No. ObservationAdviceCorrective action1-2008SMOKE DETECTION IN THE VOIDSPACE BETWEEN ROOF AND FALSECEILINGThe production areas have considerableamount of electric cables in the void spacebetween roof and false ceiling withoutautomatic fire detection. A smouldering firecould spread to large area without gettingnoticed/detected and thus could render thesprinkler system ineffective incontrolling/extinguishing the fire.Advice No.1In order to have early detection of fire, it isrecommended to provide smoke detectionsystem in the void space between roof andfalse ceiling. The alarm should be transmittedto fire panel and also within the productionarea to ensure quick response.1) A freestanding smoke detector with battery (see attached sample) will be installed in the void space between roof and false ceiling. If cable raises smoke in case of fire, it will trigger the freestanding smoke detector to alarm and security control center will be informed to come to the scene to take immediate reaction. 2) We will weekly check the detectors and replace the battery yearly;3) All freestanding smoke detectors will be installed inside false ceiling in production areas in Aug 30, 2008.Reference: 2-2008MONITORING & TESTING OF FIREPUMPS OPERATIONSIt was observed that the current testingregime includes testing of the fire pumps onmonthly basis. The exact cut in pressure forthe automatic operation were notimmediately known.Advice No.11) In line with NFPA requirement, to ensurebetter reliability, weekly testing of fire pumps for the automatic cut in operation and other parameters is recommended. The electrical pump needs to be run 10 minutes per week. The test results to be recorded to spot deviations.2) Fire pumps cut in settings for the automatic operations to be displayed near the pumps for the easy reference.3)The fire pumps also need to be tested once year for quantitative performance i.e., flow pressure and performance needs to becompared to the manufacturers curves.1) Fire pump system as a infrastructure of the building, the service is provided by our China partner Great Wall, and they contract the service to the professional and qualified fire maintenance company, the frequency and method of fire pump testing is based on national regulation (see attached);2) For visual management on site of fire pump, we will discuss with our China partner and make it improve;3) We will discuss with our China partner about yearly fire pump flow pressure and performance test and compare with the manufacturers curves to make sure meet the requirement.Reference: 3-2008TESTING OF DIESEL GENERATOR(DG) SET PROVIDING EMERGENCYPOWERThe DG set providing the emergency powerare tested at a frequency less than once weekAdvice No.1The emergency generators should be test run for at least 20 minutes every week and a load test carried out once a year. The results for such tests should be recorded.1) After consulting with our China partner Great Wall, they consider that they have followed the national fire related regulation to test the Generator, the test record have been kept by Great Wall.2) We will timely communicate with GW about the test result.4-2008INFRA RED TESTING REGIME FORHOT SPOT DETECTIONInfra red testing is a very good preventivemaintenance aid for identification of the hotspots in electrical systems like breakers,switch gears etc; The technique uses ainfrared camera to detect hot spots,Advice No.1It is recommended that site initiates Infraredtesting at least for critical electrical equipmentlike breakers and transformers connectors.We are contact with outsourcing and make plan the critical points for testing, yearly inspection will be taken if necessary.Reference: 5-2008FIRE ALARM PANELThe fire alarm panel had system troublealarm. The information regarding thisproblem was not readily available.Advice No.1It is recommended to immediately identify the problem and rectify the deficiencies.Have discussed with China partner, they promised they will enhance the monitor and ask the service company to provide the report if any fault or alert/alarm occurred, in the meantime the service provider will immediately inform the site safety supervisor/individual security control center, the site security guard will immediately check, the service provider also will go to site to check. 6-2008SAFETY AUDITSThe Shenzhen area is exposed to highlightening hazard. It is thus imperative toInclude lightening protection systemtest/audit once a year. However, at themoment it was not clear if the lighteningprotection system is tested/audited on yearlybasis by the building management.Advice No.1It is recommended to that the lighteningprotection system to be tested/audited onyearly basis.1) The thunder proofing system of building have been test once a year (test by Great Wall), and twice for Chemical Store Room (test by Elcoteq), it is comply with national regulation;2) According to company history, for the past few years, the thunderbolt didnt affect our any system, including electrical system, telephone system and internet and intranet system, or other systems.3) We will communicate with Great Wall our further concerns and make sure the thunder proofing system is under good and effective condition.7-2008SPRINKLER SYSTEMSite has been provided with sprinkler system.The design basis of the same was not readilyavailable. Further, the warehouse areas havemuch higher fire load and hence it isimportant to ensure that the system isadequate for the occupancy.The sprinkler system has two electrical firepumps. Reportedly there are twoindependent power feeders and hence supplyis reportedly reliable. However, it was notclear if the power supply to these pumps isindependent of power supply to the building.Advice No.11.Site to verify that the sprinkler system isadequate for the warehouse occupancy.2. Ensure that power supply to sprinkler pumps is independent of power supply to the building( in case of fire in the building it may benecessary to shut power to the building for fire fighting operation.).1). According to inspection result from local Nan Shan fire bureau on site on May 20,08 and reinspection on Jul 21,08, the current sprinkler system is adequate and effective.2) The power supply to sprinkler pumps is confirmed independent according to China partners electrical diagram.
