It says that kids are not allowed to buy or drink alcohol（酒）. Shops are not allowed to sell it to them and should have warning signs. The rule went into effect on January 1, 2006.A Chinese law of 1999 said kids couldnt drink . But underage kids still get alcohol easily. So a stricter rule was needed. This was why there was a new rule in 2005. People hoped that the new rule could work. It set a 2,000 yuan fine（罚款） for those who sold alcohol to kids. The 1999 law didnt say anything about punishment.But sadly, the new rule hasnt worked well yet. Many countries have a legal（法定的）drinking age. It is usually 16 or 18. In the US it is 21. China doesnt have a legal drinking age. But in China “underage” means under 18. In countries with such laws, underage drinkers sometimes can be sent to prison. Shopkeepers who sell alcohol to them can be fined, often as much as 2,500.If kids try to buy alcohol , sellers will ask them to show proof （证据）of age.
