And English, as an international language, is widely used in the whole world. For increasing the quality of the nation, the National Educational Department put forward a document that states the aim: from the autumn of 2001, English will be taught in all urban primary schools; from the autumn of 2002, English will be taught in all rural primary schools, and the starting grades are Grade 3. Now the English teaching in village has more than 10 years history. But due to the late start, the development of English teaching in primary school is disequilibrium. By organizing the related literature, the author finds that the study on English teaching in primary school is rare. Therefore, this thesis will be very meaningful to reveal the current English teaching situation in rural primary school.The thesis mainly adopted the method of document analysis, observation method and interviews. This thesis discusses the necessity of English teaching in primary school by investigating the current English teaching situation in Shaxi primary school. And try to find the problems existing in the school and give some advices. The thesis is divided into five parts:Part one, introduce the background and significance of the research and review the related literature. Part two is the research design. It introduces the purpose and questions of the research firstly, and then, analyzes the method, object and information of the research. Part three discusses the current English teaching situations in Shaxi primary school from three parts: the teachers, the students and the teaching resources. In part four, the author find the problems of English teaching existing in Shaxi primary school, analyzes the main problems and causes, and gives some suggestions. Part five is the conclusion of the paper. The author hoped to find out the problems of English teaching existing in the Shaxi primary school exactly. Language, as a medium, plays an important role in communication. And English, undoubtedly, as an international language, is widely used in the whole world. At the same time, lots of countries in the world realize that it is very necessary to be a qualified citizen to grasp a foreign language in 21st century. And for increasing the quality and competence of the nation and to better adapting the economy and information globalization, a reform of basic education is waving in the whole world. Thus, teaching English in primary school is also gradually valued by the whole society in recent years.Under such ages background, in the autumn of 2001, the National Educational Department put forward a document” the Ministry of Education about Advanced Primary School Start English Curriculum Positively Instruction Opinion”. It states the aim that from the autumn of 2001, English will be taught in all urban primary schools; from the autumn of 2002, English will be taught in all rural primary schools, and the starting grades are Grade 3.Notes教育部基础教育司组织，英语课程标准研制组编写.教育部印发关于积极推进小学开设英语课程的指导意见，中小学图书情报世界，2001，（2）。 The duty of English education in primary is to inspire the childrens interest, cultivate their positive attitude, help them to build their self-confidence at the beginning of English learning, and train their pronunciation. The primary school students should master Basic English knowledge, acquire basic communication skill in real context and have a solid foundation for further English learning. Under the economic background at that time, the National Educational Department makes such a decision is wise and farsighted. It is not only providing the policy basis for establishing the English curriculum in primary school, but also laying a solid foundation for developing the countries English education career. Significance of the researchSince the opening and reform, the English teaching in rural primary school has more than 10 years history. And unquestionably, there has been a great deal of achievement and laid the foundation for the development of the English teaching in primary school. However, there are also many problems. Due to the late start, the development of English teaching in primary school is imbalanced. For example, the lack of qualified primary English teacher with native-like pronunciation and proper teaching method, the lack of teaching resources and facilities， and the students study situation.周榕.欧洲小学外语教学趋势简介，2000，（03）。 Such kind of educational condition is particular obvious in rural areas, and that influence the pace of promoting the quality education in school. After the English teaching in rural primary school, it is aroused highly attention in the whole country. Lots of experts around the world are to investigation the English teaching situation in primary school from different aspects through different ways. But there is little study in the Southwest nationality countryside school. And by organizing the related literature, the author finds that the study on English teaching in primary school is rare. In order to get more information about the English teaching situation in rural primary school, this thesis try to find out the existing problems of English teaching in rural primary school and give some suggestions, taking Shaxi Primary School for example. Therefore, this thesis will be very meaningful to reveal the current English teaching situation in rural primary school. We may find the real reasons to cause such situation and offer proposals to solve these problems, which can promote the blossom of the primary English teaching.Literature ReviewSince the English course was set up in elementary school, it causes great attention and does lots of research. In this part, the author is going to review the related literature, hoping to find a new point for promoting the primary English teaching. From the beginning of the 20th century, scholars overseas was started the study on English teaching in primary schools. In 1995, the European Commission was published a white paper” Education and Training: to aim at learning society” provided a guidance. It states that it is good for children to study first foreign language in the preschool stage, and lay a solid foundation at the elementary school stage, then to learn a second foreign language in high school. Meanwhile, the paper written by Zhou Rung, pointed that English is the first selection of European countries and its status in the irreplaceable role. For example, English is the only one compulsory language for the children of eight years old in Greece.周榕.欧洲小学外语教学趋势简介，2000，（03）。 That establishes the foundation for European countries to set up the English courses in primary school. Thereinto, Paul Eggen and other scholars make a deep research and expound about the English teaching in elementary school. Young Hyun Kim (1996) who introduce all kinds of English teaching skills to primary English teachers in his paper after analyzes the primary English teaching content, purpose and the quality of teachers and students in South Koreas primary school.Relatively speaking, English teaching in primary school is late in getting start in China. For example, in the paper A Survey of Primary-school English Teaching Problems in Yibin City, Huang Jianhua pointed that there are only the schools in county opened the English courses after the documents issued. And many of the villages and towns havent set up English courses until now. Whats worse, some of the schools dose not has an English class even though they establish the English curriculum. 黄建华.宜宾市小学英语教学问题的调查报告,2007，（4）。And furthermore, the schedule of English teaching in primary school is universally unreasonable. According to the research, for now, there is twice a week classroom activities in the area where the schools have established the English curriculum while some of them only have once. Cai Xiaoying, in the study of primary school in village and township level in Liupanshui, found that most schools have set up English courses as required, but the total class hours is far from enough.蔡晓颖.新课标下小学英语教学调查分析及对策研究，2007，（2）。 As I said before, some schools have three times a week of classroom activities, some of them are twice a week, and worse still, English course will occupied by other courses occasionally. For the unreasonably of class time and structure, it is difficult for the teacher to fulfill the teaching tasks as well as influence the teaching results.In addition, the class size of English teaching in primary school is also unreasonable. In the Survey and Consideration on English Teaching in Primary School, Yuan Changqing discovered that there is not only the English class hour but also the class sizes are go against the English teaching in elementary school.袁长清.小学英语教学现状调查与思考_以宣城市市区小学为例，安徽教育，2002，（6）。 In some schools of rural areas, the class size is too big; it is hard for teacher to consider the individual difference. Moreover, Li Lingyun in his dissertation for M.A degree in English language and literature, An Investigation and Consideration on English Teaching in Primary School in Given Rural Area, show clearly that the class size in elementary schools is too large in rural area, which concentrated in those schools in central town with good teaching condition.李凌云.我国部分农村地区小学英语教学现状调查与思考.硕士论文.华中师范,2003:11.At the same time, the primary school teacher of English strengthen is weak and complicated. And according to the collected information, so far, the English teaching in primary school faculty force of China is unsatisfactory on the whole. Shu Dingfang et al. in the paper, An Investigation and Consideration on English Teaching Situation in Primary School in Shanghai, revealed that Shanghai is lack of qualified English teacher, especially the outstanding English teacher. Whats more, in the paper, An Investigation and Consideration on English Teaching in Primary School in Baiyin hirakawa District, written by Liu Run found that there are only one English teacher graduated as an English major, the others graduated from other departments without accepting the professional training in English such as English phonetics and pronunciation; and has poor ability to organize the class.刘润.白银市平川区小学英语教学情况的调查与思考，甘肃科技，2004，（20）。Through the survey of the related literature the author also found that the English courses appeal to the students natural human curiosity and they all have great interest in English. However, there are also some problems in English learning habit and method. Many of the students didnt master a right method to learning English, Lu Qiaolins paper shows.陆巧林.广西小学英语教学状况的调查与思考，广西社会科学，2001，（1）。 And that makes the teaching effect barely satisfactory.For the teaching recourses, there are lacking of English teaching recourses and it need to be further strengthened in future. Most schools are short of essential equipment and facility for English teaching. As the paper, An Investigation on Current English Teaching Situation in Rural in Suihua City, written by Chen Yuejuan indicated, lots of schools dont have any other supplementary materials except tapes and several charts matched with teaching material. Only a few schools has audio-visual classroom, but the teacher rarely use it in their normal teaching even though they have the facility.陈跃娟.绥化市农村小学英语教学现状调查，外语教学与研究，2008，（2）。To sum up, there is very little research on English teaching in primary school, particularly in the rural elementary schools in Southwest border area of China. All of these researches can only on behalf of the situations on primary English teaching in local area instead of the whole. Whats more, these surveys just reveal a small part of the current situations of English teaching in primary school and the result is unsatisfactory. Therefore, this study is trying to find out the problems existing in the rural elementary school to some extent and give some suggestions through the investigation of the Shaxi Primary School. The author writes this paper just as an example for reference of primary-school English instruction。Research Method and ThoughtThe method of the research is as follows:Document AnalysisBy analyzing the related literature, the author learns something about English teaching situation in primary school and chooses the direction and topic of the research.Questionnaire SurveyThe questionnaire includes two parts: part one is the basic information of the students; part two is the students learning situation. In consideration of the students age, all questions are multiple-choice question. The contents of the survey include the interests, habits, ways and purpose of students English learning. The questionnaire is in the appendix.Interviews After analyzing the statistics and for learning more information about causing the problems exists in current English teaching, the author interviews some teachers and students in Shaxi Primary School. Meanwhile, trying to encourage them give some advice to solving these problems.Observation MethodAs a teacher, the author observes the classroom learning of the research object.The thought of this thesis is as follows:(1) The author determined the main topic and direction of the research in accordance with analysis of related literatures and materials.(2) By using the questionnaire and other methods, the author wants to depict the current English teaching situation in Shaxi Primary School and analyze the disparities and deficiencies in English teaching process.(3) The author attempting to discuss countermeasures of solving the problems existing in Shaxi Primary School, and makes it possible for the English teaching in Shaxi Primary School blend in the time development tidal current.1.
