Gentlemen we are very lucky to have this morning the representatives of 16 member states of the European Union gathered here to meet with friends from the press I hope that everybody uses this opportunity to get to know each other and to establish contacts for the future We are also very honored by the presence of representatives from the Ministry of Economic Affairs Let me now talk about investment My message is simple The EU is the land of investment opportunities Three justifications will illustrate my message First of all the EU is a safe and secure market The EU s legal framework provides for a clear set of rules and standards with an emphasis on fair competition that provides a level playing field for businesses from all around the world European rules are established in a transparent process where all stakeholders are consulted well in advance and are given plenty of time to adjust to new measures Second the EU is equipped with superior infrastructure From modern airports to high speed trains from roadways to waterways the EU has a highly efficient transport system Member states have successfully invested more than 200 billion in the last ten years to enhance the quality of the European transport network Last but not least I would like to correct the wrong perception of an expensive workforce in Europe There is currently a trend towards increasing working hours in many member states as European labor legislation is getting increasingly flexible More importantly the European workforce is often highly qualified and productive This results in very competitive labor costs 第 2 段 I have just mentioned three reasons why Taiwanese business people should invest in Europe but there are many more To help people find more about the benefits of investing in the EU the 27 member states have all set up agencies specialized in attracting foreign investment These agencies can help Taiwanese business people find investment opportunities in Europe and they can also provide all sorts of incentives to foreign investors from cheap land to tax breaks Despite all this Taiwanese businesses have so far invested very little in the EU as compared for example to your Korean or Singaporean competitors If things do not improve Taiwan will lose touch with the European consumers and miss opportunities to benefit from the good EU business environment So there is no more time to lose now is the time for Taiwanese businesses to explore new investment projects in the EU By the way I strongly encourage Taiwanese businesses to follow the good example of the EU which has already become the largest foreign investor in Taiwan How can Taiwanese business people find out about opportunities for investment in the EU Well that s actually very easy they just have to read the guide Invest in the EU It is a practical user friendly guide with contact details of representative offices of all 16 EU member states in Taipei and contact details of the investment agencies in 27 EU member states And it is bilingual English and Chinese We will distribute this guide to the Taiwanese business community and we also count on you to spread the news that the EU welcomes economic crisis a topic that is on everybody s minds at present I made a point of attending this CEO summit and the APEC Leaders Meeting because of the opportunity APEC provides to discuss how best to respond to the global economic turmoil affecting us all APEC s strength is that it represents a broad group of economies and businesses with like minded views and considerable economic weight In my view co operation between economies and businesses is exactly what is needed in times like these As a former businessman I understand how important it is for you to have confidence that your political leaders are taking actions to strengthen the economic fundamentals It is no news to anyone that the global economic outlook for 2009 is weak Political leaders have taken fresh approaches to address the challenges arising from this financial crisis We ve seen bank bail out packages fiscal stimulus packages worldwide and interest rate reductions in response to the crisis Today I m going to address the implications of the global financial crisis and the possible responses to it from the perspective of a small country firmly located in the APEC region my country New Zealand 第 2 段 New Zealand is as you may know a small and very open economy We are vocal advocates for free trade and have few restrictions on goods entering our markets Our banking system is also in good shape when compared internationally Nevertheless despite a backdrop of strong fiscal and monetary policy our economy has slipped into recession New Zealand knows very well that one of the critical factors for getting out of this current downturn will be our ability to trade our way out of it This I believe is true for all of the economies represented in this room particularly the small and developing economies In recent months the world has focused on the collapses of companies like Lehman Brothers and Merrill Lynch Insurance companies and car makers have also run into great difficulties These realities and the associated bail out packages are expected to prompt a widespread review of financial regulation Reforming the global financial system will require a balancing act between on the one hand moving away from the largely unregulated environment of today and on the other ensuring we do not completely undermine financial markets Let s not forget that for global growth to continue the world needs financial markets to function and it needs liquidity Furthermore the world needs to trade and to interact My Government is firmly committed to working with other governments and businesses like yours to not only grapple with the immediate pressures on our economy but to in turn address the underlying issues that led to today s financial crisis Finally as Chief Executives can I say again that as a politician who came from the business world I know the contribution you make to economic growth The strength of APEC is its willingness to engage and blend politics and business Without business on 工 比如 園丁 私人 司機 幫傭 看護等等 從事這些工作的人 只是外籍 工 也包 括許多本地的 工 家庭過去被視為私 域 所謂法 進家門 過 去 家庭 受到國家法 的介入 現在這些觀 在改變 可 是家務 動這一塊走的比較慢 國家的法 還是沒有介入 這是一個 很大的問題 過去這個問題沒有那麼明顯 這是因為家務 動的 工跟雇主的 關係並 是很明顯 有時候是非全職的工作 一個星期 打掃 天 或者固定 煮個三餐 但這些 工會回自己的家 很少會 24 小時住在 雇主的家庭 這個問題在我們開始雇用外籍 工作為家庭的幫傭和 看護之後 才逐漸的凸顯出 外籍幫傭是 24 小時住在家 工作的 場所與生活的空間完全重疊在一起 變成 24 小時待命的 態 所以接 下 我講的這個問題 是在外籍幫傭進 之後才明顯反映出 的 第 2 段 外籍家庭幫傭要面對的第一個問題就是超時工作 當然這要看個 別家庭的 況而定 像有一些臥床的病人 需要有人 24 小時在旁邊照 顧 這些看護工沒有辦法 續的睡覺 休息 體 很難恢 長期以 往 工無法承受這種工作 態 此外 外籍幫傭面對的第二個問題 是沒有休假或加班費的保障 動條件的好壞完全要看運氣 許多外 籍 工 台灣簽約時 雇主或仲介就擺明 沒有休假 但是在 動 約 會規定給加班費 萬一外籍 工遇到 沒有休假又沒有加班費 雖然可以申訴 但是通常申訴無效 因為 委會會 這是 工跟雇主 之間簽訂的 動 約 基法 適用 外籍幫傭面 的第三個問題就是他們的工作場所相對危險 因為 像家庭這樣的 動場所 對 性 是一個安全的地方 特別在台灣社 會 一個弱勢的 性 動者 常常會遇到性騷擾 甚至性侵害的問 題 但是很難有證據 而且外籍 工 能夠自由轉換雇主 無法逃 危險的工作場所 這讓 動者的人權非常沒有保障 要解決外籍幫傭所面對的困境 我們認為必須要制訂一個保障這 些家庭
