It is making momentous progress in its modernization drive thanks to the development efforts. The ancient “Oriental Pearl” is shining more splendidly in the new century.过去的10年，同样是亚太区域合作快速发展的10年，在此期间APEC取得了辉煌的成就。它制定了发达成员201 0年、发展中成员于2020年实现贸易投资自由化的茂物目标；创造了单边行动与集体行动相结合的合作方式；有力地推动了全球多边贸易体制的发展；开展了多种形式的经济技术合作活动。The past decade is also one of rapid expansion of regional cooperation and remarkable achievements of APEC. APEC has set up Bogor goals of achieving trade and investment liberalization by 2010 for developed members and by 2020 for developing ones. APEC has created a unique approach featuring a combination of individual and collective actions. It has greatly promoted the development of a multilateral trading regime and carried out various forms of economic and technical cooperation. People of all nationalitiesPeople of all ethnic groups毋庸置疑，APEC已经成为亚太地区乃至世界上最重要的经挤合作组织之一。它为亚太地区各成员领导人进行对话和交流提供了难得的场所，同时就全球和地区经济的前沿性问题进行讨论，在许多问题的政策框架制定上起到了引导方向的作用。因此，APEC对于保持亚太地区的和平与稳定，保进地区经济繁荣与发展，做出了积极的贡献。There is no doubt that APEC has become one of the most important forums in the region and even in the world. It has provided leaders of member economies in the Asia-Pacific with rare opportunities for dialogue and exchange of views and for discussions on frontier issues related to the global and regional economy. It has played a guiding role in the formulation of policy frameworks on many issues. Therefore, APEC has made a positive contribution to maintaining peace and stability in the Asia-Pacific and enhancing its economic prosperity and development.APEC的成功发展，源于各成员希望通过合作实现经济持续增长的普遍愿望，也源于我们根据亚太地区的特点，遵循自主自愿、协商一致、灵活渐进的“APEC合作方式”，更源于APEC本身能顺应全球和地区经济的最新发展，始终站在时代的前沿，与时俱进。A race against the timeThe APEC success is attributable not only to the common aspiration of all its members for a sustainable economic growth through cooperation but also to the APEC Approach of voluntarism, consensus-building, (capacity-building) flexibility, and gradualism, an approach that suits the region. A more important factor for its success is that it has stood at the forefront and advanced with the times in response to the latest development in the global and regional economy. 本次会议是APEC步人新世纪后的第一次部长级会议。我们面临着许多新的机遇与挑战。全球及亚太地区总体经济增长速度减缓，“911”恐怖主义袭击事件对经济的冲击已显现出来。如何促进增长，重振市场信心，是我们需要解决的头等大事。/This is the first APEC ministerial meeting in the new century. We are faced with many new opportunities and challenges. The economic growth of the world and the Asia-Pacific has, on the whole, slowed down. The impact of the terrorist attacks on 11 September on the economy has become visible. How to promote growth and restore confidence in the market is an issue on the top of the agenda.与此同时，经济全球化与新经济不断发展，为我们的地区和人民带来更多的利益与商机，但能否使各个群体都能获益，避免造成新的发展差距，也是我们必须面对的重要挑战。 Meanwhile, the development of economic globalization and the New Economy has brought about more benefits and business opportunities for the region and people. But how to enable people from all sectors to benefit from it without widening the development gaps between them is a challenge we must take up.此外，多边贸易体制处在一个关键时刻，11月WTO多哈会议为世人所瞩目(captivate, capture) 。APEC如何发挥它的独特作用，深化合作，在亚太地区和世界经济普遍下滑的情况下，保持地区经济的持续增长，这些都是我们需要加以探讨和解决的问题。Crucial moment/junctureIn addition, the multilateral trading system is also at a crucial juncture. The WTO Conference to be held in Doha in November has attracted worldwide attention. How to give full play to the unique role of APEC, deepen cooperation and maintain steady economic growth in the region against the general economic slowdown in the Asia-Pacific and the world? These are the issues we must address. 为此，我们将今年APEC会议的主题确定为“新世纪、新挑战：参与、合作，促进共同繁荣”。在今后的两天内，我们将围绕这一主题，就以下几个方面的问题进行讨论。In review of this, we have decided on the theme of this years APEC meetings, that is, “Meeting New Challenges in the New Century: Achieving Common Prosperity through Participation and Cooperation”. In the coming two day, we will discuss the following issues centering around this theme. 第一，推动贸易与投资。我们将在APEC范围内就如何为WTO第四届部长级会议做出贡献进一步交换意见，提出有关加强能力建设方面的具体建议；APEC为实现贸易投资自由化的目标而制定的单边行动计划、贸易便利化原则及其他新倡议将成为我们讨论的主要议题。1. Advancing trade and investment.We will further exchange views within APEC on how to contribute to the 4th WTO Ministerial Conference and make specific recommendations on capacity building. The individual action plans for trade and investment liberalization, trade facilitation principles and other new initiatives will be the main topics of our discussion.第二，使亚太地区从全球化和新经济中受益。我们将在APEC人力资源能力建设高峰会所取得的成果基础上探讨如何加强政府、学术界和工商界的三方合作APEC在开展经济技术合作过程中应建立更为有效的参与机制；我们将同时就如何在新经济时代实现“数字APEC蓝图”提出设想与实施方案。2.Sharing the benefits of globalization and New Economy. We will discuss ways to strengthen the tripartite cooperation among government, industrial and business sectors and academic and training institutions on the basis of the outcome of the APEC High Level Meeting on Human Capacity Building. APEC should establish a more effective participation mechanism in the course of economic and technical cooperation. We should take effective fiscal and financial measures to stabilize the market, restore confidence and facilitate growth so as to enable all the APEC economies to come out, as soon as possible, of the economic slowdown and the shadow of the 11 September terrorist attacks and onto the road to a sustained and steady growth.为此，我们将同财政部长们进一步合作，加强APEC成员间的宏观经济政策对话，并在金融领域的能力建设方面取得进展，为本地区经济的未来发展奠定坚实的基础。 To this end, we will continue to cooperate with finance ministers, increase dialogues on macro-economic policies among the APEC members and make progress in capacity building in the financial sector, with a view to playing a solid foundation for the future economic development in the region. 同时，我们要进一步联系更广泛的社会群体，扩大与各界的交流与合作，使工商界、青年、妇女等真正体会到APEC开展的经济合作活动给他们所带来的益处。At the same time, we will forge closer ties with a wide range of groups and organizations and expand exchanges and cooperation with people from all walks of life so as to enable the business community, young people, women, and people from other sectors to benefit from APEC economic cooperation.各位同事，秋天是收获的季节。经过我们的官员们在过去数月的努力工作，今年APEC的各项工作已基本就绪，我相信此次部长级会议的讨论必然能够在以上各个领域结出丰硕的果实，提交给今年的领导人会议我希望我们的努力不仅能取得切实的成果，而且为APEC第二个10年的发展注入新的活力并规划出其未来前景的蓝图。Dear Colleagues,Autumn is a season for harvest. Thanks to the hard work by our officials over the past few months, all the preparation work for this years APEC meetings is by and large completed. I am convinced that this Ministerial Meeting will produce rich deliveries in all the above-mentioned fields to be submitted to this years Economic Leaders Meeting. I hope that foreign businesspeople could take part in the development of western regions more actively to advance the economic and social development of the vast western areas.女士们、先生们： 中国恢复关贸总协定缔约国地位和加人世贸组织已经走过了15年历程。15年的沧桑变化，已经深深印在中国人的记忆之中，并且也为每一位关心和支持中国现代化事业的外国朋友所见证。值得欣慰的是，近年来，在有关各方的共同努力下，中国加入世贸组织的进程明显加快。 China has gone through a journey of 15 years in order to first resume the original contracting party status in GATT and later to enter the WTO. The twists and turns over the past 15 years have been deeply embedded in the minds of the Chinese people and witnessed by each and every foreign friend who cares for and supports Chinas cause of modernization. However, it is a comfort to see that Chinas accession to the WTO has been noticeably accelerated with the concerted efforts of various relevant parties over recent years.吸收外商直接投资，是中国对外开放基本国策的重要组成部分。二十多年来，随着改革开放逐步深化，中国吸收外资的规模和质量不断提高。截至2001年7月底，中国累计批准设立的外商投资企业37.8万家，合同外资金额7170.1亿美元，实际使用外资金额3728.3亿美元。FDI absorption constitutes an important component of Chinas basic state policy of reform and opening up. As the reform and opening up going into depth over the past two decades and more, China has been constantly improving its FDI utilization in terms of scale and quality. At the end of July 2001, China had cumulatively approved 378,000 foreign funded enterprises with a contractual value of US$717.01 billion, of which US$372.83 billion had been actually paid in. 加人世贸组织，是中国社会主义市场经济发展的内在要求，也顺应了世界经济发展的客观趋势，必将为世界各国和地区同中国开展经济贸易合作提供前所未有的机遇。Joining the WTO is an inherent requirement of Chinas development of its socialist market economy which also complies with the objective trend of the world economic progress, and it will bring about unprecedented opportunities to the economic and trade cooperation between China and various countries and regions in the world.中国西部经济将继续保持快速增长，为外商投资西部创造更多的投资机会。经过二十多年的快速发展，西部地区已奠定了一定的物质技术基础，社会保持稳定，市场经济体制正在逐步建立和完善之中，为西部经济持续快速增长创造了有利的市场环境。/The continuous rapid economic growth in the west will generate more investment opportunities for foreign investment in the area. The rapid development over the past 20 years and more has laid down certain material and technological foundation in the west. This, coupled with social stability and gradual shaping and improvement of the market economic system, has created a favorable environment for the sustained and fast economic progress in the western region.随着西部大开发战略的稳步推进，西部地区的资源优势、经济优势将得到充分发挥，经济增长的质量和水平将进一步提高。 As the Strategy of Developing the Western Regions is steadily pushed forward, the resource and economic advantages of the west will be brought into full play, thus further raising the quality and level of its economic growth. 女士们，先生们：中国改革开放以来，国民经济年均增长速度达到97。中国已经发展成为一个全球极富吸引力的、现实的大市场。世界各国和地区不少有远见卓识的企业家，都将目光投向了中国，投向了西部，并从投资活动中获得了丰厚的回报。/Ladies and gentlemen,China has attained an annual average growth rate of 9.7% for its national economy since the inception of reform and open up policy. China has evolved to an extremely attractive and realistic big market in the global context. Many farsighted businesspeople have paid their attention to China and to the Western regions and got generous profits in return of their investment activities.我相信，中国加入世贸组织后，外商参与中国西部开发的机会将越来越多，自身发展的空间也越来越大，同时西部经济的潜力将得到更大的释放。西部大开发一定能成为沟通世界各国和地区的企业家与中国市场的一座桥梁，促进中国和世界经济共同发展、共同繁荣。I believe that more opportunities will be created for foreign businesspeople to participate in the development of western China following our WTO accession and greater space for development of themselves. In the meantime, the economic potential of the western regions could be tapped to a greater degree. The development of the western regions will surely serve as a bridge connecting businesspeople all over the world and the Chinese market, and promote China and the world to achieve common economic development and prosperity.继往开来，再续新篇Carrying on the Past and Opening a New Chapter for the Future女士们，先生们，记者朋友们：在此，我首先要感谢两会新闻中心的安排，使我有机会与在座的记者朋友见面。借此机会，我愿意向各位朋友简要介绍中国外经贸事业在“九五”期间取得的成就和我们对未来5年外经贸发展的设想：Ladies and Gentlemen, Friends from the Press,Let me start by thanking the news centre of the NPC and CPPCC for its arrangement, which offers me an opportunity to meet friends from the media today. Taking this opportunity, I would like to brief you on the achievements that China scored in its foreign trade and economic cooperation during the Ninth Five-Year Plan period as well as our tentative ideas on the development of foreign trade and economic cooperation in the next five years.“九五”期间是我国外经贸事业发展的重要时期，我国对外经济贸易经受住了亚洲金融危机的严峻考验，保持了不断发展的良好势头。“九五”期间，我国货物贸易进出口额由1995年的2808亿美元增加到2000年的4743亿美元，增长了168倍，年均增长11，超额完成了“九五”计划提出的进出日额达4000亿美元的奋斗目标。The Ninth Five-Year Plan period is an important one as far as our foreign trade and economic development is concerned. Foreign trade and economic cooperation of our country withstood the severe test of the Asian financial crisis and maintained a sound momentum of constant growth. During the time, the value of our goods import and export increased by 1.68 times from US$280.8 billion in 1995 to US$474.3 billion in 2000, realizing an average annual growth rate of 11%. The objective to achieve US$400 billion worth of import and export total set out by the Ninth Five-Year Plan was fulfilled ahead of time.我国在世界贸易中的排名由1995年的第11位上升到1999年的第9位，2000年还有望进一步上升。19962000年，我国累计吸收外商直接投资21348亿美元 (实际到资金额)，比“八五”期间增长87，年均吸收外资规模保持在400亿美元以上，自1993年以来，我国一直是吸收外商直接投资最多的发展中国家。Chinas ranking in the world trade was uplifted from the 11th in 1995 to the 9th in 1999 and it is hopeful to rise further in the year of 2000. From 1996 to 200, we have cumulatively absorbed US$213.48 billion of FDI (actually utilized value), 87% higher than that for the Eighth Five-Year Plan period, the average annual FDI utilization scale remained above US$40 billion. China has been the largest FDI recipient in developing countries since 1993.“九五”期间，我国积极参与多边、双边经贸合作，为国民经济发展营造了稳定的国际环境。我国长达1 5年之久的复关和加人世贸组织的谈判，在“九五”期间取得重大进展。目前我国加入世贸组织的谈判已进入最后阶段，中国加入世贸组织已为期不远。During the Ninth Five-Year Plan period, our country actively participated in bilateral and multilateral economic and trade collaboration and cultivated a stable international environment for the national economic development. During the Ninth Five-Year Plan period, great/much headway was made in Chinas negotiation for the resumption of GATTs original contacting party status and for WTO accession that has been lasting for 15 years. Presently the bilateral talks for Chinas WTO entry have been basically concluded, the multilateral negotiation has entered the final stage and it wont be long before China becomes a member of the WTO. 通过“九五期间的努力，我国全方位对外开放格局已基本形成，开放型经济迅速发展，展望未来5年，中国的对外开放和外经贸发展将进入一个新历史阶段。按照我国国民经济租社会发展第十个五年计划纲要的精神，“十五”期间，我国外经贸发展的主要思路是：Through efforts in the Ninth Five-Year Plan period, Chinas all directional opening up pattern has taken shape coupled with rapid development of the open economy. Looking into the coming five years, Chinas opening up, foreign trade and economic development will enter a new historic era. In the light of the spirit of the Outline of the Tenth Five-Year Plan for national economic and social developments, we have the following major ideas on the development of Chinas foreign trade and economic cooperation.一、加快发展开放型经济，努力实现对外经济贸易的可持续发展。二、加快推进外经贸领域的两个根本性转变，提高我国外经贸的国际竞争力。 1. Accelerating the growth of an open economy and endeavoring to achieve the sustainable development of foreign trade economic and cooperation.2. Pushing forward two fundamental transformations in foreign trade and economic cooperation so as to improve the international competitiveness of China in this field.三、以加人世贸组织为契机，加快建立新的符合国际标准和中国国情的中国对外经贸管理体制。 四、大力实施“走出去”的开放战略。鼓励发挥我国有比较优势的对外投资，在更大范围和更深程度上参与国际竞争与合作。2. Seizing the opportunity of WTOaccession to establish a new foreign trade and economic cooperation system that is consistent with international norm and Chinas national conditions.4. Implementing the open strategy of Going Global in real earnest. Chinas overseas investment projects with relative superiority are encouraged so as to promote Chinas participation in international competition and cooperation on a larger scale and in a more deep-going way.五、基本建立我国外经贸发展的促进和保障体系。六、推进国际电子商务的发展。充实和完善“金关工程”，建立健全外经贸管理网络应用系统，初步实现外经贸管理、经营、信息的网络化，在电子商务、电子信息、电子政务上取得重要发展。 5.
