SCOPE AND APPLICABILITY 1.1 This document defines the practice in ARCUS for the control and administration of training, examination, qualification and certification of personnel performing nondestructive examination for the boiler and pressure vessel components conforming to the ASME Boiler & Pressure Vessel Code Section I, VIII Div.1, and ASME B31.1.1.2 This Written Practice has been developed based upon SNT-TC-1A, (2006 Edition), and satisfies the requirements of the ASME Boiler & Pressure Vessel Code Section I, VIII, Div.1, and ASME B31.1. 1.3 Qualification and certification of nondestructive examination personnel in accordance with this Written Practice shall be applicable to each of the following methods: a) Radiographic Examination (RT)b) Magnetic Particle Examination (MT)c) Liquid Penetrant Examination (PT)2. RESPONSIBILITY AND LEVELS OF QUALIFICATION 2.1 The Engineering and Quality Dept. Manager is responsible for administration of this Written Practice. The NDE Level III shall be responsible for preparing an adequate NDE training program, which shall be approved by the responsible NDE Engineer (Level III).2.2 The levels of qualification are divided into three levels (Level I, II, and III) for each NDE method as specified in para.1.3. 2.3 The responsibilities of three levels of NDE Personnel are as follows. 2.3.1 NDE Level IAn NDE Level I personnel shall be qualified to properly perform specific calibrations, specific examinations and specific evaluations for acceptance or rejection determinations according to written instructions and to record examination results. The NDE level I shall receive the necessary instruction or supervision from a certified NDE Level II or Level III Personnel.2.3.2 NDE Level IIAn NDE Level II personnel shall be qualified to set up and calibrate equipment and to interpret and evaluate examination results with respect to applicable codes, standards, and specifications. The NDE Level II shall be thoroughly familiar with the scope and limitations of the NDE methods for which he is qualified and shall be responsible for on-the-job training and guidance of trainees and NDE Level I. The NDE Level II shall be able to organize and report the results of examinations. 2.3.3 NDE Level IIIAn NDE Level III personnel shall be capable of developing, qualifying, and approving procedures, establishing and approving examination techniques, interpreting codes, standards, specifications and procedures; and designating the particular examination methods, techniques, and procedures to be used. The NDE Level III shall be responsible for the NDE operations for which qualified and assigned, and shall be capable of interpreting and evaluating examination results in terms of the existing codes, standards and specifications. The NDE Level III shall have sufficient practical background in applicable materials, fabrication and product technology to establish techniques and to assist in establishing acceptance criteria when none are otherwise available. The NDE Level III shall have general familiarity with other appropriate NDE methods. The NDE Level III shall be responsible for the training, examination and instruction of NDE Level I and II personnel for certification. 2.4 While in the process of being initially trained, qualified and certified, an individual shall be considered trainee. A trainee shall work with a certified personnel and shall not independently conduct any examination, interpret or evaluate results of examination, or report examination results.3. QUALIFICATION REQUIREMENTS FOR NDE PERSONNEL3.1 Personnel considered for certification in nondestructive examination shall have sufficient education, training and experience to ensure understanding of the principles and procedures of those areas of examination in which they are being considered for certification.3.2 Documented training and/or experience gained in positions and activities comparable to those of Level I, II or III prior to establishment of this Written Practice may be considered as satisfying the criteria of para.4.1, 5.1 and 5.2. These records shall be certified by the Quality&Technical Manager.4. QUALIFICATION OF LEVEL PERSONNEL4.1 Educational Background and Experience To be considered for certification as a Level III the candidate shall satisfy one of the following education and experience criteria.4.1.1 Graduation from a minimum four (4) year college or university with a degree in engineering or science, plus one (1) additional year of experience beyond the Level II requirements in NDE in an assignment at least comparable to that of NDE Level II (such as Chinese Level II) in the applicable NDE method(s), or4.1.2 Completion with passing grade of at least two (2) years of engineering or science study at a university, college, or technical school, plus two (2) additional years of experience beyond the Level II requirements in NDE in an assignment at least comparable to that of NDE Level II (such as Chinese Level II) in the applicable NDE method(s), or 4.1.3 Four (4) years of experience beyond the Level II requirements in NDE in an assignment at least comparable to that of NDE Level II in the applicable NDE method(s). 4.1.4 For Level III certification, the required experience shall consist of the sum of the time required for Level I and Level II as described in 5.1, and the additional requirements listed 4.1.1 through 4.1.4.4.2 For Level III certification, the required formal training shall consist of the Level I and Level II training, plus Level III training as defined below:Required Additional Training Time for Level (hours)RTUTMTPT242216164.3 Examination An NDE Level III in the applicable method(s) shall be responsible for administration and grading of examinations for other Level III personnel. All questions for NDE Level III examination shall be approved by the NDE Level III in the applicable method(s) or his delegate. Written examinations shall be closed book except that necessary data, such as graphs, tables, specifications, procedures, codes, etc., may be provided with or in the examination.4.3.1 Basic Examination (Required only once when more than one method of examination is taken). The minimum number of questions which shall be given is as follows:a) Fifteen (15) questions relating to understanding the SNT-TC-1A document.b) Twenty (20) questions relative to applicable materials, fabrication, and product technology.c) Twenty (20) questions that are similar to published Level II questions for other appropriate NDE methods.4.3.2 Method Examination (for each method).a) Thirty (30) questions relating to fundamentals and principles, that are similar to published ASNT Level III questions for each method, andb) Fifteen (15) questions relating to application and establishment of techniques and procedures that are similar to the published ASNT Level III questions for each method, and c) Twenty (20) questions relating to capability for interpreting codes, standards, and specifications relating to the method.4.3.3 Specific Examination (for each method)a) Twenty (20) questions relating to specifications, equipment, techniques, and procedures applicable to the product(s) and methods employed, and to the administration of this Written Practice. 4.4 Grading4.4.1 The NDE Level III in the applicable method(s) or a qualified representative shall grade the examinations for Level III personnel.4.4.2 The composite grade shall be determined by simple averaging of the results of the basic, method, and specific examination.4.4.3 Examinations administered for qualification shall result in a passing composite grade of at least 80 percent, with no individual examination having a passing grade less than 70 percent.4.4.4 Those applicants failing to attain the required grades must wait at least thirty (30) days or received suitable additional training before re-examination.4.5 Physical examinationCandidate shall be given a physical examination in accordance with Para.6, and shall be acceptable. 5. QUALIFICATION OF LEVEL AND PERSONNEL5.1 Work ExperienceTo be considered for certification as a Level I and Level II, the candidate shall satisfy the experience requirements for the applicable method and level as specified in Table 1. For NDE Level II certification, the experience shall consist of time at NDE Level I or equivalent. If an applicant is being qualified directly to NDE Level II with no time at NDE Level I, the required experience shall consist of the sum of the time required for NDE Level I and Level II. Initial experience may be gained simultaneously in two or more methods if the candidate spends a minimum of 25% of work time on each method for which certification is sought, and the remainder of the work time claimed as experience is spent in NDE related activities defined in this written practice.5.2 Training5.2.1 Personnel being considered for certification shall complete training, as specified in Table 2, to become thoroughly familiar with the principles and practices of the specified examination method related to the level of certification desired and applicable to the practices to be used and the products to be examined. The training course outlines are described in the Training Program.5.3 Examination of Technical Competence The NDE Level III personnel in the applicable method shall administer and grade the examinations of NDE Level I and II applicants. All questions for NDE Level I and II examinations shall be approved by the NDE Level III personnel in the applicable method(s). Written examinations shall be closed book except that necessary data, such as graphs, tables, specifications, procedures, codes, etc., may be provided with or in the examination.5.3.1 General Examination (Written) a) The general examinations shall address the basic principles of the applicable NDE method.b) In preparing the examination, the NDE Level III personnel shall select or devise appropriate questions covering the applicable method to the degree required for the Level to be certified.c) The number of questions given shall be as follows, as a minimum. MethodLevel Level RT4040MT4040PT40405.3.2 Specific Examination (written) a) The specific examination shall address the equipment, operating procedures, and examination techniques that the applicant may encounter during specific assignments to the degree required for the Level of certification. The specific examination shall also cover specifications, codes, and acceptance criteria used in NDE procedures. b) In preparing the examination, the NDE Level personnel shall select or devise appropriate questions based on codes, specification and NDE procedures.c) The number of questions given shall be as follows, as a minimum. MethodLevel Level RT2020MT2020PT20205.3.3 Practical Examinationa) The applicant shall demonstrate familiarity with and ability to operate the necessary examination equipment, and to record and analyze the resultant information to the degree required. At least one (1) flawed specimen or component shall be examined and the results of the examination shall be analyzed. The description of the specimen, the examination procedure, including check points, and the results of examination shall be recorded. b) Level I proficiency shall be demonstrated in performing the applicable NDE method on one (1) or more specimens approved by the NDE Level III personnel and in evaluating the results to the degree of responsibility. Level II proficiency shall be demonstrated in selecting and performing the applicable NDE and interpreting and evaluating the results on one (1) or more specimens approved by NDE Level III. For both level I and level II at least ten (10) different check points requiring an understanding of examination variables and the procedural requirements shall be included in the examination. 5.4 Grading5.4.1 The NDE Level III personnel in the applicable method shall grade the examination results of NDE Level I and II applicants.5.4.2 A composite grade shall be determined by simple averaging of the results of the general, specific and practical examinations. 5.4.3 Examinations administered for qualification shall result in a passing composite grade of at least 80 percent, with no individual examination having a passing grade less than 70 percent.5.4.4 Those applicants failing to attain the required grades must wait at least thirty (30) days or receive suitable additional training before re-examination.5.5 Physical ExaminationCandidate shall be given a physical examination in accordance with Para.6, and shall be acceptable. 6. PHYSICAL EXAMINATION6.1 Near-Vision Acuity. The examination shall assure natural or corrected near-distance acuity in at least one eye such that the applicant is capable of reading a minimum of Jaeger Number 2 letters at a distance designated on the chart but not less than 12 inches (30.5 cm) on a standard Jaeger test chart under normal lighting conditions. This shall be administered annually.6.2 Color Contrast Differentiation. The examination shall demonstrate the capability of distinguishing and differentiating contrast between colors or shades of gray used in the method. This shall be conducted upon initial certification and at one- year interval thereafter.7. CERTIFICATION7.1 Certification of NDE Level I, II and III personnel shall be performed by the Engineering and Quality Dept. Manager based on demonstration of satisfactory qualification as determined by procedures outlined in para.4, 5 and 6.7.2 Certification records shall be maintained on file by the Responsible NDE Engineer (Level III) and shall contain personnel records of the certified individuals.7.3 The personnel records of the certified individuals shall include as a minimum the following:a) Name of certified individualb) Level of certification and examination methodc) Educational background and experience of certified individualsd) Statement indicating satisfactory completion of training in accordance with the written practice.e) Results of the physical examination prescribed in para.6.f) Copies of current examination and of grades for all previous examinations and descriptions of practical test objects.g) Composite gradeh) Signature of the Level III that verified qualifications of candidate for certification.i) Date of certification and/or re-certification and date of assignment to NDE.j) Certification expiration date.k) Signature of the Engineering and Quality Dept.
