The gallium atoms were generated by photolysis of trimethyl gallium using a KrF laser. The Ga(5p) state was populated by two-photon excitation from the ground state and cascade fluorescence from Ga(5s) atoms was analyzed to extract quenching rate constants for Ga(5p) atoms. The apparent quenching rate constants for Ga(5p) atoms are (4.60.3)10-10, (3.40.3)10-10 and (7.80.2)10-11 cm3 molecule-1 s-1 by H2, D2, and CH4, respectively. With the dawn of electronic commerce, some consumers have become concerned about the disclosure, transfer, and sale of information that businesses have collected about them.These concerns allegedly are slowing the rate of expansion of electronic commerce, thus putting the future growth of the New Economy at risk.Over the past quarter century, government agencies in the United States, Canada, and Europe have studied the manner in which organizations collect and use personal information-their information practices-and the safeguards required to assure those practices are fair and provide adequate privacy protection. The result has been a series of reports, guidelines, and model codes that represent widely accepted principles concerning fair information practices. Although there are different versions of these principles, they share common ground, serving as the basis for current data protection and online privacy views, laws, and policies. This research project is a multiple case study of the incorporation of Fair Information Practice Principles in the privacy policies of three online organizations: A, D, and PrivacyA. While many individuals prefer anonymity, most are willing to give out their personal details in order to receive some service or product.The majority of consumers take offense when their personal information is mistreated. However, what is the right way to treat personal information? What should be the foundation of a good privacy strategy? How does an organization promote trust in their data practices utilizing a privacy policy notice? How does the privacy policy disclosure effectively incorporate notice, choice, access, and security-the four key elements of fair information practices? How do consumers, privacy experts, and marketing professionals evaluate the three privacy policies explored in this research project? The purpose of this study was to investigate these questions. This study focuses on the market for personal information used for advertising and marketing purposes. This market is affected by most of the regulatory and legislative proposals now under consideration. While much of the research is focused on electronic information gathered over the Internet, the analysis applies to off-line information as well.2、Title:Internet privacy and electronic commerce: Meeting the challenge of self-regulation in a digital environment摘要:New and advanced technologies enable firms to collect, use, disseminate, disclose, and sell Internet users personal information. Privacy concerns are thus revealed. Self-regulation is preferred by the government andthe industry. Unfortunately, the Internet does not provide circumstances for a successful self-regulation regime. This dissertation attempts to assist policy observation and policy making by evaluating policy proposals, analyzing conflicts, and identifying the best ways to deal with online privacy controversies in light of the revealed social conditions and Internet characteristics.Legislation should be enacted to ensure the industrys consistent and persistent commitment to fair information practices and their compliance. A single, unified set of principles should be articulated. An enforcement mechanism and enforcement power should be included. Establishment of a privacy regulatory authority is essential in enforcing the privacy law. In addition, privacy-protective and privacy-enhanced technologies should be made widely available.Education should also be given to the citizens to teach them to understand privacy laws and policy, and, theresponsibility to handle fair information practices and ability to process personal information, and utilize ways to protect citizens information privacy on the Internet. The GaN NW possesses a triangular cross section enclosed by (000 (1) over bar), (2 (1) over bar(1) over bar2), and (2) over bar 112) planes, and the angle between the GaN NW and the substrate surface is similar to 62 degrees. The GaN NW arrays produce negative output voltage pulses when scanned by a conductive atomic force microscope in contact mode. The average of piezoelectric output voltage was about -20 mV, while 5-10% of the NWs had piezoelectric output voltages exceeding -(0.15-0.35) V. The GaN NW arrays are highly stable and highly tolerate to moisture in the atmosphere. The GaN NW arrays demonstrate an outstanding potential to be utilized for piezoelectric energy generation with a performance probably better than that of ZnO NWs.标题: Multifocus image fusion using the nonsubsampled contourlet transform作者: Zhang, Q (Zhang, Qiang); Guo, BL (Guo, Bao-long)摘要: A novel image fusion algorithm based on the nonsubsampled contourlet transform (NSCT) is proposed in this paper, aiming at solving the fusion problem of multifocus images. The selection principles of different subband coefficients obtained by the NSCT decomposition are discussed in detail. Based on the directional vector normal, a selecting scheme combined with the averaging scheme is presented for the lowpass subband coefficients. Based on the directional bandlimited contrast and the directional vector standard deviation, a selection principle is put forward for the bandpass directional subband coefficients. Experimental results demonstrate that the proposed algorithm cannot only extract more important visual information from source images. but also effectively avoid the introduction of artificial information. It significantly outperforms the traditional discrete wavelet transform-based and the discrete wavelet frame transform-based image fusion methods in terms of both visual quality and objective evaluation, especially when the source images are not perfectly registered.
