外勤操作作业指导书Instruction of Boarding Work目的：Purpose以下将近几年的外勤工作流程提供给大家参考，如有不妥之处，还望大家给予指示或批评。本外勤操作流程规定了公司外勤人员工作职责、内容以及操作要求，旨在更好的保证公司对外服务质量和服务形象。Herein we summarize the boarding work procedures from recent years experience for your reference. We will be pleased to have your suggestions and comments. The following instruction states the responsibilities, operation specifications and requirements of boarding staff of our company in order to ensure better service and better image to the clients. 适用范围Range of application本操作流程仅适用于连云港菲华船代内部。It is applicable to inner Phihua shipping Lianyungang only.职责和管理要求 Responsibilities and requirements 外勤人员登轮之前，要保管好自已的长期登轮证，上下船务必保证安全，佩戴安全帽。Boarding staff shall take good care of of their own. Ensure safety getting on or off board and wear safety helmet. 外勤人员要严格遵守外事纪律，尊重船员的风俗、信仰，体现本公司良好的形象。Boarding staff shall comply with the disciplines in foreign affairs strictly. Respect the custom, faith of crew and show good image of our company. 外勤人员要与委托方、口岸单位及其他关系方保持良好的关系。Boarding staff shall keep good relationship with principals and relevant parties at port. 认真审核船方提供的单证，完整、准确、有效地向联检单位如实申报。Check the documents provided by principal carefully and declare to joint inspection administrations completely, accurately and effectively.协助调度人员协调船方、港方关系，及时汇报各类突发事件，并在第一时间落实解决。避免耽误船期。Assist with operators to consult with ship owners and port authorities. Report emergency situations in time and settle accordingly to avoid any delay. 及时准确地传递船方、港口装卸货，船东信息，报送报表和单证。Pass the information of ship, loading or discharging progress, ship owners info on time and accurately. Present declaration forms and documents. 按时、准确做好各代理航次单船记录，以便留档及复核。Make records of each single shipment under our operation timely and accurately for filing and further use. 操作内容、方法和步骤Operation contents, methods and procedures跟踪船舶动态：Track vsls movement 公司调度拿到委托准备确定外勤人员接船后，外勤人员应主动掌握船舶动态，明确船舶来港任务，确定需办事项。After receipt of formal agency appointment and confirmation on vsls arrival, boarding staff shall get to know vsls movement and her task at port to determine the further work. 准备各项单证：在船舶靠泊前，准备各查验单位所需单证，包括：总申报单、货物申报单、船员名单、船用物品申报单、船员物品申报单、船舶吨税申报单和船舶吨税保函、国际航行船舶入境检疫申报单、进出口货物载货清单或无货舱单、航海健康申报书、明火作业申请单、船舶排压载水申请表、船舶规范概况表等。Prepare the necessary documents: get the necessary documents prepared for all the inspection administrations, which include :, , , , , and vessel tonnage dues LOI, , , , , , etc. 接船：外勤人员得知船舶进港计划后，要及时与船方和引水保持密切联系，确保船舶能顺利进港，如遇大风或大雾天气，但港口仍然没有封港，重点船舶或抢潮水船舶进港，不论白天还是深夜，更要时刻提醒自己跟踪船舶的进港动态，同样都是重点船舶，如果其他重点船进港而我轮未进港，排除船舶机械故障的前提条件下，很难跟相关方及客户解释，船舶快靠码头之前，外勤务必要等候船舶靠泊。外轮一定要注意哨兵的安排，不能让哨兵失控。一旦失控，边检对这方面历来都着重处罚，靠泊后立即登轮，将各项单证和公司要求送船资料交至船方，认真审核船方所提供的各类进出口联检资料，按要求整理、填写之后到各查验单位如实申报。Wait for vessel: Boarding staff shall contact with ship and pilot closely after vsls berthing schedule fixed and ensure vsl getting berthed smoothly. If there is bad weather (strong wind & dense fog) but channel doesnt block, key vsls or vsls which need to get in berth during high tide, boarding staff shall keep tracking on vsls movement day and night. It is hard work to explain to principal if any other key vsl gets in berth while our vsl remains at anchorage (no ship machinery fault).If vsl is getting on berth, boarding staff shall wait for vsls berthing. Boarding staff shall pay special attention to the arrangement of guards for foreign ships. Guard arrangement can never be out of control. Once out of control, frontier inspection always punish seriously. Get on board once berthing completes and present the relevant documents to ship. Check all the import& export documents for joint inspections provided by ship carefully. Fill accordingly and prepare for declaration in each inspection administration. 船方委托办理事项，通知公司调度人员，并且要有船公司的书面委托。 If any matter needs to be handled for the ship, inform company operators and ask for written instruction. 及时向公司调度汇报靠泊信息，以便公司调度及时向船东或委托方发送抵港报。如遇夜间靠泊，务必将抵港信息以手机短信的方式发出。船舶发生移泊，外勤人员必须在移泊前到船边，保证移泊的安全，特别是跨作业区的外轮移泊，一定要特别注意哨兵的安排。避免耽误船舶移泊后正常装卸货。Report the berthing information to operators so that operators can send berthing report to ship owner or principal in time. If vsl needs to berth at night, berthing report shall be sent as short messages. If shifting needs to be done, boarding staff must be at site to ensure the security during shifting, especially shifting from different port areas for foreign ships. Pay special attention on guard arrangement in order to avoid any delay on loading or discharging work. 送船：船舶开航前，将各口岸单位开具的出境手续送交船长，并由船长签收。同时，向船方领取：离港状态、出口舱单、外籍船员登陆证、装卸事实记录等。See vsl off: handover all the exit formalities issued by each port administrations to ship master and ask him to sign for receipt. Meanwhile, get the following information from ship: departure conditions, export manifest, landing pass for foreign crew members, SOF etc. 4.7船东或委托方委托事项：Services that ship owner or principal ask for: 所有委托事项必须以书面形式接受委托，办理完成后应有船长签字并盖章。All the entrusted matters shall be instructed in writing and get masters signature and seal after completion. 4.6.1船员业务：负责办理外籍船员签证、外籍船员登陆证、家属登船证等手续。负责陪同船员就医、接种等。Crew Services: to get visa and landing pass for foreign crew members and boarding pass for families etc. Take crew members to go to the doctors, or to get vaccinated etc. 进口手续Import formality海关进口预申报 Customs Import Pre-Entry Declaration 如果船舶在晚上18：00早上8：00，外勤必须办理船舶预办手续。以便船舶靠泊后能及时作业，次日及时将单证补齐单证：海关保函、总申报单、货物申报单、国际航行综合表、装货单、进口载货清单（2份）If vsl will get berthed during 18:00 pm-8:00am, boarding staff must manage advanced formality in order to avoid any delay on working progress after berthing. Documents shall be handed the next day on time.Documents: Customs LOI, General Declaration, The Comprehensive Form of International Voyage, Shipping Order, import manifest (2 copies)海关进口：Customs Import:单证：总申报单、货物申报单、船员名单、船员物品申报单、船用物品申报单，海关监管簿（国轮）、进口载货清单（2份）、国际航行进境(港)综合表、装货清单、吨税证书Documents: General Declaration, Cargo Declaration, Crew List, Crew Goods Declaration, Ships Store List, Customs Supervision Note (China flag), Import manifest(2 copies), The Comprehensive Entry(Port) Form of International Voyage, Shipping Order, Tonnage Dues Certificate.注意Notice:1) 如果进口有货，要在船舶进锚地前24小时前申报输舱单，舱单的信息很关键，为此内勤操作人员务必要仔细核对信息，避免造成舱单录入错误，因为更改舱单的手续非常麻烦，如果录入信息错误严重的话，海关将会吊销代理证或行政罚款。If vsls carrying cargo, the manifest shall be presented and typed in online system within 24 hours before vsls arrival at anchorage. The information on manifest is quite important so that documentation staff shall check all information carefully to avoid any mistake. The formality of revising manifest is complicated and customs may revoke the agency qualification or take administrative penalty. 2) 船舶进港如果无货，只要向海关提供无货舱单。If no cargo on board, present Manifest with Cargo Nil to customs. 3) 装货清单货名必须是中英文翻译并有船长签字盖章。Shipping Order shall state cargos name in both English and Chinese and need to be signed and sealed by ship master. 4) 如果进口有货，必须打6份载货清单，送两份到海关。If vsls carrying cargo to port, print 6 copies of Packing List and present two copies to the customs.5） 外轮和国轮要在国际航行综合表上填写吨税信息。Both foreign flag vsl and China flag vsl shall fill in tonnage dues information in The Comprehensive Form of International Voyage6） 国际航行综合表要求写船名和航次。Vsls name and voy no. shall be filled in The Comprehensive Form of International Voyage7） 舱单更改要求船长签字。Manifest revision shall be signed by master. 8） 境外租船人也要交吨税。（包括营运国际航线的中国籍船舶）Foreign charters shall pay tonnage dues as well (including China flag vsls running international business)9） 国内港来船舶，船用物品申报单中烟酒的数量一定要和上港关封中的数量要一致。如果申报不实，海关将会登轮检查核实，为此做为外勤人员一定要提前与船方核实一致Refer to vsls coming from China port, the number of wine and cigarette in ships store declaration shall be in accordance with the number in last ports customs seal. Boarding staff shall verify with ship in advance. If false declaration, customs inspector will board to check.10) 对于外贸转内贸船舶来讲，一定要在船舶预计离港前一天办理，如实与船方核实好船舶免税油水的数量问题，海关一向对船舶的免税油特别关注，友情提醒船方人员遵纪守法，不要在处理废油的时候偷卖成品油，一旦被海关查出，海关将对船舶严肃处理，甚至船舶代理也会牵连进去。Refer to vsl which turns from foreign trade to domestic trade, formalities shall be handled 1 day before vsls ETD. Verify with ship about the number of free water and oil. Customs has always paid special attention on free oil. Remind the ship friendly to obey laws and disciplines and never sell the wasted oil as product oil when handling it. Once the customs found out, they will handle seriously and shipping agency may be involved in punishment. 二：买吨税。Buy tonnage dues单证：付费保函、银行担保函和船舶吨税申请书、国籍证书、吨税证书，为此内勤操作人员在申报船舶信息时，一定要准确无误，一旦吨税缴纳划入海关后，再申请退补金额的手续非常麻烦Documents: Payment Guarantee, Bank Guarantee, Ship tonnage dues application, tonnage dues certificate. Documentation staff must ensure the online entry declaration accurate and error free. Once the tonnage dues paid into customs treasury, it would be troublesome to apply for refund. 1） 吨税申请可以是30天和一年的。办进口手续去海关要带吨税证书。Tonnage dues application can be 30 days and one year. Tonnage dues certificate shall be taken to customs while applying import formalities.2）开航前如果吨税留船由船长签收，但是要得到吨税的购买方同意或书面指示。Before vsls departure, ask for principals instruction of whether the original tonnage dues shall be presented to ship master or not. 边防预检 Frontier Pre-inspection 单证：总申报单、船员名单、预检申请、Documents: General Declaration, Crew List, Pre-inspection application1） 中国籍船员要在船员名单上要有海员证签发地。The issued place of seaman book for Chinese crew members shall be stated in crew list. 边防: Frontier Defence 单证：总申报单、船员名单、船员物品申报单、海员证、Documents: General Declaration, Crew List, Crew Goods Declaration, Seamans Books注意：Notice1）联检手续前告诉船长和水手，手续办完前不能上下船员。Inform ship master and sailors that on or off board forbidden before completion of joint inspection formalities. 2）国轮到港前通知边防，询问是否来检查。离港前，通知上船来检查。如果国轮进港不检查，代理及时通知船长可以装卸货物。一定要得到边防外勤的许可Inform and ask Frontier Defence whether inspection needed before China flag ships arrival. Inform them to inspect before vsls departure. If no inspection for China flag vsl, agent shall inform ship master loading or discharging cargo permitted but always under approval of frontier defence. 3）外轮到港前请边防上船来检查。离港前，顺便询问是否来检查。Inform frontier defence to inspect before foreign vsls arrival and ask whether inspection needed before vsls departure. 4）外轮要事先安排哨兵站岗。冬季要安排驻船，在船方提供食宿条件欠佳的情况下，作为代理，应及时安排好哨兵的吃住问题，避免哨兵因吃住产生的问题而影响到船舶的正常装卸货Guards shall be pre-arranged for foreign vsls and accommodation shall be supplied in winter. If the accommodation supplied by ship is bellow the average, agent shall arrange in time to avoid any delay on loading or discharging work due to these matters. 5）外轮船舶靠泊前1小时前给边防打电话。要求安排哨兵，电话all frontier denfence to arrange guards 1 hour before foreign vsls berthing. Telephone number is6）船员物品申报单签名由船员自己签。Crew goods declaration form shall be signed by their own. 7）无论是国轮还是外轮靠泊后，没有边防通知，任何人不准上下船。如果船舶急需抢潮水卸货的情况下，外勤必须提前与边检沟通好On or off board forbidden without frontiers permission after berth, both China flag and foreign flag ships included. If discharging work must be commenced on high tide, boarding staff shall inform frontier in advance. 8）代理得到边防放行指示后要尽快通知船长。Boarding agent shall inform the ship master ASAP after getting border clearance. 9）注意单证日期的填写。Pay attention to the date filling in documents. 10）梯口24小时值班。（穿制服的除外）The ladder way shall be on duty 24 hours (except people in uniform)11）港务局工人上船也要登轮证。Port authority officers shall show boarding pass to get on board as well. 12）船舶到港前边防是要上船检查的。要将边封交给边防（国内港来）。Frontier defence will inspect on board before vsls berthing. Hand over the frontier seal to frontier defence (vsl from China port)关于边封问题，这里一定要特别注意，很多船是从国内港来连云港装卸货物或锚地加油，一定要及时与船东或上一港代理确定是否边封在船，一旦失误，边检向来对这方面的处罚力度很大（08年我司代理的来连云港锚地加油的巴拿马籍邦闽轮就是个例子）Boarding agent shall pay special attention to frontier seal issues. Refer to vsls who come from China ports to load, discharge or bunker at anchorage, boarding agent shall confirm with ship owner in advance whether frontier seal on board. Any false, border inspection has always punished seriously. ( take panama flag vsl MV BangMin for example, who came to bunker at anchorage and was operated by us ) 国检：CIQ 单证：总申报单、货物申报单、船员名单、船员物品申报单、进口动植物检疫申报单,航海健康申报表（船长签字）、船舶排放压舱水申请（2份）（如果有压舱水）Documents: General Declaration, Cargo Declaration, Crew List, Crew Goods Declaration, Import Animal & Plant Quarantine Declaration, Maritime Declaration on Health (signed by master),Application on Ballast Water(2 copies) (if any ballast water). 注意：Notice1）即将靠泊时，通知国检来检查nform CIQ for inspection before vsls berthing. Tel: 138051317652）国检检查前：白天：船舶要挂黄旗。晚上要亮三盏红灯。（通知船长）Before CIQ inspection: daytime: ship shall hang up yellow flag; night: three red lights (inform ship master in advance)3）检查完闭后，开始装卸货物。船员才可以上岸。Loading or discharging commences after CIQ inspection and seamen could come ashore.4）靠船前一定要打电话给卫检，让他们及时上船，不可以上下船员。Call Health Inspection to get on board before vsls berthing. No seaman allowed to get on or off board. 5）注意单证日期的填写 Pay attention to date filling in documents. 6）进境一定要量体温，要填写体温卡。37。5C 以上去门诊。38。C以上打120电话。Take seamens temperature and fill in temperature card before entry. Send to the doctors if temperature higher than 37.5C and call 120 if temperature higher than 38.C. 7）我港签发的各种证书要留底。（卫生证书，免予除鼠等）Keep copies in office for all the certificates issued at our port (Sanitary Certificate, SSCEC ETC)8）关于从疫区来的船舶，尽量给委托方争取靠泊检疫，这样可以给委托方减少锚地拖轮费用，也可以树立我司在委托方和港口的协调能力，为此，在日常的工作中，一定要与卫检官员保持良好的关系，涉及到抢潮水等重点船舶靠泊时，可以给予一定的便利，容许港方提前登轮装卸货。Refer to vsls who come from epidemic areas, make all efforts to apply for berth quarantine in order to save tug assistance expense from anchorage quarantine for principal, which can also show our coordinate ability at port to our principal. Therefore, we shall keep good relationship with health inspectors in daily work. We may consider providing some convenience when key vsl needs to berth at high tide. Port authority officers could be allowed to get aboard for loading & discharging. 9）作水尺或验舱 Draft Survey or Hold Inspection 注意: Notice1）分清是谁要求验舱：货代、船代、法定验舱。Understand who requests to inspect: forwarder, shipping agent, legal inspection2）一定要求船长在船舶验舱前船舶舱底打扫干净。Ask ship master to clean up the hatch bottom before hold inspection. 2） 装豆粕和装胶合板是要法定检验验舱的。Legal inspection is required for loading bean pulp and plywood. 港监：Port Supervision单证：总申报单、货物申报单、船员名单、船舶登记簿、船舶概况报告表（一定要原件，船长签字盖章）、上港离港证、船舶排放压载水申请（2份）（如果压舱水）、Documents: General Declaration, Cargo Declaration, Crew List, Crew Goods Declaration, Ships Registry, Report on Ships Particulars(original with masters signature and seal), Last Port Clearance ,Application on Ballast Water(2 copies) (if any ballast water). 船舶证书SHIPS REGISTRY CERTIFICATE 籍证书NATIONALITY CERTIFICATE船舶国际吨位证书TONNAGE CERTIFICATE载重线证书LOADLINE CERTIFICATE货船构造安全证书SAFETY CONSTRUCTION货船无线电安全证书RADIO TELEPHONE货船设备安全证书SAFETY EQUIPMENT船舶最低安全配员证书MINIMUM SAFETY MANNIN国际防止油污证书I.O.P.P安全检查记录簿 HEALTH INSPECTION RECORDS 港口国管理报告P.S.C吨税执照TONNAGE DUES符合证书D.O.C安全管理证书S.M.C船员证书(SEAMANS BOOK)保安证书ISPS高级船员适运证书（COMPRTENCE CREW CERTIFICATE）注意：所带证书均为原件，为此外勤必须携带好所带证书，待办完手续结束后，即刻还船，一旦证书丢失，将会给船方造成重大损失，甚至影响到船期，望大家谨慎小心Notice: All the certificates shall be original, so boarding staff must take good care of all the certificates and return to ship immediately after completion of all the formalities. Once any certificate lost, it would cause significant damage to ship and even cause her delay on shipment. Please pay special attention on this issue. 1）给海事处的总申报单在底下要写明：前后吃水和抵锚时间Write F draft, A draft and NOR time at the bottom of general declaration for marine department2）如果遇到海事声明，必须在24小时之内递交海事声明。SEA PROTEST。 Sea protest shall be tendered within 24 hours if needed. 3）按规定移泊超过100米要申请拖轮。（但事先必须经过我司的同意）Tug shall be applied according to rules if shifting distance more than 100M. ( our approval needed in advance)4）船舶任何维修要经海事局批准。Any repair on ship shall be permitted by Maritime Administration. 5）进口去海事处要船旗国船员适任证书Refer to import, seafarer certificate for crew members from ship flag country shall be got from marine department. 6）油污水由海事局的人管理。他们会通知有关部门处理。Maritime administration is in charge of dealing with oily water. They inform relevant party to handle. 危险品申报：Declaration of Dangerous Goods包括船舶装载进口危险品货物的船申报和船舶装载出口危险品货物的船申报。Include the declaration of import vsl carrying dangerous goods and declaration of export vsl for loading dangerous cargo in port. 按照海事局要求，填写相关单证，备齐相关资料，送海事局审批。批准文件送至船舶、港方，公司留底。Fill in and collect all relevant documents according to maritime administrations requirements and send to maritime administration for approval. All the approved documents shall be sent to ship, port authority and keep the copies in office. 提供危险品单证：Provide Documents for Dangerous Goods船舶载运危险品货物申报单（包装/固体散装危险品货物）Declaration Form For Dangerous Goods Carried By Ships( Packaged/ Solid in Bulk )危险货物安全适运申报单（包装/固体散装危险货物）Declaration on Safety and Fitness of Dangerous Goods (Packaged/ Solid in Bulk)固体散装货物申报单等所需的证书，必须在船舶抵港之前通过船方或委托方获取报备的资料。The documents for declaration of solid cargo in bulk shall be collected from ship or principal before vsls arrival. 本公司Our company: 1）单船工作记录 Each ships record2）船舶抵港记录 NOR3）船舶动态记录 Vsls movement4）船舶离港记录 Departure report5）签提单授权书（仅限装货船舶）Authorization to sign B/L (loading vsl only)6）船舶资料交接单 ship certificates delivery list7）船舶证书收据。Receipt of ship certificates8）要及时通知货代船期及靠泊计划。Inform forwarder the vsls movement and berthing schedule timely 9）将港口
