ISO9001Documented Procedures of Quality Management System Edition:CChina Harbour Engineering Company (Group) Revision Status:0 Implementation Date:July 1, 2001PROCEDURES FOR TRAINING1. PurposeTo ensure that personnel in relation to the quality could be trained and examined in order for them to be competent to the work tasks. 2. ScopeThe Procedures applies to the training for the personnel performing the work having effect on the quality. 3. DefinitionsThe Procedures applies GB/T19000-2000 idt ISO09000:2000 standard, GB/T19001-2000 idt ISO9001:2000 standard, and related definitions in the Quality Management Manual of the Company and the following definition.3.1 the related department of the CompanyMeans each department, subsidiary, branch, overseas office and project management office of the Company in relation to the quality system. 4. Responsibilities 4.1 The Education & Training Division of Human Resources Department of the Company shall be responsible for personnel training and related management of the Company 4.2 The related department of the Company shall be responsible for putting forward training request, work out training plan in assistance and cooperation with the Human Resources Department and implement the training plan.5. Procedure Diagram:The following procedure diagram describes procedures of training. For the detailed explanations, please see Clause 6 of the Procedures. Procedures and Explanations: 6.1 To clarify training request The personnel training request of the Company is based on the following principles: a. The Company shall abide by the requirements for training of enterprise staff and posting qualification as specified in the foreign and domestic laws & regulations. b. The Company shall conduct necessary professional training for the newly employed personnel. c. The Company shall conduct necessary post training for the personnel who are to be dispatched to the post or transferred or changed to a new post d. The Company shall conduct training of implementing quality management system of the Company for the related personnel in the newly established project management office. e. Training suggestions or requests put forward at any time by the related department of the Company. f. The improving suggestions put forward in the summary of the previous training of the Company. g. The post qualification requirements put forward in the contract of the Companys undertaken project. The Human Resources Department of the Company shall be responsible for collecting training requests. Generally in the forth quarter of each year, the Human Resources Department of the Company shall discuss with the related department of the Company according to the above-mentioned principles in order to grasp and determine the training request in the next year. If training is required in urgent (such as training request for the newly-undertaken project), the Human Resources Department shall make arrangement in time (See the Procedures 6.2.b). 6.2 To work out training plan a. After having grasped training requests of the Company in the forth quarter of each year, the Human Resources Department of the Company shall work out annual training plan at the early of next year. b. The training plan shall include:training purpose, training mode, training contents, teaching programme compiler and formulating time, training time, persons to be trained, training undertaking department, etc. c. The training plan shall be implemented after having been examined by the General Manager of Human Resources Department and submitted to the president office meeting and approved. d. For the urgent training request, urgent training plan shall be worked out by the Human Resources Department of the Company together with the related department and shall submitted to the superior of the Company for approval. 6.3 To work out training implementing plan The Human Resources Department together with the business department undertaking training of the Company shall be responsible for working out training implementing plan. If training is entrusted, “Entrusted Training Agreement” shall be concluded between the Human Resources Department and the entrusting party. 6.4 To implement training 6.4.1 According to the training plan and training implementing plan, the Human Resources Department of the Company shall determine the personnel to be trained, teachers, teaching material, training time, training premises and requirements for examination and assessment, etc. and shall release training notice in time prior to training. 6.4.2 The Human Resources Department of the Company and/or training undertaking department shall be responsible for controlling the training process. 6.4.3 The Human Resources Department of the Company and/or training undertaking department shall ascertain whether personnel participated in training are qualified by examination or assessment at the end of training. 6.4.5 The Project Management Office shall supervise and check the training for the sub-contracting personnel. 6.5 Training records 6.5.1 The Human Resources Department and training undertaking department of the Company shall be responsible for making training records. 6.5.2 The Human Resources Department of the Company shall be responsible for establishing “Personnel Training Registration Card” for each staff member to record training status of the staff. 6.5.3 The Human Resources Department of the Company shall be responsible for collecting and sorting out training records, and filing and maintaining the training records as quality records according to the stipulations in the “Procedures for Control of Documents and Quality Records” of the Company. 6.6 To summarize on the training 6.6.1 The Human Resources Department of the Company shall be responsible or require the training undertaking department for summarizing on the training implementing and training effect, etc. after completion of each training. Besides, in the forth quarter of each year, the Human Resources Department shall make a general summary on the training in order to check the fulfillment of training and training effect. 6.6.2 The Human Resources Department or business department undertaking training of the Company shall put forward improving suggestions as well as possible by training summary. 6.7 To put forward improving measures The Human Resources Department of the Company shall make evaluation on the improving suggestions as mentioned in the above item, and put forward improving measures on this basis, which shall be taken as part of input for training request afterwards. 7.
