Dell Shanghai Office Emergency Evacuation Plan(Proposed Time: Dec. , 2006)1.0 目的PURPOSE1.1符合中国消防和安全生产法的要求。1.2增强员工应变灾害的能力，掌握必要的自救技能，训练全员懂得在紧急情况下尽快地、镇静地、有序地、正确地疏散。熟悉紧急出口、疏散通道及紧急集合点的位置。1.3检验紧急应变程序的实用性。1.4锻炼提高救援的反应能力，急救及组织员工疏散的技能。1.5使得以后发生紧急情况时，人员的伤害和财产损失减到最小。1.6 测试消防设施是否正常运行1.1 To comply with Chinese Fire Prevention and Production Safety Laws.1.2 Improve associates capability to handle emergency situations. Get them to familiarize with the nearest emergency exits, routes and assembly point. Train associates to evacuate in an orderly, calm and quick manner under emergency situations. 1.3 Verify the availability and practicability of the emergency response procedure.1.4 Enhance FRT(First Response Team) members response capability and skills of rescue, first aid and leading group evacuation.1.5 Minimize injury and property loss in case of emergency.1.6 Test if the fire facilities work properly2. 0 地点LOCATION2. 1 戴尔在上海长宁区租用的办公楼。2. 2 疏散集合地为_。2.1 Leased Office building in Changning district, Shanghai2.2 The assembly area: _.3. 0 演习参加人员People involved戴尔员工, 和现场供应商、承包商、访客等所有人员。 Dell associates, on-site vendors, contractors, visitors4. 0 演习准备Drill Preparation4.1硬件设施: 对讲机, 扬声器(或音响系统), 集合标志牌, 照相机; 警报和广播系统测试; 电梯的管制; 应急通道的检查 (负责人_Billie Ni_)4.2 管理层(CDC, WWP, Sales)沟通: 演习时间, 地点, 疏散集合地; 演习参加人员确定 (负责人_Frank Gong_)4.3 员工沟通: email通知上海戴尔全员演习安排和相关注意事项; 与部门经理主管和协调员做相应沟通 (负责人_Frank Gong_)4.4 外部沟通:与大楼物业事先沟通协调，并要求相关配合(负责人_Billie Ni_)；4.5联系当地消防报备，并请求现场指导(负责人_Cliff Ling_)4.6组织:组织应急小组，制订并培训其相关职责(负责人_Frank Gong_)(参照附件2)4.1 Physical prep.: walkie-talkie, loudspeaker (or stereo system), assembly signs, camera, alarm &broadcast system testing, lift control, emergency route checking, assembly area (owner_Cliff Ling, Billie Ni_ )4.2 Management (CDC, WWP, Sales) communication: drill schedule, assembly area, special arrangement to avoid security and biz. impact (owner_)4.3 Employee communication: Emailing the drill plan and relevant instructions; communication with managers, coordinators and FRT members regarding their responsibilities ( owner_ )4.4 Outside communication: contacting the property service owner for drill coordination; contacting the local fire bureau for instruction and recording( owner_)4.5 contacting the local fire bureau for instruction and recording( owner_)4.6 Roles and Responsibilities: organizing FRT group, conduct training before drill (owner_)(Refer to attachment 2)5.0 演习方案 Drill Plan5.1假设办公大厦办公楼发生火灾，火灾警报响起。5.2 保安接到火警报告，立即采取行动：用对讲机通知当班保安迅速到现场确认火情，并同时通知保安经理。 当班保安到该现场，确认火情后，立即通知保安经理，保安经理根据该保安的反馈情况决定启动警报和广播疏散。5.3 听到疏散警报和广播后,a. 员工保持镇定, 有秩序地沿安全疏散路线, 从最近的逃生路口迅速撤离到紧急集合点，并立即向所在部门点名人报告。(撤退期间所有人员严禁使用电梯)b. 应急队员立即到集中点集中（在各楼层协助疏散的成员除外），应急队员开始各自的分工开始救援工作。c. 各部门主管或经理: 指挥本部员工到指定的集合地点集中; 清点本部员工人数，并及时将人员受困情况向现场指挥_报告，现场指挥立即组织紧急救援工作。注: 供应商, 承包商和访客人数由所在部门自行统计。d. 保安协助人员安全疏散, 保持道路畅通, 在紧急集合点协助维持秩序及协助人员清单报告。5. 4 紧急集合点点名和现场救援结束后，现场指挥向大家总结演习情况，并宣布演习结束经理主管组织员工有秩序地回到工作岗位5.1 Scenario: fire case in the office, fire alarm rings.5.2 As soon as security guard got the fire case report, they take immediate action as follows:a. Contact the security guards in that area by walkie-talkie. The guard checks that area to confirm the situation immediately.b. After the fire has been confirmed, the guard activates the fire alarm and broadcasting system to evacuate Dell associates immediately.5.3 As soon as people hear the alarm and broadcasting,a. Remain calm. Evacuate to assembly point from closest exit in an orderly manner, and report to the department roll caller immediately.( Do not use the lift during the evacuation!)b. FRT members (except the ones who direct the associates to evacuate) go to the assembly point immediately and start their own assignment and rescue job.c. Department supervisor or mangers: Guide department associates to gather at the assembly area, make a roll call and report it to on-the-spot commander_ to confirm whether there are still employees not evacuated yet. On-the-spot commander organizes further rescue immediately.Remarks: vendors, contractors, visitors roll calling are conducted by their own department.d. Security guards assist the employees to safely evacuate, maintain an unobstructed evacuation route, coordinate roll calling at the emergency assembly point.5.4After roll call and emergency rescue at emergency assembly point, the commander makes a summary of the drill and declares the “alarm cleared”.
