安全生产培训工作对于企业的安全具有重要的作用与意义 加强企业对安全生产培训 工作的管理力度 提高企业内部员工的综合素质 有利于控制企业过程中的安全事故 提 高企业的效率及质量 促进企业的安全和飞速发展 一 我国企业安全生产培训工作存在的问题 1 培训时间投入不够 有些企业为了让员工尽快投入到工作中 大大缩短了必要的培训时间 安全生产时间 也随之大幅减少 这样员工在工作中技能掌握不够 安全知识掌握也不全面 不仅培训的 效果体现不出来 效率上不去 更重要的是 由此引起的和设备操作事故时有发生 甚至 出现人身伤害 2 职工受训没有动力 企业组织职工安全培训 一般有两种情况 一种是企业为了应付上级有关部门的检查 而开展的 三项岗位 人员 指公司及各单位主要负责人 安全管理人员和特种作业人员 办证培训 一种是根据计划或上级安排开展的职工岗位培训和安全培训 其中新工人上岗 前及转岗人员岗前的办证培训只注重结果 不注重过程 新工人经过培训考试 基本都能 拿到证 甚至由于用人急需的原因 一些应培训的课程未学完 证没发下来就上岗了 对 于受训职工 他们发现 学不学都能过关 即使偶尔出现考核不及格的 交几十元钱 走 个形式 补个考也就过关了 另外 在岗职工操作证到期换证 企业组织一次培训 职工 参加一次考试 具不具备岗位技能一律过关 不存在真实的技能考核 岗位培训也和办证 培训一样 办个班 走走形式 过过场面 交差了事 至于培训的效果如何 却无人去进 行真实考核 以致职工对参加此类培训 毫无动力可言 更别说提高职工的学习兴趣 3 教师培训没有压力 由于企业组织对职工进行培训的教师大多是兼职 他们都有自己的主要工作 很难全 身心地投入到职工培训的教学当中 负责任的 根据培训计划 备备课 不负责任的 连 课也不备 仅仅列几个题纲 或者照着教材念 根本谈不上在课上把安全知识有机结合到 课程中演讲 从而加深学员对安全意识的影响 安全事故发生后的分析往往是什么措施不 落实 什么操作不附合要求 考核了事 而不深层次挖掘原因 难道与操作工的操作习惯 无关吗 与上岗位培训无关吗 这也培训效果的一个重要组成部分 我认为有必要挖掘 4 培训过程中重视安全知识的培训 轻视安全意识的培训 这是一种本末倒置的培训 职工了解了一些安全知识 而不用心去操作 还是会出大 事的 轻则导致财产的损失 重则影响人身安全 我们在事故发生后问当事人 这样操作 会出事的 职工大多回答 我知道 再问为什么还要这样去做呢 回答往往是不当心 没注意 这样的事例很多 不再一一列举 这都是安全意识谈薄的体现 二 提高我国企业安全培训工作的对策 1 加强培训机构师资建设 培训质量的好坏与师资的质量息息相关 企业应根据实际情况加强师资建设 企业的 培训师资一般来说有外聘教师和企业内部人员两种 对外聘教师来说 由于他们对企业的 生产情况了解不深 授课内容通常是理论性和专业性较强 一般适合对企业中高层管理人 员的培训 而企业内部则可以选拔一些在专业技术方面较突出的 理论功底相对较深 传 授能力又比较强的职工 将他们充实到师资队伍中 由于他们来自基层 对生产情况和职 工的技能水平都十分了解 更适合对生产一线的职工进行培训 2 加强培训教材建设 把安全知识融入到各类专业知识中 纵观许许多多的专业知识教材几乎没有针对专业知识提到安全的片断或相关安全要点 等注意事项 往往讲专业而专业 与安全完全割裂开来 我认为每一次培训都是有针对性 的 要针对不同的培训对象 编写不同的教材或讲义 把安全知识融入到教材或讲义中 3 重视安全意识培训 提高职工的安全责任心 安全意识 是人们在潜移默化下的自然反应 加强安全意识的培训相对于安全知识的 培训更为重要也更为困难 人走多了就成了路 一是我们在培训过程中 要以身边的人 身边的事为案例 二是让职工有一种意识 学会把安全措施制度化 自觉遵守操作规程 三是岗位职工养成好的工作习惯 四是培养职工的工作责任心 关心企业 关心他人 关 心自己 不伤害他人 不伤害别人 不让别人伤害 4 严格培训管理 严格管理是做好安全生产教育培训工作的关键 要严格检查教学组织 授课时间 培 训效果等情况 规范教学行为 切实落实各项培训制度 在培训过程中 要严明纪律 严 格管理 认识到安全生产教育培训工作的重要性 认清每个人肩负的责任 强化忧患意识 增强大家做好安全生产教育培训工作的紧迫感 危机感和责任感 5 全面提升安全生产教育培训质量 积极制订教材编写规划 统筹教材编写 在编写教材的过程中 要突出应用案例的特 色 开发适用于不同层次人员的培训教材 以适应分级 分类培训的需要 改进培训班次 的设置方式 推广专题研究 短期培训 小班教学 将不同层次 不同类别人员分开培训 加强培训调研 完善培训课程设计 切实增强培训的针对性和实效性 改进讲授式教学模 式 推广研讨式 互动式 案例式 体验式 模拟式教学 进一步增强教学的吸引力和感 染力 严格考核标准 加强考核管理 建立健全高危行业企业 三项岗位 人员安全监管 监察人员考核题库 并开发相应的配套软件 大力推行计算机考试 实现题库资源的共享 共用 6 加强安全生产教育培训信息化建设 要想满足各级各类人员多样化的学习要求 就要实施网络教育培训和信息化管理工程 加强网络教育培训基础设施建设 建立网络教育培训平台 规范网络教育培训管理 针对 不同层次 不同类型 不同岗位人员的工作需求 开发网络课堂 视频课堂 充分利用视 频系统 互联网系统开展远程教学 实现安全生产教育培训生活化 网络化 常态化 为 了适应现代信息技术发展的新形势 要加快安全生产教育培训信息化建设的步伐 构建教 育培训信息化管理平台 实现教育培训管理 考核发证 证书查询等多方面的信息化管理 不断提高管理水平和工作效率 7 全面落实安全生产教育培训责任 深化安全生产教育培训体制 机制和法制建设 进一步明确相关部门 企业和培训机 构的职责 建立完善的面向基层 责任明确 载体多样 保障有力 管理规范的省 市 县三级安全生产教育培训体系 把安全生产教育培训纳入安全生产监督管理和执法检查中 进一步加强工作指导和监督检查的力度 督促地方各有关部门以及各培训机构和企业认真 落实相关法律法规 制度标准的要求 健全教育培训制度 切实履行各自职责 确保各项 政策措施落实到位 努力完善专项检查制度 加大执法检查力度 严厉查处企业 三项岗 位 人员未按照相关要求持证上岗 职工未经培训或培训不合格就安排上岗作业的行为 进一步落实企业安全生产教育培训的责任 总之 企业发展是我们追求的最大目标 安全发展是实现企业最大目标的可靠保障 我们每一个职教工作者都要以企业的安全发展为己任 努力搞好安全培训 最大限度的提 升职工队伍的整体安全素质 为企业的安全稳定持续健康发展做出积极的贡献 Safety production training plays an important role and significance
