activities to ensure that air dust pollution sources are identified and controlled to meet project and legislative requirements 3 REFERENCE Nil 4 DEFINITIONS Nil 5 PROCEDURE 5 1Identification Prior to construction the Construction Manager will determine air pollution and dust generation limits based on statutory safety and environmental and project specific requirements Allowable limits will be documented in the Project HSE Plan or Construction Environmental Management Plan Prior to commencement of works the Construction Manager in conjunction with the Project HSE Coordinator PHSEC shall identify the likely construction air pollution and dust sources for the project Management strategies will be developed for managing these sources so that the construction air pollution and dust generation limits are not exceeded Management strategies will be documented in the Project HSE Plan or Construction Environmental Management Plan Where the Construction Manager determines that a baseline survey of pre existing air dust levels is required prior to commencement of construction works the PHSEC shall determine the air dust monitoring locations and times recommend an agency to conduct the survey Upon completion of the baseline level survey the Construction Manager shall review the report in conjunction with the potential air dust levels likely to be generated on the project Areas The primary method of controlling dust generated by construction operations will be water sprayed by water tankers Crushed rock may also be used in areas of high traffic volume The PHSEC in conjunction with the respective Supervisor shall determine the frequency of passes and number of water tankers based on the following weather conditions drying rates volume of traffic extent of stripping area extent of unprotected areas During working hours the Supervisor shall ensure that water tankers are available and operating at the frequency times and locations specified Tanker operators shall water the areas at the speed and duration specified Water tankers shall be filled at the end of each day to ensure prompt commencement next day The Supervisor shall monitor the weather forecast to ensure that sufficient water tankers are available to provide additional support for dust control should extended periods of high winds be expected 5 2 2Vehicles Plant and Equipment The PHSEC shall check all site vehicles plant and equipment on arrival for smoke and dust emission levels Vehicles plant and equipment exhibiting visual smoke for prolonged periods shall not be used until repairs have been carried out 5 2 3Stockpiles The Construction Manager shall ensure that stockpiles are managed to minimise dust generation through use of the following techniques as appropriate materials are graded to a smooth finish and watered to encourage the formation of a hard crust stockpiles are not disturbed unnecessarily loose material likely to be airborne is watered frequently by sprinklers or water tankers stockpiles are covered stockpiles are revegetated with an appropriate groundcover The Construction Manager or delegate shall monitor stockpile conditions daily 5 2 4Chemical and Ozone Depleting Substances On receipt of any chemicals on site the PHSEC shall ensure that the container s are sealed or securely covered Chemical items which are subject to prolonged storage shall be periodically checked by the PHSEC to ensure lids and covers are secure The PHSEC shall ensure that any process using ozone depleting substances eg CFC 113 are identified and handled Management strategies for the project with respect to air pollution and dust control shall be documented in the Project HSE Plan or Construction Environmental Management Plan Specific work instruction ITPs and checklists will be developed as required to ensure these strategies are correctly implemented and documented The Construction Manager or nominated delegate is responsible ensuring that works are completed and monitored in accordance with the Project HSE Plan or Construction Environmental Management Plan requirements Typical construction activities control measures and performance criteria
