InternationalInternational TelecommunicationTelecommunication UnionUnion ITU ITU ITU International Telecommunication Union ITS related Activities in ITU Standardization efforts for 5 8GHz band DSRC ITUITU International International TelecommunicationTelecommunication UnionUnion The International Telecommunication Union ITU is an inter governmental international organization for worldwide telecommuni cations It adopts international conventions and treaties regarding frequency usage and orbital positions of geostationary satellites both on the earth s surface and in space satellites Each member country must determine its own laws based on the adopted conventions and treaties The ITU also serves many other functions such as development of various standards to ensure interconnectivity for global telecommunications and provision of technical support for developing countries The ITU has the Plenipotentiary Conferences as its highest decision making body and the Council comprising 46 member countries Sections undertaking specific operations are the Radiocommunication Sector ITU R the Telecommunication Standardization Sector ITU T and the Telecommunication Development Sector ITU D ITU s work on the Transport Information and Control Systems TICS was initiated when the United States proposed in 1994 that ITU R launch studies on TICS as a new research subject The proposal was officially approved in 1995 and Working Party WP 8A of Study Group SG 8 within ITU R is engaged in TICS research ITS relatedITS related ActivitiesActivities inin ITUITU ITS aims to build a system which integrates people and roads by utilizing cutting edge technologies and radio communication using microwave is an important element technology Since the discussions on ITS fields had started at ITU R in 1995 in October 1997 Objectives and Requirements as conditions for radio in ITS fields was identified and approved at the Radiocommunication Assembly The individual radio technology is described in Technologies in which Japan had an active role in completing the topics of DSRC at 5 8GHz band and Low Power Short range Radar low power short range vehicle radar in 60GHz and 76GHz bands supporting safe driving A draft including these DSRC and short range radars was approved at WP84 in February 1999 followed by the approval of SG8 the upper level organization in November After that Radiocommunication Assembly held at Turkey in May 2000 approved the draft and ITU recommendation was issued Year MonthYear MonthMajorMajor ActivitiesActivities 1994discussion started at ITU R WP84 October 1997 draft Objectives and Requirements approved at Radiocommunication Assembly Februaly 1999each draft approved at WP84 November 1999each draft approved at SG8 May 2000 drafts approved at Radiocommunication Assembly in Turkey thus becoming international standards StandardizationStandardization effortsefforts forfor 5 8GHz band5 8GHz band DSRCDSRC ITU approved the 5 8 GHz frequency band as the standard for DSRC Dedicated Short Range Communications see page 35 for reference which is the key technology for ITS Activities in European and North American countries are in line with this decision and the 5 8 GHz band is expected to become the global standard 5 8GHz band DSRC standardization trends yearEuropeNorth AmericaJapan 1992 Launch of studies on DSRC standardization 丂丂丂 1995 Launch of studies on DSRC standardization 1996 October Approval of New Work Item Proposal NP of 5 8GHz DSRC at ISO Launch of study on DSRC standardization in North America 915MHz band was considered at first March The Telecommunications Technology Council proposed technical conditions related to 5 8GHz band DSRC for ETC 1997 September Approval of 5 8GHz band DSRC as European pre standard May ITS America proposed 5 8GHz band DSRC to FCC April Submission of draft to ISO September The Radio Regulatory Council proposed related regulations enacted 22nd September November Establishment of non governmental specifications by telecommunication industry 1998 June FCC approved 5 8GHz band DSRC and NPRM Notice of Proposed Rule Making was made in the Federal Register 1999 October FCC adopted a Report and Order and decided to use 5 8GHz band for a variety of DSRC uses 2000 March Discussion started on transition to the European standard of the 5 8 GHz band DSRC system February American Society for Testing Materials ASTM started discussion on the 5 8 GHz band DSRC system January The Telecommunications Technology Council started discussion on the technical requirements for general purpose DSRC systems applicable in various fields October The Telecommunications Technology Council pro
