前言在人口迅速增加和向新城市发展过程中的老城区中进行商业区规划与设计,如在椒江区商业中心规划设计中的那样,对那些城市的总体规划策略来说是一个很重要的方面。因为商业与服务业是构成现代社会经济的主要形式(美国经济的90为商业和服务业),不论是在白天还是夜晚,它们都给城市生活注入了鲜活的生命力。The planning of commercial activities in historic cities with population expansion and new urban developments in their proximity, as in the case of Jiaojiang, is an important aspect of an overall planning strategy for those cities, since commerce and services are the main generating activities in a modern economy (90% of the US economy) and they give great vitality to city life, both during the day and at night.在对老城区的改造、再利用和新空间建设上进行的巨额投资,本身是对当地经济另一种巨大的推动,它强有力地促进了城市的就业。一旦与经济活动相结合,商业和服务业就成为其他产业发展的催化剂,它们能帮助其成长,并且使它们能在国家和当地两个层次上都变得多样化,也即通常所说的第三产业。The different and complementary forms that such activities take, which require both the renovation and re-use of historic buildings and the construction of new spaces, is in itself another great economic boost to the local economies in view of the heavy investments required by the construction of rehabilitated buildings and new ones,helping vigorously in the generation of urban jobs. Once consolidated as economic activities, retailing commerce and services perform as catalysts to other developments, which in turn help these to grow and diversify themselves into what is commonly called the tertiary sector of the economy, both at the national and local levels.首先,商业和服务业需要大量人流和车流,才能得到提升与发展。继而,在合并成为第三产业的支柱后,它们可以成为一个吸引点。这就意味着对每一类零售和服务网点来说,特定的消费群体都是必要的(如:居民、工薪阶层、参观者、游客以及学生等)。Firstly, retailing and services activities need people (vehicle) flow in order to to arise and develop and then, after being consolidated as a tertiary pole, they can act as an attraction pole. This means that for each category of retailing and services activities it is necessary to have specific consumers. (residents, commuting workers, visitors, tourists, students etc) 然而,作为人群聚集和交通流动的产生者,商业和服务活动非常容易影响城市空间的形态及其社会文化的平衡。因此需要当地政府通过细致、谨慎的规划管理和实践工作来避免诸如交通阻塞、停车位缺乏、城市基础设施和公共交通的压力过大以及商业招牌和广告对城市景观环境的负面影响等问题。就像Gordon Cullen所提到的那样,大量的广告、人群、车辆和信息也可以显示出强大的生命力。就像在一些大城市(如纽约、东京、阿姆斯特丹)中可以看到的,它们是充满活力的。However, as people andtraffic generators, commercial and service activities can easily affect the physical and socio-cultural balance of historic towns and spaces, thus requiring careful, sensitive planning regulations and actions by local authorities to avoid such problems as traffic congestion, lack of necessary parking areas, excessive demands on existing urban infrastructure and on public transportation, and negative impacts on urban landscape imagery, by the effects of aggressive visual pollution by commercial signs and billboards. Any way, as mentioned by Gordon Cullen, CULLEN, Gordon (1961) Towncape Londres, congestion of images, people, cars and messages could also indicated a high vitality and it can means, as observed in some big cities or part of them that they are plenty of dynamism ( New York, Tokyo, Amsterdam)在此次商业中心区城市设计中我们提出了一些创新的规划理念和设计构思,它们可以为椒江规划当局在这座城市的建设过程中提供一个更加广阔的视野。将椒江区老城区质量重塑与城市发展区域内的建筑更新相结合,我们希望在新与旧之间成功的建立动态平衡,给予这个城市富有特点的、多样化的经济潜力,来吸引民营资本参与城市经济活动,改善现在和未来城市居民的生活质量。通过在商业活动中采用创造性和改革性的理念,我们相信未来的椒江一定能创造出一个可持续的商业发展模式。In this study we have developed some innovative planning concepts and design ideas which should allow theJiaojiang planning authorities a broader spectrum of strategic possibilities in accompanying the citys urban and economic development.By mixing urban requalification actions in the historical center of old Jiaojiang with more updated structures in its urban development zones, we hope to have succeeded in establishing a dynamic balance between old and new, thus giving the city a very characteristic and different economic potential, helping to attract private developers in investing in the citys economy, thus improving the quality of lifefor its existing and new population.Through the use of creative ideas and innovative concepts for commercial activities, such as in our little story in the prelude, we believe that Jiaojiang will create a sustainable form of economic growth in the years to come.一、 城市概况和背景分析1. Brief introduction and background analysis概况Brief introduction1 1地理位置1.1 Geographical location台州市椒江区,位于浙江省中部沿海,台州湾入海口。是一座新兴的沿海港口城市,台州市人民政府驻地。市域地处东经121度2124121度3202(最东岛屿处121度5510),陆域界北纬28 度342528 度4653(最南岛屿处 28度2324)。东濒东海,西接黄岩,北界临海。The Jiaojiang district of Taizhou city is located at the coastal area in the middle of Zhejiang province. It is next to the delta of Taizhou bay. It is a young developed coastal harbor city where the peoples government of Taizhou locates. The coordinate of its urban area is 12121241213202east longitude (the east most island locates at 1215510), the scope of its land area is 283425284653north latitude (the south most island locates at 282324. It neighbors the East Sea in the east, connects Huangyan district in the west & borders Linhai city in the north.辖区土地总面积280.12平方公里,海岸线22.7公里,拥有大小岛屿97个,海域面积600平方公里。总人口45万,人口密度1618人/平方公里。全区辖8个街道、1个镇,农场和渔业公司各1个。The total area of the governing region is 280.12km2, with 22.7km coastline and 97 islands in different sizes. The area of the maritime space is 600km2. The total population is 450,000, with a density of 1,618 persons/km2. The entire district governs 8 streets, 1 town, 1 farm and 1 fisheries company.12自然条件1.2 Natural conditions椒江区属浙东最大的温黄平原北部。属中亚热带季风区,气候受海洋水体调节,较同纬度内陆地区温和湿润。四季分明,降水丰沛,热量充裕且雨热同季,夏鲜酷暑而冬无祁寒。地貌主要类型为沿海海积平原,占土地总面积的65。余为低山丘陵、滩涂和海岛。The Jiaojiang district locates at the north of Wenhuang plain which is the biggest plain in east of Zhejiang province. It is included in the Mid-Asia tropical monsoon area, so that its climate is influenced by the water of the sea and is warmer and moister than the inland regions at the same latitude. The four seasons there are clear, with plenty of rainfall. Theres plenty of heat, and when the rainy season comes, it is hot too. Theres neither intense heat in summer nor severe cold in winter. The main type of the topography is alluvial plain, which occupies 65% of the total land area and, the rest are hills, seabeach & islands.贯城而过的椒江是浙江省第三大河流,将辖区分为椒北水系和椒南水系,形成天然良港。辖区沿海滩涂漫漫,海域辽阔,海洋自然资源富饶。The Jiaojiang River that flows through the city is the 3rd longest river in Zhejiang province. It divides the region into North-Jiao & South-Jiao water systems, so that a nice natural harbor is formed. There are plenty of beaches along the coastal line in this region, with large maritime spaces & abundant natural ocean resources.1 3人文历史1.3 Humanities & history 椒江区人文历史悠久,以海上交通发达而名闻遐迩。古代起,人民即利用大海“兴渔盐之利,通舟揖之便”。 三国吴黄龙二年(230),孙权派遣将军卫温、诸葛直率军士万人,由章安港出发远航夷州(今台湾),经年而返。留下了中国历史上大陆与台湾交往的最早文献记录。此外,宋代著名女词家李清照、民族英雄文天祥、都曾至椒江。座落东山西麓的戚继光庙,是全国著名的抗倭纪念古建筑遗存之一,也是椒江最具历史人文教育意义的古迹。The history of Jiaojiang district is quite long. It is famous on its developed maritime transportation. The people have been utilizing the sea for fishing, producing salt & transportation since ancient times. And there is a documentary shows that the earliest relationship between the mainland and Taiwan happened right here. There were also famous literatis, national heroes. The “Temple of Qi Jiguang” which locates at the western foot of Dongshan Mountain is the most historical & educational site of Anti-Japan War in Jiaojiang.背景分析2.Backgroud analysis2.1社会经济背景分析:2.1Analysis of social economic background椒江是浙江中部沿海经济活跃地区,改革开放以来,连续保持经济快速增长的良好势头,开放型经济发展全面提速,经济国际化程度不断提高。2003年全区实现国内生产总值138.94亿元,比上年增长15.0%,人均国内生产总值达到3578美元。实现财政总收入14.60亿元,增长33.3%;其中地方财政收入8.26亿元,增长34.8 %。国内生产总值、财政总收入和地方财政收入均居全市第二、三区首位。Jiaojiang is an economically active region in the coastal area in the middle of Zhejiang province. It keeps rapid economic development ever since the reform and opening up in China. It enhanced its level on economy internationalization. The GDP of the entire region had achieved 13.894 billion yuan RMB in 2003, 15.0% higher than 2002, the person-average GDP had achieved 3,578 US$. It had achieved a gross revenue of 1.46 billion yuan RMB, increased by 33.3%, including 826 million of regional revenue, increased by 34.8%. Its GDP, gross revenue and regional revenue all rank the top of the 2nd, 3rd regions of the entire city.2.2城市发展建设背景分析:2.2Analysis of the background of urban development construction椒江作为台州中心城市的主要城区,区委、区政府按照拓展东西、连接南北、改造旧城、塑造景观的建设思路,坚持以市场经济理念,做好经营城市这篇大文章,最大限度地优化城市资源配置。使旧城改造和新区建设同步推进,建成了一批花园式小区和高档次的市政设施,进一步完善了城市功能,改善了居住环境。 Jiaojiang is treated as the major urban district of Taizhou central city. According to the guideline “expanding the east & west, connecting the south & north, reconstructing old city, creating landscape”, the committee, government of the region are trying to optimize the construction of this city, rationalize the distribution of resources in the city. The reconstruction of the old city and construction of the new district are done simultaneously. Some garden-style residential districts and high-grade public utilities are built. So that both the urban functions and the dwelling environment are improved further.同时,在椒江区分区规划(20042020)中把椒江城区定位为:是台州市行政管理中心:市级金融、科研、文化中心;交通运输中心;临港工业基地;区域物质中转和对外贸易口岸;区域旅游服务中心。在椒江城区白云山南侧设置市级行政、商业金融、文化娱乐、科技、体育中心为一体的城市中心区、中山路、解放路两侧为区级中心。Meanwhile, the orientation of Jiaojiang urban district is set as following in the : the administrative center of Taizhou city: financial, scientific research and cultural center of municipal level; transportation center; harbor-front industrial base; regional logistics center and a port for foreign trade; regional tourism service center. An urban central area that includes municipal administration, commerce, finance, cultural recreation, science and technology, sports center should be set in the south side of Baiyun Mountain Jiaojiang urban area. And a regional-level center will be set along the sides of Zhongshan road and Jiefang road.23规划范围和现状分析2.3 Scope of planning & Analysis of current situation2.3.1规划范围2.3.1 Scope of planning本次规划区块位于椒江老城区核心地段,东起解放北路,西至轮渡路,南起中山西路,北至工人路,总用地面积约32.16公顷。The plot of this plan is located at the core area of Jiaojiang old city proper. It is enclosed by Jiefang North road in the east, Lundu road in the west, Zhongshan West road in the south & Gongren road in the north. The total plot area is about 32.16 hectares.2.3.2现状分析 2.3.2 Analysis of current situation(1)现状土地利用(1) Current Land use区块现状用地较为混杂,主要以商业金融、居住用地为主。另有办公、文化娱乐及部分工业用地。商业用地主要沿中山西路、银河西路分布,居住用地主要集中在中山西路以北地块,办公和文化娱乐用地主要集中在中山西路两侧,工业用地主要分布在工人路以南地块。区块内现状居民约1600户。The uses of existing land in the plot are quite messy, mainly in commerce, finance & residence. And there are office, cultural recreation & some of the industries there. The commercial lands are mainly distributed along the Zhongshan West road & Yinhe West road, the residential lands are mainly in the north of Zhongshan West road, the office & cultural recreation lands are mainly in the two sides of Zhongshan West road and, the industrial lands are mainly in the south of Gongren road. There are about 1,600 existing families in this plot.(2)道路交通(2) Road transportation 区块周边道路交通便捷,主要道路有解放北路、轮渡路、中山西路和工人路,道路红线宽度为2636m。The surrounding road system of the plot is convenient. The main roads there are Jiefang North road, Lundu road, Zhongshan West road & Gongren road. The width of the road red line is 2636m.道路横断面形式为:The sectional styles of the roads are as following: 解放北路(36m)=5m(人行道)+6m(非机动车道)+1.75m(绿化带)+10.5(机动车道)+1.75m(绿化带)+6m(非机动车道)+5m(人行道)(三块板)North Jiefang road (36m) 5m (sidewalk)6m (non-motor vehicle lane) 1.75m (green belt) 10.5m (motor vehicle lane) 1.75m (green belt) 6m (non-motor vehicle lane) 5m (sidewalk) (three slabs)轮渡路(26m)=5m(人行道)+16m(机动车道)+5m(人行道) (单块板)Lundu road (26m) 5m (sidewalk)16m (motor vehicle lane) 5m (sidewalk) (single slab)中山西路(28m)=5m(人行道)+18m(机动车道)+5m(人行道) (单块板)West Zhongshan road (28m) 5m (sidewalk)18m (motor vehicle lane) 5m (sidewalk) (single slab) 工人路(28m)=5m(人行道)+18m(机动车道)+5m(人行道) (单块板)Gongren road (28m) 5m (sidewalk)18m (motor vehicle lane) 5m (sidewalk) (single slab)区块内部交通组织较为凌乱,路面情况较差,道路排水问题严重,造成地块内经常积水。此外,地块内部公共停车设施奇缺。主要道路有承担区块南北向交通的银河西路、银河东路、东风巷及东西向交通的打金街等道路,道路红线为510m。The internal traffic organization in the plot is relatively messy. The conditions of the roads are poor, including big problems of water drainage. And, it lacks seriously the facilities for public parking in this plot. The main roads include the Yinhe West road, Yinhe east road, Dongfeng lane for the longitudinal traffic and the Dajin street etc. for latitudinal traffic. The red lines of the roads are 510m. 现状交通主要问题有:The major problems of the existing transportation are:a 地块周边交通拥挤趋于严重、公共交通系统不够完善。b 地块内部交通组织混乱,住户占用街道路面情况严重。c 地块内停车场(库)设施奇缺。d 行人过街设施数量有限。a. The surrounding traffic of the plot became crowded, the public traffic system is not perfect.b. The internal traffic organization in the plot is messy, the streets and roads are occupied by many residents.c. It lacks the facilities of parking lot (garage) seriously in the plot.d. The facilities for pedestrian crossing are not enough.(2)城市空间形态(2) Form of urban spaces地块内多为25层的居民住宅及低平的工业厂房,各类建筑布局混乱,住宅间距小,街道空间闭塞,整个城市空间形态过于单调。There are mostly residences with 25 stories & low, flat factory buildings in the plot. The distribution of all kinds of architecture is rather messy. The distances between residences are short, no open spaces for the streets. And the form of the entire urban space is too dull.(3)建筑特点、形式及数量(3) Characteristics, form and volume of the architecture 区块内老住宅建筑质量较差,沿中山西路商住楼建筑质量较好,建筑风格现代。新建的工行大厦、江都苑小区、区文化馆等 整体建筑风格新颖、现代,大部分为混凝土框架结构。The architectural quality of the old buildings in the plot is quite poor. But the quality of the commercial & residential buildings along the Zhongshan West road is good and the architectural style is modern. The newly built buildings of Industrial and Commercial Bank of China, Jiangduyuan residential district, regional Cultural Center are modern, most of them are in concrete frame construction. (4)街景元素和城市小品(4) Streetscape elements & urban small works 现状街景缺乏统一元素,统一色调,没有形成具有当地特色的鲜明个性。城市小品数量少,形式单调。It lacks integrated element and integrated color for the existing streetscape. So there is no distinguishing individuality with local characteristics. The urban small works are too less and dull.二、 规划理念和目标PLANNING CONCEPT AND PURPOSE21设计定位和目标21 Design orientation and purpose规划地块将主要用于商业、办公、休闲、娱乐和现代服务业等行业。地块内现有1600户居民及大量小型商业零售网点,规划设计将地块功能主要定位为商业和现代商住(办公楼、购物商场、酒店、商店、百货公司、美食设施、休闲设施等等)的城市中心区,并结合部分区块的住宅、教育建筑,以保证该区域在白天和夜晚都能保持良好的商业气氛和人群聚集。在保留原有商业气氛和人气聚集的基础上(银河商厦区块)进行扩展,并向东西向延伸发展,形成一个现代化、人性化的商业区。The selected plot will be used mainly by the professions such as commerce, office, leisure, recreation and modern services. There are already l,600 families in this plot with a lot of small retail shops. Therefore we propose to build a downtown center mainly aimed at commercial and modern commerce and residence (office buildings, shopping malls, hotels, shops, department stores, gastronomic facilities, leisure etc.) but mixed to the residential, educational buildings in some blocks, in order to assure that the sector will be lively during the day and during the night. It will be expanded and extended eastward and westward based on keeping the existing activity of commerce and people (the block of Yinhe commercial building), so that a modern, humanitarian commercial area will be formed.22设计理念22 Design concept (1) 复合性的城市功能:Compound urban functions: 为方便人们在繁华的市中心工作、购物、居住、生活、娱乐,设计建议将各种活动类型及功能加以综合布置,以达到足够的可达性,创造自由、开放、灵活的空间形态并增强主要建筑群的公共空间效果,同时保持适合于人体的尺度,营造商业中心区的生机与活力。设计引入大型的商业中心、写字楼、购物中心和酒店式公寓,为整个地块创造在原有基础上进一步集聚人气的城市环境,进而提升整个地块和周边的经济价值和社会效益。To facilitate people to live in an intense and thriving downtown sector, we propose to mix activities and to achieve enough accessibility, creating free spaces and perspectives that enhance the main buildings, but not monumental ones, in order to maintain a human scale. Our proposal introduces large-scale commercial center, office buildings, shopping center and hotel-style apartments. A base of concentration of people in this plot will be created, so that the economic value of the entire plot will be elevated.(2) 现代化的交通流程:Modern traffic flow:在城市设计运用了现代交通组织理念,考虑了人车分流、车辆停放、车辆流线组织等重要环节,使城市建筑的组合与人体的尺度及行人的活动相结合。考虑未来车辆的发展,预留了足够的停车空间,并合理组织了地下车库的出入口,实现了步行交通和车行交通的有效分离,互不干扰。The concept of modern transport organization is used in the urban design, considering the important links such as the separation of people and vehicles, vehicle parking, vehicle flow organization etc., so that the group of urban buildings, dimensions of humans bodies and the activities of pedestrians can be combined together. There are enough parking spaces reserved for the increase of vehicles in the future, and the accesses of underground garage(s) are well organized, thus the traffic of pedestrians and vehicles are separated effectively without disturbing each other.(3) 易于识别的空间系统Space system for easy identification设计意图为该区域的城市空间创造一个简单的识别系统,在方案实施的第一期和第二期中,都保持现有中山西路和它现有建筑的较好部分,以及大部分银河商城建筑相当繁荣的环境。这些都将在方案实施的近期过程中加以保存,并随该区块的发展逐步进行改造,最终形成中心步行街商业娱乐区、商务办公区、居住生活区、文教区等城市空间系统。Our concept aims at an easy identification of this sector space; maintaining the beautiful proportions of the present Zhongshan Road and its present buildings, as well as the very active environment of the buildings along Yinhe East and West Roads, both in the first and in the last phases of implementation. The design aims to preserve them in the soon-to-be implementation of the plan, and they will be renovated step by step according to the development of this plot.
