We will stick to cooperating with higher educational schools and oversea high-quality universities ； establishing a various T&S research platform； promoting high-level fundamental research and high-tech research together. We will support exchange of teachers and students between Hubei and foreign universities, mutual authorization of credits, and mutual conferring of degrees; encourage good-condition higher education schools to run oversea schools; encourage students to study and travel abroad ; strengthen bilingual and multilingual education; enhance each students international communication capacities to cultivate a large number of talents, who have global perspectives, are familiar with international rule, and are able to participate in international affairs and competitions; promote primary and middle schools outside communication and global understanding of education; found oversea teacher training base(cooperating with Europe and America);deep implement “Chutian Scholars Program”, “Program of Giving Lectures in Hubei by World-known Scholars ”and so on.During the “12th FYP”, we introduced about 1000 Chutian Scholars, sent about 3000 young and middle-aged academic elites and young teacher to be trained abroad, organized about 5000 primary ,middle schools and career schools teachers to be trained abroad, promote the steady exchange and cooperation proportion relationships among about 1000 primary and middle schools and foreign schools. （三十三）引进优质教育资源。大力推进我省高校开展本科等多层次中外合作办学。通过政府邀请等方式，吸引国际知名大学与我省高校合作办学。“十二五”期间，建立20个左右本科层次中外合作办学项目、1-2所独立设置的中外合作高校。支持办好中国欧盟清洁与可再生能源学院等中外合作办学。探索与国外高水平大学共同培养创新型人才的制度和模式。引进境外优秀教材，加强高校课程体系国际化建设。提高我省高校聘请外籍专业课教师的比例，到2020年外籍教师达到专任教师的4%。大力发展职业教育领域的中外合作办学，引进境外职业教育课程教学资源和国际通用的职业资格标准，引进海外企业、机构和职业院校参与我省职业院校的办学和管理，探索建立国际职业教育园区。扩大高中阶段中外合作办学。(33)Introduce high-quality educational resources. We should increasingly promote our provincial multilevel (eg. Undergraduate) Chinese-foreign cooperation proportion of running schools, attract international well-known universities and Hubei provincial higher educational schools to cooperate through various methods(eg. Governments invitation). During the “12th FYP”, we will set up about 20 Chinese-foreign cooperation proportion projects of running schools for graduates, 1 or 2 private ones. We will give support to the Chinese-foreign cooperation proportion of running schools(eg. The Chinese-Europe clean and renewable energy sources faculty); find the system and model of cultivating innovative talents with foreign high-level universities; bring in foreign high-quality teaching materials and strengthen the international course system for higher educational schools; raise the proportion of Hubei higher educational foreign teachers. It predicts the proportion of foreign teachers will reach to 4% in 2020. （三十四）增强湖北教育国际影响力。定期举办国际教育展，为我省教育对外开放搭建国际平台。扩大实施省政府来鄂留学生奖学金计划，完善留学生奖励政策，到2020年，在鄂学习的外国留学生比2010年翻两番。实施“留学湖北”行动计划，努力使湖北成为外国学生来华留学的主要目的地之一，培养一大批知鄂友鄂的高素质外国留学生。建立外国留学生预备教育基地。大力提高高校外语授课水平，增加高校外语授课的学科专业，着力建设一批吸引海外学生来鄂留学的特色学科群。建设一批外籍人员子女学校。鼓励学校在海外设立留学生校友会。推广对外汉语教育，推进我省高校“孔子学院”和高中学校“孔子课堂”发展。Strengthen the international influence of Hubei education.
