individually 1540 created a 标准厂房物业管理办法 第一章 总则 第一条 为了规范工业园区标准厂房物业管理 明确 产权所有人 产权管理人 产权使用人的权利和义务 为入 驻企业创造整洁 文明 安全的生产经营环境 根据 中 华人民共和国物业管理条例 结合甘肃临夏经济开发区 实际 制定本办法 第二条 甘肃临夏经济开发区管委会负责对使用开发区 统建标准化厂房的企业实行统一管理 第三条 本办法适用对象是指与开发区签订进区合同 通过租赁或购买开发区统一建设的标准化厂房从事生产经 营活动的企业 第二章 物业管理机构及范围 第一条 甘肃临夏经济开发区管委会 负责对园区标 准厂房及园区道路 绿化 管网 路灯等配套设施实行统 一管理 第二条 甘肃临夏经济开发区管委会负责标准厂房日 常事务管理 负责工业园区物业及配套设施设备的日常维 修 保养 巡视检查等工作 负责标准厂房公共区域环境 依法在云阳县办理工商 税务登记 3 积极鼓励食品 服装 电子 玩具等中小型加工企 业进入标准厂房 4 最短租期不少于 1 年 5 起租面积不低于 1500 平方米 原则上至少租赁一层 原则上每平方米年产值不低于 3000 元 第七条 企业入驻时 必须与云阳县人和投资开发有 限公司签订标准厂房租赁合同或购买合同 办理物业管理 交接手续 第八条 租赁合同中载明以下主要内容 租赁厂房名 称 楼层及面积 租赁价格 租赁期限 物业管理费标准 租金及物管费支付方式 配套条件及违约责任等 第九条 租金标准按实际租赁年计算 租赁整幢标准厂 房的 第一年 第二年 第三年每平方米月租分别以 4 元 5 元 6 元的标准定价 三年后的租金标准由租赁方与园区 管委会另行商定 并提前 1 年公布 分层租赁标准厂房 的 底层按 6 元 月计收 第二层按 5 元 月计收 第三层按 4 元 月计收 第四层按 3 元 月计收 实 际租金价格以签订的招商引资合同为准 第十条 建立标准厂房奖励制度 根据企业实际纳入 园区财政入库税收给予如下奖励 1 凡年产值在 3000 3999 元 平方米的企业 奖励 返还 月租金 1 元 平方米 年产值在 4000 4999 元 平 Pushing ahead East North West development facilitating shanty complete 奖励政策以一年为单位结算兑现 实行先收后返 受奖励的企业要提供相关的申请及税收资料 5 优惠政策 实行就高不就低的办法 但企业不得重 复享受 6 享受了厂房零租金优惠政策的企业不再享受此项奖 励政策 第十一条 标准厂房销售实行 限价制 实行单独 核算 最高销售价格控制在税前利润不超过销售收入的 10 核算时政策性减免 返还和奖励不纳入销售收入范围 第十二条 物业管理机构内部对标准厂房的租赁和购 买要建立台帐和相关档案 并将相关情况于每季度最后 1 个月的最后 1 周送领导存查 第十三条 标准厂房管理及维修养护 1 租赁或购买标准厂房的内部设施 含道路 水 电 通讯 消防设施 卫生间 排污排水管道 的日常保洁 养护和维修 由企业负责 园区内公共部位的基础配套设 施 含管网 道路 供电 供水 消防 路灯 通讯 公 Pushing ahead East North West 由云阳县人和 投资开发有限公司负责 2 企业不得擅自改变房屋结构 房屋外立面以及使用 用途 因生产需要 企业对厂房做分隔改造或内部安装机 器设备时 不得超过楼面允许的荷载 施工前须征得云阳 县人和投资开发有限公司取同意并提供施工图纸 经有关 部门审查后才可以进行 因施工影响其他楼层时 需书面 征询涉及部位用户的意见 第十四条 企业按租赁面积 0 3 元 月的标准每月10 日前向云阳县人和投资 开发有限公司缴纳物业管理费 用于 标准厂房共用设施设备和公共场所的维护 保养与管理 第十五条 水 电 气收费管理 租赁或购买厂房企业的自用水 电 通信等费用由企 业负责缴纳 用户计量器具显示的量值为收费依据 两个 或两个以上企业合用供水 供电等计量器具 合用双方必 须签订使用协议书 并明确缴款人和费用分摊的规则 第四章 园林绿地管理 第十六条 在各个绿化场所 均设置爱护绿化警示牌 敬请大家爱护绿化 保持环境清新 优美 整洁 第十七条 招聘专业人员绿化管理 对草坪 花卉 树木等 进行栽培和定期修剪 养护 花草树木修剪整齐 美观 定期清除绿地杂草 杂物 适时组织浇灌 施肥和 松土 作好防涝 防冻事项 适时喷洒农药 预防病虫害 及时更换死亡苗木 保持园区花木繁茂 第十八条 对不爱护绿化行为予以劝阻 警告 对故 意损毁 破坏行为 视情节严重程度 提请业主委员会和 相关部门给予相应处罚 雨污水井每季度检查一次 需要时及 时清掏 化粪池每二月检查一次 如有异常及时清掏 第二十一条 按园区实际情况 对需要的部位进行消 毒或灭虫除害 第二十二条 为保证园区人员安全 健康和环境整洁 卫生 禁养畜禽 第六章 公共设施管理 第二十三条 公共设施维护的基本要求 1 建立公共设施设备档案 设备台帐 对设施设备 的运行 检查 维护 保养等记录齐全 2 设施设备标志齐全 规范 责任人明确 操作维护 人员严格执行设施设备操作规程及保养规范 保障设备设 施运转正常 3 对共用设施设备组织定期巡查 作好巡查记录 需 要维修时 属于小修范围的 及时组织修复 属于大 中 修范围或者需要更新改造的 及时编制维修和更新改造计 划并组织维修或更新改造 4 保障电梯正常运转 5 保障消防设施设备状态完好 可随时启用 消防 Pushing ahead East North West development
