【精品】新版船舶垃圾管理计划MVJ 垃圾管理计划MARPOL73/78ANNEX V，REG.10前言INTRODUCTION1.于xx年1月1日生效的经修订的MARPOL附则，除非附则明确许可，禁止将任何种类的垃圾排放入海。 The revised MARPOL Annex V withan entry into forcedate of1Januaryxx,prohibits the discharge of all typesof garbage into the sea unlessexplicitly permittedunder theAnnex.2.MARPOL附则规定，除了MARPOL附则第 3、 4、5和6条的特殊许可外，禁止排放一切垃圾。 MARPOL附则推翻了历史上按垃圾性质来认定哪些垃圾可以排放入海的规定方式以及距岸距离的定义。 第7条规定了应急和非正常情况下的例外情况。 原则上排放限于食品废弃物、标明的货物残余、动物尸体以及洗涤水中包含的标明的对环境无害的清洁剂、添加剂和货物残余。 建议船舶使用港口接收设施作为排放所有垃圾的首选方式。 Under therevisedMARPOL Annex V,discharge of all garbage is nowprohibited,except asspecifically permittedin regulations3,4,5and6of MARPOL Annex V.MARPOLAnnex V reversesthe historicalpresumption thatgarbage may be discharged into the sea basedon thenature of the garbage and defineddistances fromshore.Regulation7provides limitedexceptions to these regulationsin emergencyand non-routine situations.Generally,discharge isrestricted tofood wastes,identified cargo residues,animal carcasses,and identifiedcleaning agentsand additivesand cargo residues entrainedin washwaterwhich arenot harmful to the marine environment.It isremended thatships use port reception facilities as the primary means of discharge for all garbage.3.100总吨及以上的船舶和核准载运15名或以上人员的船舶以及固定或浮动平台，均应备有1份垃圾管理计划。 every ship of100gross tonnage and above,and every ship certified to carry15or morepersons,and fixed or floating platforms shallcarry a garbage managementplan;4.本计划的主要目标是帮助船东、船舶经营人、船员遵循载于附则中的要求和有关国内法规。 The mainobjectives of this planare to assist shipowners,ship operators,shipscrew,in plyingwith requirementsset forthin Annex V andrelevant domesticlaws.5.本计划根据国际海事组织制定的经1978年议定书修订的1973年国际防止船舶造成污染公约（以下简称MARPOL73/78公约）经修订的附则V第10条的要求和我国有关规定编写的。 This planis written in aordance with the requirements Regulation10of RevisedMARPOLAnnexV of the InternationalConvention for the Preventionof Pollutionfrom Ships,1973,as modifiedby theProtocol of1978relating thereto(MARPOL73/78)by theInternational MaritimeOrganization and the domesticlaws requirements.6.本计划包括了国际海事组织制定的“xx年垃圾管理计划编制指南”所要求的全部资料和操作程序。 并参考了其它利于船上垃圾处理的技术指南如ISO21070“船上垃圾管理和处理标准”。 This planincluded allthe requirementsas stated in thexxGuidelines for the Developmentof GarbageManagement Planby theInternational MaritimeOrganization.and alsoconsulted otheravailable technicalguidance onshipboard garbage handling such as,ISO21070Standard for the Managementand handlingof shipboardgarbage7.本计划是为本船船员在船上使用，以船员使用的工作语言和英文编写。 This planis usedfor the crew onboard,and writtenin boththe workinglanguage of the crewand English.8.本船船员应严格按照本“计划”的规定有效地管理垃圾，防止水域污染。 Crew onboard should observe the requirementsof the Plan inorder toprevent garbage pollution.第一章垃圾管理计划实施人员职责Duties of the personsof the implementation of the plan1总负责人职责Duties of the personsin full charge of carrying out the plan本船垃圾管理计划实施总负责人是本船船长，其主要职责是The ships masteris infullcharge of implementationof theplan.His dutieswill include: (1).负责垃圾管理计划在船上的全面贯彻实施；overall implementationof theplan on board. (2).负责组织全体船员的培训、教育工作；training andeducation forthe crew; (3).船舶发生垃圾污染事故时，组织船员进行应急处理并及时报告主管机关。 Muster the crew totake emergencyaction when garbage pollutionhappens.2.具体实施负责人职责The dutiesof the designated person本船垃圾管理计划具体实施负责人是本船大副，其主要职责是The chief officer isthedesignatedperson of theimplementationof theplan,his dutieswill include: (1).检查“垃圾公告牌”是否符合要求；ensuring placardsare displayedin aordance with theRegulations specifiedin MARPOL73/78 (2).教育船员遵守船上垃圾管理计划；monitoring the crew toply with thePlan (3).根据设备功能进行垃圾焚烧；incineration ofwastes inaordance withthe equipmentmanufacturers instructions; (4).联系垃圾的岸上回收业务；liaison theshore authoritiesfor port reception facilities; (5).按照规则的要求在记录簿上填写并签字。 Signing the garbage record book asrequired by the regulations.3.垃圾收集处理人员职责Duties of the personsin chargeof collecting,handling garbage船上的大厨、水手长、机工负责垃圾的收集、处理工作。 Ships chief cook,bosun andmotor manis responsiblefor collectingand handlinggarbage.垃圾收集处理人员的职责包括Their dutieswill include (1).收集处理船上垃圾；collecting,handling dailygarbage; (2).垃圾分类separating garbage; (3).保持垃圾储存点的卫生。 Cleaning theplace ofstoring garbage.4.垃圾处理设备管理人员职责Duties ofpersons whooperate the garbagehandlingequipment (1).操作设备Operating the equipment (2).负责所管设备的维修保养，使其处于良好状态。 Maintenance theequipment andmake themin goodcondition.5.全体船员职责Duties of the crewon board. (4)主管机关可以对下述船舶免除垃圾记录簿要求The Administrationmay waivethe requirementsfor garbagerecord booksfor:(i)核准载运15名或以上人员，航行持续时间为1h或以下的船舶；或Any shipengaged onvoyages ofone (1)hour orless induration whichiscertifiedtocarry15persons ormore;or(ii)从事海床勘探与开发的固定或浮动的平台。 fixedorfloatingplatformswhile engagedinexplorationandexploitationofthe sea-bed. (5)本公约缔约国政府的主管机关，可检查停靠其港口或近海装卸站的适用本规定的任何船舶的垃圾记录簿或船舶的正式航海日志，并可将记录簿或日志中的任何记录制成副本并要求船长证明该副本是该项记录的真实副本。 这种经船长证明为船上垃圾记录簿或船舶的正式航海日志中某项记录的真实的副本在任何法律诉讼中应作为该项记录中所述事实的证据。 主管机关根据本项规定对垃圾记录簿或船舶的正式航海日志的检查和制作确证无误的副本应尽速进行，并不应对船舶造成不当的延误。 The petent authority ofthe Governmentof aParty to theConventionmay inspectthe garbagerecord book or ships officiallogbook on board anyship towhich thisregulation applieswhile the ship isin itsportsoroffshoreterminalsand maymake acopy ofany entryin thosebooks,and mayrequire the master ofthe shipto certifythat thecopy isa true copy ofsuch anentry.Any copyso made,which hasbeen certifiedby themasterofthe shipasatruecopyofanentryin the ships garbagerecord bookor ships officiallog-book,shall beadmissible in any judicialproceedings asevidence ofthe factsstatedin the entry.The inspectionofagarbagerecordbookor ships officiallog-book andthe takingofacertified copyby thepetentauthorityunder thisparagraph shall be performedas expeditiouslyas possiblewithout causingtheshipto beunduly delayed. State,also tothat coastalState.第三章船舶垃圾及防污染Chapter IIIPREVENTION OFPOLLUTION FROMGARBAGE1.为了确保经济效益和环境保护，船舶垃圾管理人员应合理调节以下工作To achievecost-effective andenvironmentally soundresults,many garbagemanagement plannersuse abination ofthree plementarytechniques tomanage garbage:1.1减少垃圾产生的reduction atsource1.2垃圾再利用或再循环reusing orrecycling1.3船上垃圾加工（处理）onboard processing(treatment)1.4允许排放时按限制条件排放入海；和dischargeinto thesea in thoselimited situationswhere itis permitted;and1.5排入港口接收设施discharge toa port reception facility.2.当船舶提出供应备件/伙食时，航运公司应在早期阶段鼓励供应商去除、减少包装，限制产生船舶垃圾。 When requisitioningstores andprovisions,shipping paniesshould encouragetheir suppliersto remove,reduce,all packaging,at anearly stage,to limitthe generationof garbageonboardships.3.应制定程序使船员在船上产生垃圾时对垃圾进行分类，哪些船上可重复使用，哪些可由合适的港口接收设施回收再循环利用。 When garbageis generatedaboard a ship,procedures should be definedto enablethecrewto sortthe materialthat canbe reusedonboard theship orrecycled atan appropriateport receptionfacility.4.船上的垃圾种类，部分根据MARPOL73/78附则V规定进行分类。 但有些可根据地区、国家或地方，另分类，如生活、航行、货物、食品、检修方面所产生的垃圾。 auracyof estimatingamounts ofgarbageisleft tointerpretation.Volume estimateswill differbefore andafter processing.Some processingprocedures maynot allowforausable estimateof volume,e.g.,the continuousprocessing of food waste.Such factorsshould betaken intoconsideration whenmaking and interpreting entriesmadeina record.5.4收据Receipts船长必须从港口垃圾接收设施操作人员或从接收船舶的船长处得到一份具体说明所转移的垃圾估计量的收据或证明。
