BBC News, this is Mike Cooper.President Nicolas Sarkozy has secured final approval by parliament for his controversial pension reforms. The National Assembly has followed the Senate in voting to change the retirement age from 60 to 62 after the law was fast-tracked through parliament to try to end a wave of strikes and demonstrations. Its a lot more complicated than that, but we did it. Most people were remarkably united behind the president of the republic, and we proved that we can carry out reforms in France.The trades unions have called another day of action on Thursday. Jean-Luc Hacquart of the General Federation of Labour union explained why.This bill is unfair. I dont want to work until Im 67 years old, and I dont want my son to be unemployed. Thats it. Thats why Im here. No way. Its not legitimate. Its not fair. They do what they want. We knew that this bill would be approved, but democracy is not a carte blanche given to people who do what they want in-between each election. It doesnt work like that.The former president of Argentina, Nestor Kirchner, has died of a heart attack. Mr Kirchner, the 60-year-old husband of the current President Cristina Fernandez de Kirchner, died suddenly in hospital. She took over from her husband as president in 2007 after hed overseen the countrys recovery from a severe economic crisis. Hed been expected to stand for the presidency again. In Venezuela, President Hugo Chavez praised Mr Kirchner as someone who fought for international justice.We have already announced three days of national mourning. I think the bells should chime in Venezuela, in all of Latin America and in all the places where they struggle for a world of equals, for a world of peace. A great man has died. A patriot has died, a great patriot.The American Justice Department says a man has been arrested over an alleged plot to attack subway stations in the Washington area. It named him as Farooque Ahmed, a 34-year-old Pakistani-American living in Virginia. Iain MacKenzie reports from Washington.According to the Department of Justice, Farooque Ahmed engaged in a six-month reconnaissance exercise, taking photographs, making videos and drawing maps of possible targets on the DC Metro. Among them was the underground station serving the Pentagon, the headquarters of the US Defence Department. Its alleged that Mr Ahmed would regularly pass on the information to a contact, who he believed worked for al-Qaeda. Although not officially confirmed, its likely that individual was in fact an FBI agent.Officials said members of the public were at no time at risk as law enforcement agencies were aware of the plot from the beginning.This is Mike Cooper in London with World News from the BBC.Officials in Indonesia say an early warning system put in place after the deadly Indian Ocean tsunami six years ago wasnt working when Mondays tsunami struck the Mentawai Islands off Sumatra. An official said two devices that measure waves had been vandalized. More than 270 people were killed, and another 400 are missing. Meanwhile, survivors of Tuesdays volcanic eruption in central Java are returning to their villages to find their homes destroyed by volcanic ash. More than 20 people died in the eruption.Armed men have killed at least 15 people at a car wash in Mexico. Most of the victims were young people who worked at the facility in the western coastal town of Tepic. And a Mexican newspaper says the youngsters lived in a rehabilitation centre for drug addicts. Its the third shooting of this kind since last Friday when 14 were killed at a party in Ciudad Juarez. On Saturday, 14 people were shot dead.The Rwandan hotel manager, whose efforts to save thousands of Tutsis during the genocide were portrayed in the film Hotel Rwanda, has denied government allegations that hes sending funds to the main Rwandan opposition leader. In an interview with the BBC, Paul Rusesabagina said the Rwandan President Paul Kagame was attempting to silence all his critics.His plan is more than clear. Hes clearing all the bushes around him. He wants to be the only leader without opposition, without anyone being a Hutu or a Tutsi who, one day, might raise voice and say no to whatever he states or does.The World Cup medal won by the England footballer Nobby Stiles as a member of the victorious 1966 national side has been bought at auction by his former club Manchester United. The price paid, nearly $300,000, is the highest so far for a World Cup winners medal. Officials say more than 13,000 people have to be moved away from the volcano to refugee camps nearby.The former Iraqi Deputy Prime Minister and Foreign Minister Tariq Aziz has been sentenced to death by a court in Baghdad. He was convicted of persecuting Iraq Shia parties during the 1980s and 1990s. Mr Aziz was jailed after the US-led invasion of Iraq. His son Ziad described the verdict as disgraceful.The UNs top human rights official Navi Pillay has called on Iraq and the United States to investigate allegations of detainee abuse revealed in the release of confidential American military documents by Wikileaks last week. The UN special rapporteur Manfred Nowak went further, calling for a full investigation into any torture practices carried out by US military and intelligence officials. Barbara Plett reports.Navi Pillay said the leak of American field reports added to her concerns that serious breaches of international human rights law occurred in Iraq. She said the documents indicated that the US continued to transfer detainees to Iraqi forces, despite knowledge of widespread abuse. But the UNs point man on torture, Manfred Nowak, said it wasnt enough to investigate just what happened in Iraq. He urged President Barack Obama to launch a full investigation into any torture practices carried out by US military and intelligence officials, including those who handed detainees to states such as Egypt, Morocco and Syria, knowing they would be ill-treated there.The authorities in Pakistan have allowed journalists to interview a 14-year-old boy being held in detention, who says he was trained as a suicide bomber by the Taliban. The boy told the BBC hed been recruited by a friend whod fought in Afghanistan. He said members of the Taliban had visited him once or twice a week to explain how to carry out attacks.Leaders of three Latin American countries at the centre of the battle against the drugs trade have called on voters in California to reject the legalisation of marijuana. The presidents of Mexico, Costa Rica and Colombia said legalising marijuana would send a contradictory message.World News from the BBCThe French Senate has given its final approval to plans to raise the retirement age in France from 60 to 62. In the end, 177 voted in favour, 151 against, 2 abstained, perhaps unsure what it might all mean to the French way of life. The unions are more certain. Its the first assault on hard-earned welfare provision. On Thursday, therell be another day of demonstrations. But the momentum is draining away - 59% of people say they are now opposed to the blockades of roads, refineries or depots.Candidates running for the United States Congress have spent more money on their campaigns than in any previous mid-term election. Reports suggest that with one week to go, candidates are on the way to spending more than $2billion. On average, $4million have been spent for every congressional seat up for election. Most of the money has been spent on about 90 marginal seats in the House of Representatives.The team managing Englands bid to host the 2018 football World Cup has made an official complaint to the world governing body Fifa against the head of the rival Russian bid. It concerns remarks hes alleged to have made about crime and alcohol in London. Alex Capstick reports.Criticising rival candidates is against Fifa rules, but Alexei Sorokin, the head of Russias bid for the 2018 World Cup, said theres been a misunderstanding. His remarks, which were published in a Russian newspaper, were translated as saying London suffered from a high crime rate and had problems with young people drinking alcohol. Fifa will now have to decide whether theres a case to answer. Employees are also returning to work at a third refinery shut down in a separate dispute. However, nine other refineries are still on strike. A third refinery in the east, which was shut in a totally separate dispute, is also reopening. Further good news for President Sarkozy is that all of the countrys 200 or so fuel supply depots are also now cleared of pickets and operating normally. It means that the threat of the country grinding to a halt for lack of oil has more or less disappeared.Anti-fraud police in Nigeria have issued a list of more than 100 people who, they say, should not be allowed to run for political office. The list includes politicians, bankers, civil servants and businessmen. The anti-fraud squad, the EFCC, set those on the list for being prosecuted for alleged corruption, and it urged political parties not to endorse them as candidates in next years elections.The United Nations has warned Haiti to prepare itself for a potential spread of the cholera outbreak, which has killed more than 250 people. A senior UN official, Nigel Fisher, said it would be irresponsible to plan for anything other than a considerably wider outbreak. However, he said there were no new signs the outbreak would spread. Laura Trevelyan reports.The UNs humanitarian coordinator in Haiti has told the BBC his organisation is still preparing for the possibility of a national outbreak of cholera. Nigel Fisher said that while the epidemic may be stabilising in the Artibonite region, it could still spread across the country, and he hoped people werent being complacent. Cholera experts have expressed surprise at the speed with which Haitis government moved to say the epidemic was stabilising, given the possibility that it could take hold in the crowded capital Port-au-Prince.The youngest inmate of the Guantanamo Bay detention camp has pleaded guilty to killing an American soldier in Afghanistan eight years ago when he was 15 and still technically a juvenile. The detainee, Omar Khadr whos a Canadian citizen, was appearing before a military tribunal at the camp. Hes also admitted planting roadside bombs.The US says it remains suspicious of Irans intentions in making cash payments to the government of Afghanistan. The State Department spokesman PJ Crowley said Washington did not question Irans right to provide financial assistance or Kabuls right to accept it, but he added that Tehran had a track record of meddling in its neighbours affairs.We remain sceptical of Irans motives given its history of playing a destabilising role with its neighbours. We hope that Iran will take responsibility to play a constructive role in the future of Afghanistan.World News from the BBCAn official report commissioned in Germany has revealed that members of the foreign ministry were much more actively involved in the Nazi Holocaust than previously thought. The report is due to be published on Thursday. Steve Evans reports.One of the authors said The German foreign ministry collaborated with the Nazis violent politics and especially assisted in all aspects of the discrimination, deportation, persecution and genocide of the Jews. The historians discovered the travel expenses of one senior diplomat who went to Serbia in 1941 to help organise the killing of Jews. The expenses form said simply Liquidation of Jews in Belgrade.The head of the Italian carmaker Fiat has provoked an angry reaction by saying the company would be better off without Italy. Sergio Marchionne cited Italys poor record of labour efficiency and industrial competitiveness. He said that Fiats current profits were more than $2billion, but none came from Italy.A judge in Italy has ruled that the value of life of an Albanian workman who died in an industrial accident is worth 10 times less than that of an Italian who might die in a similar incident. Each of the parents of the dead Albanian worker was awarded $45,000 in compensation. Here is David Willey.The sentence caused some astonishment in legal circles as the award was based on the earning power of workers in Albania, not in Italy. The judge said the deceased workers parents were not entitled to unjustified enrichment. If they had been resident in Italy, theyd have received a sum about 10 times greater. The missing include a group of eight to ten Australians who were on a tourist boat that lost contact after the tsunami.The wife of jailed Nobel Peace Prize winner Liu Xiaobo has urged scores of Chinese activists and friends to attend the award ceremony in Oslo on her behalf, because mainland authorities are likely to ban her from attending. Peter Simpson reports from Beijing.Liu Xia said in an open letter posted online Tuesday that she believes her husband would want his friends and fellow activists to attend the ceremony. She says she wants them to share in what she describes as Liu Xiaobos glory because it seems unlikely that the Chinese government would allow her jailed husband or her to travel to collect his Nobel Peace Prize in Norway. Chinas government has reacted angrily to the award and calls it a gross interference in its internal affairs.
