1. Responsibility 职责1.1 I. E - provide correct, accurate and complete standard equipment information (Drawing, technical data ect) 提供正确完整的设备信息(图纸，技术资料等)1.2 Planner - ensure that imported parts declared with customs are the same as that recorded in the invoices 确保所报进出口料件与发票料件一致1.3 Logistics (I/E) - submit the Imp and Exp information to customs 向海关申报海关所需相关信息-Double check the information provided by each dept to ensure consistency and accuracy对每个部门提供信息予以重验1.4 Finance - final gate keeper to ensure consistency and accuracy of information recorded and reported for ultimate operational, tax, customs and foreign exchange compliances.对记录存档及申报的数据的一致性及准确性把守最终关口，做到帐册与海关数据一致，实现营运、税务、海关、外汇全面全法到位。2. Procedure ( 程序)2. 1 New Equipment & Parts Import and Manage Operation Process 新设备与其零配件进口及后续管理程序2.1.1 - Equipment eligible for duty free declaration via Owned capital -可以申报免税的设备 通过自有资金2.1.2 - According to the Customs regulation, the equipments those who in the list of padlock or limit duty-free equipments of foreign investment have to pay the tariff.- 根据海关相关规定, 凡属于国家“禁止进口目录”、“外商投资项目不予免税的进口商品目录”内的设备需缴纳税金. 2.1.3 -Documents required for application:准备申请资料：A. Commercial invoice in 1 copy and one contract - provide by Purchase正式发票1份以及一份合约；B. Equipment specification, function, usage instruction and latest photos in 1 copies - Provided by I.E设备说明、图片(要说明该设备的用途、功能) 1份C. Technical Spec (in Chinese) - provided by I.E技术资料(中文)D. “Foreign Invested Equipment Duty-free Registration Booklet“ -provided by Logistics dept) 外商投资设备企业免税登记本（物流部提供） F. Approved by customs ( all documents ok need 10 working days)所需资料完整后10个工作日完成审批 2.2 Return or Transfer operation process 退运或结转操作程序2.2.1Return the Duty-free equipment (need 15 working days)征免税设备的退运（需15个工作日）Preparing for application information: 准备申请资料:The original import declaration forms and duty-free forms进口时的报关单、免税表；Export invoices, packing lists, foreign currency verification forms 出口发票、装箱单、外汇核销单；Return instruction (including reasons, equipment name, qty, amount, returned destinations, etc.)退运说明（说明原因、设备名称、数量、金额、退运目的地等）；Equipment depreciation detailed list with finance stamp. 设备累计折旧明细加盖财务章；Delivery Note 出货单2.3 Second-hand Equipment & Parts Import and “After release Manage” Operation Process旧设备与其零配件进口及后续管理程序2.3.1 Import Operation Process 进口操作程序2.3.1.1 Prepare documentation 准备资料Preparing for application information with official seal - Prepare by Log(I/E)准备申请资料（加盖公章）Invoices and packing list - Prepare by Log(I/E)进口旧机电设备的进口清单以及发票；Suppliers business license (copy) - Prepare by Log(I/E)供应商的营业执照复印件；Equipment manufacturing date, brand, origin country, manufacturer. - By shipper设备制造时间、品牌、原产国、制造商Unit price on original purchase - By Purchaser原始采购单价；Downloading relevant forms from the CEEIQB website and completing the forms - By Log (I/E)在出入进检验检疫网上下载相关表格并填写；(有格式)Photos of the equipment, models specification and function description 旧设备的照片、型号、功能说明；-By I.EImporting companys Business License - By I.E本公司营业执照；2.3.1.2 Oversea Inspection 境外检验检疫2.3.1.1 Currently there are ONLY four oversea Organs which China CIQ recognizes. And for each RED license, the inspection organ will be notified by CIQ directly based on the location of the equipments.目前由北京检验检疫局唯一认可的国外检疫机构， 凡牵涉到装运前检疫证的， 北京局将通知里设备供应地最近的一家检疫机构前往审查。2.3.1.2 If the equipments HS Code is designated as “3C” for mandatory inspection or “O” for controlled supervision, we are required to apply for the “3C” Automatic Import License (it takes about 21 business days to complete).如设备的HS编码涉及3C强制认证或监管条件带“O”，则要申请3C免办强制认证证明和自动进口许可证（约需21个工作日）。2.3.1.3 Applying for Duty-free Certification with local Customs (Please provide a statement detailing the specification of the used equipment)主管海关申请办理设备征免税证明（提供旧机情况说明）。Note: Second-hand equipment just could apply for duty-free certificate via investment quota. Otherwise, it has to be paid for the tariff when importing.旧设备只能用免税额度申请免税证明（将用完）， 其余只能增税进口。2.3.1.4 After goods arrive at port, we need to take the related information to Customs for import declaration (Customs will check the price and the equipment). (It takes 10 business days) 货物抵达口岸后，携带相关资料前往海关申报（海关将对价格、设备年限进行核价），海关批准放行（需10个工作日）。2.3.1.5 SCIQ inspect the old equipment at the port ( 3 working days).上海商检局执行旧机电产品到货商检(3个工作日) 2.3.1.6 Taking delivery of goods and nominating a forwarder to carry the goods to our company.提货，委托货运公司将设备送至公司2.4 Return the Duty-free equipment (need 10 working days)征免税设备的退运（需10个工作日）2.4.1 Preparing for application information: 准备申请资料:The original import CDF进口时的报关单；Export invoices, packing lists, foreign currency verification forms 出口发票、装箱单、外汇核销单；Return instruction (including reasons, equipment name, qty, amount, returned destinations, etc.)退运说明（说明原因、设备名称、数量、金额、退运目的地等）；Equipment depreciation detailed list with finance stamp. 设备累计折旧明细加盖财务章；2.4.2 “After release” of Control &Management internal后续管理Bonded Equipment :2.4.2.1 Under customs monitor within customs supervision year 在海关监管期内受海关监管2.4.2.2 Cannot move out of COMPANY for other production usage 不能在监管期内移作他用2.4.2.3 Regularly check and stock taking for boned equipment 定期作盘库2.4.2.4 Scrape must apply to customs 报废必须向海关申请2.4.2.5 Log (I&E) fill in information of the equipment such as CDF number, HWAB, HS Code, Commodity name and consignment deadline into the Equipment Tracking List.进出口部将设备相关的报关信息填入设备跟踪表内, 如报关单号, 运单号, 海关商品编码, 商品品名以及不作价期限.2.4.
