barriers to tradewith anaim to protect itshome marketand domesticproducts.?1.Analysis on the causesof formation ofGreen TradeBarriersFirstly,the worseningof ecologyis the major reasonforGreenBarriers.With the development ofindustry and technology,the economyincreases veryfast andthe humanlife hasbeen improved.But atthe sametime,thedevelopmentof economyis ata costof thedestruction of environment.The environmentalproblems havearoused publicattention andthe internationalsociety hasbegun tomake lawsto protectenvironment.In June,1972,the United Nations publishedthe StockholmDeclaration andstressed theimportance of the protection of environment.From thenon,more andmore peopleconcern about the environmentalproblems.The conceptofenvironmenthas influencedthe standards and investmentdirectly causetheGreen TradeBarriers.As weknow,developed countriessurpass the developing countriesin scienceandtechnology.Even ifthey makevery strict environmental standards,their domesticproducts canreach therequirements ofstrictenvironmentalstandards whilesuch standardsmay constitutebarrierstoproducts from developing countries.In fact,these standardsmay beediscriminations againstproducts from the developing countriesandconstitute ameans ofarbitrary orunjustifiable discriminationbetween country.?Thirdly,the riseof protectionismin somedeveloped countriescontributes muchto theformationof Green barriers.In modernmarket economy,petition ismore severethan before.The domesticindustries aredirectly facingpetition fromthe productsof other countries,and they will urgetheir governmentsto takeeffective measuresto protectthem fromthe foreignproducts.While because ofthemultilateral negotiationsof WTO,the tariffshave beengreatly cut down andthe use of non-tariff measureshas alsobeen restricted.Therefore,manydeveloped countries haveto resort to somelegal restrictionsof importationsuch asGreen barriersto protecttheir homeindustries,which givesrise to the increaseof Green barriers.?2.The mainforms ofGreen barrierstrade?In aordancewith therelated provisionsof WTOAgreementonGreenBarrierstoTrade,the Green barriers areusually inthe formsas follows:?2.1Green Tariff?Some developed countries wouldimpose importsurtax onproducts thatmay causepollution orharms to the environment.If suchmeasure isabused,it suffered great loss due totheGreen barriers.Inxx,vegetables fromTaizhou wereprevented fromentering Japanbecause ofJapanese strictinspection andthe pricewas greatlycutdown.Also inxx,the aquaticproductsfromNingbo wererestricted byEuropean Union(EU)because they could not reach thesanitary standardsof EU.Due toGreen tradebarriers,60kinds ofChinese agriculturalchemists werebanned byEU becausetheycouldnotreachthe Green standardsofEU.In aordancewith thestatistics ofUnitedNations,China hassuffered aloss of$7.4billion inxxduetoGreen barrierstrade.Chinas exportto EU,Japan,Korea andothercountriesdecreases notably.?Generally speaking,agricultural productsand foodstuff,textile productsand mechanicaland electronicproducts arethe threemain industrieswhich suffergreat lossbecauseofthe strictGreen barriers.Since thesethree productsconstitute themajority ofChinese?exportation,we caneasily drawa conclusion:Green barriersto tradehas beeone ofthemajorobstacles inChinese developedcountriesandhassufferedgreatloss.Therefore Chinese?exporters shouldthink carefullyaboutthecountermeasures toeliminate theunfavorable influencesof suchmeasures.First,we shouldmake fulluseofthe preferentialtreatment tothedevelopingcountries stipulatedintheAgreement ofGreen tradebarrier.Aording totheprovisionsoftheAgreement ofGreen tradebarrier,developedcountriesshould takeaount ofthe specialdevelopment,financial andtrade needsofdevelopingcountry memberswith aview toensuring thatsuch Greenregulations,standardsandconformity assessmentprocedures donot createunnecessary obstaclesto exportsfromdevelopingcountries.So,as adeveloping memberof WTO,China isentitled tosuch preferential?treatment.Secondly,China shouldmake useoftheDispute SettlementSystem ofWTO toprotect herinterests.Different fromGATT,WTO hasset upa powerfuldispute settlementsystem tosolve thedisputes betweenthe membersofWTO.So,if our interests areharmed bythe unfairGreenbarriersof otherWTO 如果产品没有按照发达国家的要求进行包装，他们将不会被允许在发达国家市场上出售。 如果这种严格的要求是不必要的，它们将阻碍国际贸易的进一步发展。 ?（四）卫生和检验检疫制度?借口保护人类健康，动物和植物，发达国家往往使用非常严格的卫生和检疫限制发展中国家产品进入其本国市场从而达到保护其国内产业和国内市场的目的。 ? 三、绿色贸易壁垒
