XII.QUALITY MANAGEMENT PROCEDURESPurpose:The purpose of this procedures is to outline the construction quality assurance program of the project of Avic residential development. This procedure will give an overview of the program, describing overall responsibilities. Quality Assurance:The primary function of quality assurance is to obtain competed construction that meets all contract requirements. Assurance is defined as a degree of certainty. Quality assurance personnel continually assure or make certain that the contractors work complies with contract requirements.RESPONSIBILITIESThe Contractor is responsible for performing the work in accordance with all aspects of the Contract. At a minimum, the Contractor shall perform testing and inspection in accordance with this Construction Quality Plan. None of the Contractors quality staff have the ability to deviate from Project requirements or to interpret Project specifications. Their role is solely to ensure the finished Work meets the requirements of the Contract. Quality staff has the authority to stop any and all Work that does not meet the Contract requirements.Scope:This procedure sets forth the construction quality program requirements that are to be applied to work performed by Shanxi Construction Engineering (Group) Corp. Quality Assurance Personnel: The role of quality assurance personnel is to assure that the CQC (Contractor Quality Control) system is functioning properly.1. Examine the quality control methods being used to determine if the contractor is properly controlling design activities in design build contracts2. Examine the quality control methods being used to determine if the contractor is properly controlling construction activities.3. Make certain that the necessary changes are made in the contractors QC system, if excessive construction deficiencies occur.4. Assist the contractor in understanding and implementing the contract requirements.5. Examine ongoing and completed work.6. Review Quality Control documentation to assure adequacy.Control Quality Control: The primary function of CQC is the successful execution of a realistic plan to ensure that the required standards of quality construction will be met. In CQC, the contractor defines procedures to manage and control his own, designer of record, consultant, architect-engineer, all subcontractor and all supplier activities so that the completed project complies with contract requirements.For design build contracts this includes providing and maintaining a design quality control plan as a part of the overall contract QC plan.This plan, as a minimum must assure that all documents are reviewed by a technically competent independent reviewer specifically named in the plan. The QC shall be managed by a Design QC Manager who has a verifiable engineering or architectural design experience or is a registered engineer or architect. The Design QC Manager is under the supervision of the QC Manager.Quality Control Personnel: As stated previously, CQC is a contractor responsibility: This includes1. Produce he quality specified in the plans and specification, and for design-build contracts in the Request for Proposal as well as the contractors accepted proposal.2. Develop and maintain an effective CQC system.3. Perform all control activities and test 4. Prepare acceptable documentation of CQC activities.The Contractor also is required to place a competent representatives onsite to oversee the CQC system. He must have full authority to act for the contractor on CQC matters. He responsibilities include workmanship methods, and techniques to ensure that all work is performed properly by qualified and careful craftsmen. For design build contracts, responsibility also includes design quality and the performance of constructability, operability and environmental review of the design.Responsibility:The decision to implement this QA program for a particular construction job will be made at the sole discretion of the management of Bafani Construction The decision to implement this program for a particular job will be based on but not limited to the following criteria:Size and cost of the projectEffect of the project on the overall goals of the Southern CompanyCritical nature of the job (quality/safety)The decision to “Stop Work” resides with the management of Bafani Construction and is no way affected by the decision to implement or not to implement this QA program.Construction Site Organizational StructureEach Construction site shall have at least one Bafani Construction QC representative or individual identified as the QA/QC contact. Depending on the construction site, this QA/QC function may be expanded to include additional personnel as dictated by the size of the project and or scope of work activities. The organizational structure for the project shall be aligned in such manner as to follow the on site QC representative the necessary autonomy to perform the QA/QC function in an urbanized manner.In addition the onsite representative will work with the corporate QC coordinator to conduct periodic assessments of the overall QA/QC implementation for the project.Program ImplementationImplementation of the construction services QA/QC Program on a particular job site will be generally following the outlined below:Review the construction QA/QC implementation checklist This checklist should be used as a discussion guide by the Construction Site Management, The Corporate QC Coordinator and the project manager to insure that all aspects of the program are being considered.Generat Plan to Implement Letter and send construction services logistic manager- This letter should be used to document the intent to implement the Program and any anticipated deviations from full implementation. Copies of the letter should be sent to the regional construction manager, The project manager, the corporate QC coordinator and onsite document control.Develop and implement specific components of the program construction site management should develop site specific plans based on discussion above and assign responsibilities for implementation. Conduct overview meetings with all construction services site employees. At some point the corporate QC coordinator will generally conduct an overview meeting on the generic QA/QC ProgramConduct periodic review with appropriate feedback and follow up to construction site management. The corporate QC coordinator with assistance from the onsite QC representative will conduct periodic assessment of the onsite program implementation with checklist and process observation based on specific components of the QA/QS program.QUALITY ASSESSMENTVarious reviews and assessment will be carried out to verify that construction services projects are following the requirements of the QA/QC program.Assessment conducted by the Manager QA in accordance with the basic quality policy.Assessment associated with the required controls.Assessment associated with administrative procedurePeriodic assessment performed by the construction QC coordinator as outlined of the implementation process.On site assessment conducted by Construction site management Approvals and Revision:Procedure issued for review and comment will be identified with an alpha revision designation. Procedures approved for use will be issued with a numerical revision designation, beginning with “0”.All procedures approved for use will be dated and contain the initials and /or signature of the following:Person who prepared or revised the procedureConstruction Logistic Manager or designeeVice President Construction Services or designeeA brief description of the reason for a revision will be given on the cover sheet along with appropriate approvals. Materials within a procedure that has been revised or added will be indicated with “bold” type and a bar. (/).Distribution of the Manual As outlined in administrative procedure Policy and Procedure Manual Overview, there will not be a controlled distribution of this manual The web copy of the manual (if theres any)
