the anti-electrostatic material,use the car with the anti-electrostatic a conveyance for and ground mutually getting in touch with.防静电车-以金属(不锈钢、铝形材等)为骨架或底板，以防静电材料与承载物相接触，以防静电轮与地面相接触的运输用车。6. PERSONNEL SAFETY 工作人员安全The procedure and equipment described in the document of ESD Control Program of CMS may expose personnel to hazardous electrical conditions.MSE department is responsible for selecting equipment that complies with applicable laws, regulatory codes and both external and internal policy.Ground fault circuit interrupters(GFCI) and other safety protection should be considered wherever personnel might come into contact with electrical sources.CMS ESD控制方案文件中描述的工作流程和设备，或许会导致操作人员暴露于危险的电气环境，本公司工业工程部负责选择符合相关法律，管理条例和内外部政策的设备。无论在哪里，只要操作人员与电源相接的地方，接地漏电保护断路器（GPCI）和其它安全保护措施应被采用。 7. ESD CONTROL PROGRAM ESD控制方案计划 With the requirements of ANSI/ESD S20.20-2007,the electronic parts for electrostatic discharges greater than or equal to 100 volts Human Body Model is effectively protected .All the sensitive parts for Vtech Communications Ltd(CMS) electrostatic discharges greater than or equal to 100 volts Human Body Model. If there are the more sensitive parts, the sensitive parts need use seriously ESD control method.本方案计划依据ANSI/ESD S20.20-2007的要求，静电敏感度大于或等于人体模型放电100V的元器件得到有效保护。本方案确定伟易达CMS现在生产过程中所用到的静电敏感器件的静电放电敏感度超过或等于人体模型的100V。如果有更敏感的器件，则要采取更多的和更严格的ESD控制措施。ESD control program plan Guidance is below for Vtech:本公司ESD控制方案基本指导原则如下：1） All the semiconductors are ESDS parts;所有半导体器件都认为是静电放电敏感器件;2） Any worker who operates unprotective sensitive parts must pass initial ESD training and need pass ESD training again during the 18 months任何操作未保护的ESD敏感器件的员工都必须经过ESD的初级培训并且在18个月内再培训;3） All the workers who operate unprotective sensitive parts must be connected to ground.所有操作人员在操作未保护的ESD敏感器件时都必须接地;4） All sensitive parts without ESD protective covering or packaging must be operated on the ESD protected area.操作未保护的ESD敏感器件都必须在EPA内进行，离开EPA时必须有防静电包装;5） Requirements of all the ESD control equipments need be routine audited with a compliance verification plan.所有的ESD控制设施要按符合性验证计划定期审核;6） All nonessential insulators (e.g. coffee cups, food wrappers and personal items) must be removed from the EPA.与生产无关的绝缘体（如咖啡杯子，食物封包和个人物品）都要从EPA中拿走;7） We try to pull vendor who provides the sensitive parts can establish and implement ESD control program with the standard.我们尽力推动静电放电敏感物件的供货商，能按标准要求建立和执行ESD 控制方案。8. ESD TRAINING PLAN ESD培训计划 Initial Training初次培训：1） All the workers for the CMS who operate ESD sensitive parts must pass initial training, after the completion of training, the operators shall be tested.For operators pass the test; Operators may operate the ESD sensitive parts.伟易达CMS 操作ESD敏感器件的所有员工都要经过初次ESD培训后并通过考试后才能操作ESD敏感器件。2） CMS QA training office in charge of ESD initial training and test operators, if operators pass the test, Training office shall issue “Certified Card”.伟易达CMS的QA培训室负责员工的初次ESD培训和考试并记录考试成绩，通过者发给培训合格证。3） For operators failed the test, they must be re-train and re-test.没有通过考试的员工可再培训或学习后重新参加考试。Recurrent training周期性培训:1） All the operators for CMS must attend the recurrent ESD training every during the 18 months，QA training office in charge of informing relate operators and attend it, After operators need be tested, the overall score is more than seventy, The operators are certified.伟易达CMS所有人员都要每18个月里参加周期性ESD培训，QA培训室负责提前15天通知有关部门和人员参加培训。通过考试且成绩达到70分后才算合格。2） For the operators failed the test, they must be re-train and re-test.
