加拿大萨斯喀彻温省雇主担保移民项目说明一、项目概况1. 项目法律背景: 萨省提名雇主移民实际为属于SINP(即Saskatchewan Immigrant Nominee Program)中最重要的一类移民项目Skilled Workers,是萨省为持续、稳健的经济发展引进急需、短缺的专业技术人才而给予特许提名的一种特殊技术移民途径。萨省政府根据本省经济发展对技术人才的要求,制定了符合本省的技术移民政策,并通过联邦移民部的批准同意后正式实施。萨省从年今年开始对其技术移民进行了新的定义,来自萨省移民局官网信息如下(链接:http:/www.saskimmigrationcanada.ca/skilled)即特指拥有萨省雇主发出的全职、永久职位offer的技术工人、专业人士或经理;并且针对两类申请人,分别是技术工人或专业人士、已经拥有工作许可的人。由于今年开始必须提供雇主担保信函,导致申请人相比往年大幅度下降,根据萨省移民局官网公布的数字显示,截止今年8月19日的更新统计,目前该类别移民的配额剩余多达2575个,比例高达83%。有效期至2013年底(链接http:/www.saskimmigrationcanada.ca/sinp)2. 项目具体细则:1) 萨省雇主担保移民之细则来源A. 萨省雇主担保移民的分类。根据萨省移民官网发布的App Guide Skilled Worker(链接http:/www.saskimmigrationcanada.ca/appguide-skilled-workers),萨省雇主担保移民项目主要面向具有萨省雇主提供的长期、有效的全职工作邀请的技术工人、专业人员或者管理人员。大致分为 2大类:a) 技术工人/专业人员类别。该类别主要面向海外的具有萨省雇主提供的长期、有效的全职工作邀请的并属于NOC(即National Occupational Classification)中的 A、B 、O类别的技术工人、专业人员或者管理职业类别或者萨省特定的职业类别。b) 现有工作许可类别。该类别适合于萨省境内持有有效工作签证并已经工作超过6个月的申请者,工作的职业应该在 NOC 中的 A、B 类别中。 B. 萨省雇主担保移民需要两个重要条件:a) 雇主方面。需要雇主长期、有效的全职工作邀请,同时该邀请需获得萨省经济部之审核,持有萨省雇主的有效工作邀请是萨省技术移民申请的前提和关键。b) 自身条件。萨省提名技术移民对申请人有评分标准,按照萨省移民局官网发布的Assessment ratingSkilled workers/Professionals总分90分,35分为最低及格线。评分项目主要包括教育背景、工作经验、语言能力、家庭适应能力、萨省适应能力、小区支持、年龄、个人资金能力等八项。附:萨省雇主担保项目之官方打分表:FACTOR 1: EDUCATION and TRAINING 要素1: 教育和培训The principal applicants education points are calculated according to the documented proof of completed post secondary education and/or training programs from a nationally or provincially recognized institution or regulatory body. The principal applicant must include diplomas, certificates or degrees for any education or training with their transcripts. Documentation must include a letter of reference from the supervisor or Human Resources officer printed on Company letterhead, applicants official work book or other official government document. A letter of reference must state job title, job duties, wage and duration of employment. The applicant must show at least one full time year, or equivalent, of work experience in their intended occupation in order to apply under the skill worker category. The occupation must be skilled and supported by a diploma or trade certificate along with a copy of their transcripts and letter(s) of reference. The applicants supporting letter or letters of reference must be from a supervisor or Human Resources officer printed on Company letterhead. The letter of references must state job title, job duties, wage and duration of employment. The applicant is awarded up to 10 points for their ability in an official language and up to 5 points for a second official language.主申请人的语言能力分值是通过申请人培训的文件证明和有一种或者这种加拿大的官方语言能力来证明的。申请人达到第一官方语言的能力获得10分,第二官方语言获得5分。If you have some abilities in both the English and French language, you should decide which language you are more comfortable using. This is your First Official Language and the other is your Second Official Language.如果申请者同时拥有英语和法语的语言能力,可以自行决定哪一种语言用得更流利。这是申请人的第一官方语言,另一个则是第二官方语言。Documentation of language capability should include copies of internationally recognized test results, certificates from language classes, educational transcripts or employment references indicating English or French as the principal language of instruction or communication.语言能力的证明应包括国际公认的测试结果的复印件,语言班的结业证书,成绩单,或者职业所需涉及的英语或者法语语言课程或交流。If the applicants first language is not English or French, the employer must fill out the SINP 500-8 form. Handles complex detailed argumentation well.8分- 语言运用自如,偶尔出现失误和运用不恰当,不常见的运用上发生令人误解的情况。处理复杂情况的论证表现好。 7 Points Has operational command of the language with only occasional inaccuracies, inappropriacies, and misunderstandings in some situations. Handles complex language well and understands detailed reasoning.7分-语言运用自如,只是偶尔出现误差和运用不当,一些情况下有运用不当令人误解的情况。处理复杂情况的语言良好并能理解。Well:良好: 6 Points Has effective command of the language despite some inaccuracies, inappropriacies and misunderstandings. Can use and understand fairly complex language, particularly in familiar situations. 6分- 能大致表达意思但语言不精准,有误差和不当之处。可以运用和理解较复杂的语言,尤其在较通晓的情况里。 5 Points Has partial command of the language, coping with overall meaning in most situations, though likely to make many mistakes. Should be able to handle basic communication in their field. 5分- 有部分的语言表达能力,在较好的情况下,可以应对全部意思,尽管有一些错误。可以处理其工作领域的日常交流。 4 Points Basic competence is limited to familiar situations. Have frequent problems in understanding and expression. Can use and understand fairly complex language, particularly in familiar situations. 3 分- 能有效地用语言表达,偶尔有错误,语法混乱情况。能运用和了解复杂的语言,尤其在较知晓的情况内容里。 2 Points - Basic competence is limited to familiar situations. Have frequent problems in understanding and expression. If you have a spouse, points for each element can be awarded only once, either for you or your spouse.申请人通过提供证明自己能够在萨省安顿下来的文件获得分值。如果有配偶,每一个要素的分值只能给一次,主申请人或其配偶的任意一个。Criteria标准Points分值Local Community Organization本地社会组织The applicant has been supported by a local community organization. This must be in the form of a letter signed by the organizations president on letterhead. A CSP must address immediate, basic and longer term settlement needs of immigrants and be developed through a community based process involving appropriate local community groups, service organizations and the SINP. However, it is likely that settlement will be easier if the applicant comes to Saskatchewan with financial resources. If the applicant is providing information from a personal bank account, the applicant must divulge a detailed history of the bank account in question for the last three months. The applicant may be requested to show detailed records going back further if there is a question of funds.
