Sand and loose soil are loose impediments on the putting green, but not elsewhere. Snow and natural ice, other than frost, are wither casual water or loose impediments at the option of the player. If by then the ball has not fallen into the hole, it is deemed to be at rest. Doubt as to Procedure; Disputes and Claims 对处置程序的疑义：争议和申诉In match play, if a doubt or dispute arises between the players, a player may make a claim. If no duly authorised representative of the Committee is available within a reasonable time, the players must continue the match without delay.The Committee may consider a claim only if the player making the claim notifies his opponent (i) that he is making a claim, (ii) of the facts of the situation and (iii) that he wants a ruling. General;Winner 胜者A stroke play competition consists of competitors completing each hole of a stipulated round or rounds and, for each round, returning a score card on which there is a gross （总杆）score for each hole. Each competitor is playing against every other competitor in the competition. The competitor who plays the stipulated round or rounds in the fewest strokes is the winner. 以最少的击球次数打完规定一轮或数轮的比赛者为胜者。In a handicap competition, the competitor with the lowest net score for the stipulated round or rounds is the winner. 在有差点的比赛中，以最少的净杆数打完规定一轮或数轮的比赛者为胜者。3-2. However, the competitor incurs no penalty for having played a second ball, and any penalty strokes incurred solely by playing that ball do not count in his score. b. The sample becomes the property of the R&A for reference purposes. Form and Make of Clubs 球杆的形状和构成a. Stroke play Two strokes for each hole at which any breach occurred; maximum penalty per round Four strokes. Match or stroke play In the event of a breach between the play of two holes, the penalty applies to the next hole. Bogey and par competitions See Note 1 to Rule 32-1a. Stableford competitions See Note 1 to Rule 32-1b. *Any club or clubs carried in breach of Rule 4-1 or 42 must be declared out of play by the player to his opponent in match play or his marker or a fellow-competitor in stroke play immediately upon discovery that a breach has occurred.
