Agriculture， as the foundation of the national economy, has an important and deep influence for national economy and global development. However, since the reform and opening up, along with the rapid economic development of our country, our country gradually revealed in agriculture, rural areas and farmers problems. The central party committee pay high attention to the problem of agriculture, countryside and farmers, a lot of the effective implementation of the national policy. In the government, through the party and peoples joint effort, problems concerning peasants and agriculture got certain solution. Key words: agriculture;rural;farmers一、The problems concerning agriculture、rural、farmersAgriculture problems: agriculture restricted the national economy as a weak link. The economy of self-sufficiency is not capable to form scale economy and the low degree of agricultural industrialization. Rural problems: the basic facilities of rural are not complete, the face of rural is worse and the economy of rural is underdeveloped.Farmersproblems: Agriculture, rural and farmers is the core problem, the farmers problem performance for farmerss citizenship, which can be divided into two problems with quality and reducing burden. Besides, the quality of farmers is generally low. As for the burden of farmers, China has abolished the agricultural tax regulations in 2006, but some of the government agency executive power is not enough strong, and it is still a burden to farmers in a certain degree.二、The causes of the problems concerning agriculture、rural、farmers1、The farmers income is not only low, but is also increased slowly. The income gap between urban and rural residents is growing, this is the causes of the problems concerning agriculture, rural and farmers.2、In total, the shortage of land resources, surplus rural labor force and land property rights are fuzzy ,which caused contradiction among agriculture, rural and farmers. As a result of the national conditions with lacking of land, so farmers get little land, even in some places, the farmers have no land, consequently rural district appeared Labor surplus. In our country, the direct ownership of land belongs to township, village collective, but with the deepening of reform and opening up.The city economy has increasingly developed and the development of urban economy increased the demand for land, the local government and the rural collective constantly preempted the land of the farmers, thus obtain the farmers land, but the local government excessively use the land, thus land use increasingly blurred for rural collective. 3、Seldom money input to agriculture. Due to the difficulty in adding income and low income of farmers, less and less money is invested in agriculture. Though a large amount of money is used for economic development, but most is used for two, three industry, so our country inputs little and agriculture lacks of strong economic support in agriculture and rural.4、The quality of the farmers is commonly low. Now today is the age of the knowledge economy, science and technology is the first productivity and economic development needs the support of high-tech, so does agriculture, but the quality of many farmers are low, and they lack of knowledge, so they cant master high-tech technology as well as turn it into productive forces. 三、 The measure of re solving the problems of agriculture、rural、farmers1、Suggestions to solving the problems of rural （1）The nation advocates the local investment, perfect the construction of the farmers market, increase the circulation of information in order to ensure farmers active participation in production, which makes farmers bound up with township together, strengthen the agricultural products processing and increase the added value.（2）We encouraged to set up a demonstration area and this makes the land move freely, then let those who have the city residence of farmers to give up their contracted land and let those resources input to the construction of cities. （3）our nation should promote reform of the household registration system and boost the integration of urban and rural areas. Long-standing division of the urban and rural household registration system will split the residents of urban and rural residents, urban residents and agricultural registered permanent residents. Farmerscitizenship at first cancels the division of the urban and rural household registration system, so as to make urban and rural residents in urban and rural flow and live beyond the limitation of household registration. 2 、Suggestions to solving the problems of agriculture（1）Agricultural modernization means modern agricultural technology and equipment as well as means that economy of scale. The so-called scale economy, which is to point to the family labor, modern technology and the effective configuration of cultivated land area. However, this kind of modernization can only in ideal state. At least the state of land in our country cant meet this requirement at present. But we can continue to go high and stable yields road. In addition to improving seed, high-efficiency and efficient development of pesticide chemical fertilizer outside, the key is to increase the investment of farmland water conservancy construction foundation. (2)Encouraging and supporting conditional area characteristic agriculture development are capable to form regional, specialized agricultural regions. Besides, setting up a demonstration area and spreading successful experiences and ideas gradually formed characteristic agriculture. （3）Increasing agricultural science and technology and support personnel. Hybrid rice Yuan long ping, the father of our country in grain production ,has solved the output problems of grain, which is the significant breakthrough concerning the agricultural science and technology and talent to solve the three agriculture issues. In addition, setting up the rural technology promotion station, by it gives farmers subsidies, the promotion of new agricultural product and keep and farmers special relationship for the further cooperation and lay the good foundation. 3、Suggestions to solving the problems of farmers（1）On the one hand ,our nation should ensure their income where the price of agricultural products. This requires that the price mechanism is in the specialization and set a minimum reserve price, especially the major source of income for farmers economic crop prices. Our nation guarantees that farmers obtain certain price benefits, so as to increase farmers income and improve the purchasing power of the farmers. On the other hand,our country should pledge that the farmers asset returns. Farmers in the real estate assets primarily is(though is use right) and real estate. This claimed that the flowing of land assets and real estate, transfer and requisition should be full specified amount of compensation. For this, we need to promote land system reform and farmers use commercial attract commercial capital into agriculture and change the agricultural production quality. As a result， this increases farmers income. （2） We should reduce the price of the pesticide and fertilizer and control the local finance for all kinds of abuse charges, so that reduce the burden of the farmers. Moreover, the crop of agricultural products is cutting down, which was caused by inevitable disasters.
