Monobloc means the smallest unit of the propulsion electric energy source;2.20. Propulsion battery means the assembly of the blocs constituting the electric energy source;2.21. In the case of a vehicle powered by an electric motor, the impact test prescribed in paragraph 5.1. shall be carried out with the propulsion battery master switch in the ON position. In addition, the following requirements shall be satisfied during and after the test.5.1.1.1. The monoblocs shall remain fixed in their places;5.1.1.2. If the steering control submitted for separate approval pursuant to this Regulation meets the applicable requirements of paragraphs 5. and 6. below and annexes 4, 5 and 6 to this Regulation, approval of that steering control type shall be granted. This is only applicable to steering controls which do not include an airbag.第4.3.1条 更正为:4.3.1 如果转向控制机构独立地提出本标准的认证,并能符合本标准第5、6条以及附录4、5、6条中的相关要求,那么该转向控制机构可能获得认证,但是该认证仅针对转向控制机构本身,不包括安全气囊。Insert new paragraphs 13.3.3. and 13.3.4., to read:13.3.3. As from the official date of entry into force of Supplement 2 to the 03 series of amendments, Contracting Parties shall not grant separate approvals of the type of steering control which include an airbag.13.3.4. Subsequent numbers shall be assigned to other countries in the hronological order in which they ratify or accede to the Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions, and the numbers thus assigned shall be communicated by the Secretary-General of the United Nations to the Contracting Parties to the Agreement.”4.2.4.1脚注修正为:“1 24 爱尔兰 32拉托维亚 33(空缺)34 保加利亚 35-36(空缺) 37土耳其38-39 (空缺)40 前南斯拉夫共和国 41 (空缺)42 欧共体(各成员国使用其各自的ECE标记,正式批准是被他们承认的)43 日本 44 (空缺)45 澳大利亚 46 乌克兰 。在成员国中采用机动车、设备、零部件统一技术规定协议,协议能够符合使用在整车和在这些规定中得到正式批准和互惠互重,后来的同意此协议的成员国将按照数字顺序被指派。Insert a new paragraph 4.3.4.3., to read:4.3.4.3. the symbol R94-01 in the case of an approval pursuant paragraph 5.2.1. below.插入新的4.3.4.3节“4.3.4.3 R94-01标记依照5.2.1节以下正式批准”Insert a new paragraph 5.1.2., to read:“5.1.2. The steering wheel, if adjustable, shall be placed in the normal position indicated by the manufacturer or, failing that, midway between the limits of its range(s) of adjustment.”附件3 插入新的2.4.5节“2.4.5 方向盘如果是可调的,需放置在制造商描述的正常位置,如果没有,调节在其行程的中间位置”Annex 4, paragraph 2.2.1., amend to read:“. (English only), correct the value of 1.111 daN to read 1,111 daN.第5.2条(仅针对英文版本),将“1.111 daN”更正为“1,111 daN”。关于防止在汽车碰撞时转向机构对驾驶员的伤害认证的统一规定1 SCOPE 适用范围1.1 This Regulation applies to the behaviour of the steering mechanism of motor vehicles of category M1, and vehicles of category N1, with a maximum permissible mass less than 1,500 kg, with regard to the protection of the driver in a frontal collision本规范适用于M1,N1类中最大允许质量小于1500KG的车型,用于规范汽车转向机构,防止车辆发生正碰时对驾驶员造成伤害。1.2 At the request of a manufacturer, vehicles other than those mentioned in paragraph 1.1. above may be approved under this Regulation应汽车制造商的要求,除1.1条中提及的车型外,其他车型也可以适用于本规范2 DEFINITIONS定义For the purposes of this Regulation仅适用于本规范2.1 “approval of a vehicle” means the approval of a vehicle type with regard to the protection of the driver against the steering mechanism in the event of impact “车型认证”指满足防止汽车碰撞时转向机构对驾驶员造成伤害的某一类型汽车的认证2.2 vehicle type means a category of motor vehicles which do not differ in such essential respects as “车辆类型”指在以下本质关系上是相同的同一种类的汽车:2.2.1 the structure, dimensions, lines and constituent materials of that part of the vehicle forward of the steering control车辆转向控制部件的结构,尺寸,LINES和主要材料2.2.2 the mass of vehicle in running order, as defined in paragraph 2.18. below如2.18条中所规定的车辆质量2.3 approval of a steering control means the approval of a steering control type with regard to the protection of the driver against the steering mechanism in the event of impact “转向控制认证”指满足防止汽车碰撞时转向机构对驾驶员造成伤害的某一转向控制类型的认证2.4 steering control type means a category of steering controls which do not differ in such essential respects as “转向控制类型”指在以下本质关系上是相同的同一种类的转型控制机构:2.4.1 the structure, dimensions, lines and constituent materials结构,尺寸,LINES和主要材料2.5 steering control means the steering device, usually the steering wheel, which is actuated by the driver “转向控制机构”指转向设备,通常指驾驶员操作的方向盘2.6 general steering control means a steering control which can be fitted to more than one approved vehicle type where differences in the attachment of the steering control to the steering column do not affect the impact performance of the steering control “一般转向控制机构”指能够适用于超过一种以上认证车型的转向机构,在转向控制附件上可以不同,但不会影响到转向机构的作用2.7 Air-bag means a flexible bag that is designed to be filled with a gas under pressure, and is: “安全气囊”指按照设计可以在一定压力下通过充气膨胀的可变形的气囊,满足:2.7.1 designed to protect the vehicle driver in an impact against the steering control;设计用来保护驾驶员免受转向机构碰撞伤害2.7.2 inflated by a device which is actuated in case of vehicles impact;产生碰撞时受其他设备控制充气膨胀2.8 Steering control rim means the quasi-toroidal outer ring in the case of the steering wheel usually griped by the drivers hands during driving; “转向控制环”指方向盘上的类似于圆的外圈,通常在行驶中被驾驶员用手握住的部分。2.9 Spoke means a bar connecting the steering control rim to the boss; “辐条”指用来连接转向控制环及主体的条状物体。2.10 Boss means that part of the steering control, usually at the centre, that: “主体”指转向控制机构中通常位于中间的部分2.10.1 joins the steering control to the steering shaft,连接转向控制机构于转向轴上2.10.2 transmits the torque from the steering control to the steering shaft;将转向控制机构上的力矩传递到转向轴上2.11 Centre of the steering control boss means that point on the surface of the boss which is in line with the axis of the steering shaft; “转向控制机构主体中心”指通过转向轴线与转向控制机构主体表面相交的点2.12 Plane of the steering control means in the case of the steering wheel the flat surface that splits the steering wheel rim equally between the driver and the front of the car; “转向控制机构平面”指在驾驶员和汽车前部之间,方向盘上的某一平直的、等分转向控制环的平面2.13 steering shaft means the component which transmits to the steering gear the torque applied to the steering control; “转向轴”指用来传递作用于转向控制机构上的扭矩到转向齿轮的机构2.14 steering column means the housing enclosing the steering shaft; “转向管柱”指包裹着转向轴的壳体2.15 steering mechanism means the aggregate comprising the steering control, the steering column, the assembly accessories, the steering shaft, the steering gear housing, and all other components such as those designed to contribute to the absorption of energy in the event of impact against the steering control; “转向机构”指包含以下各部分零部件的总成:转向控制机构、转向管柱、连接件、转向轴、转向齿轮系以及其他部件,例如设计用来吸收转向控制机构碰撞时能量的部件。2.16 passenger compartment means the space for occupant accommodation, bounded by the roof, floor, side walls, doors, outside glazing, front bulkhead, and the plane of the rear compartment bulkhead or the plane of the rear seat back support; “乘员空间”指用来容纳乘客的空间,由车顶、地板、侧围、车门、窗户玻璃、前防水壁、和后车厢防水壁或者后排座椅后部平面组成。2.17 Impactor consists of a rigid hemispherical headform 165 mm in diameter, in accordance with annex 5, paragraph 3 of this Regulation“碰撞假人”由直径165mm的刚性的半圆形头部组成,具体见本章附录5的第3节2.18 Mass of the vehicle in running order means the mass of the vehicle unoccupied and unladen but complete with fuel, coolant, lubricant tools and spare wheel, if provided as standard equipment by the vehicle manufacturer. “整备质量”指车辆在未装备人员及货物的情况下,仅按照汽车生产商的标准配置并加满燃油、冷却液、润滑剂、备胎(如果属于汽车生产厂商的标准配置)时的整车质量。3 APPLICATION FOR APPROVAL认证申请3.1 Vehicle type车辆类型3.1.1 The application for approval of a vehicle type with regard to the protection of the driver against the steering mechanism in the event of impact shall be submitted by the vehicle manufacturer or by his duly accredited representative.关于防止汽车碰撞时转向机构对驾驶员造成伤害的某一类型汽车的认证的申请由该类型汽车生产厂商或者其授权代表提出。3.1.2 It shall be accompanied by the undermentioned documents in triplicate and the following particulars:以下文件或者细节必须齐备3.1.2.1 a detailed description of the vehicle type with respect to the structure, dimensions, lines and constituent materials of that part of the vehicle forward of the steering control;有关该类型汽车的结构、尺寸、lines、转向控制机构主要材料的详细描述3.1.2.2 drawings, on an appropriate scale and in sufficient detail, of the steering mechanism and of its attachment to the vehicle chassis and body;转向机构以及与车身地盘连接件的足够详细的,比例适中的二维图纸。3.1.2.3 a technical description of that mechanism;该转向机构的技术性描述3.1.2.4 an indication of the mass of the vehicle in running order;量产汽车的载荷分布3.1.2.5 evidence that the steering control has been approved in accordance with paragraph 5.2 of the Regulation, if applicable.可以证明转向控制机构满足第5.2条要求的证据3.1.3 The following shall be submitted to the technical service responsible for conducting approval tests以下文件必须提交给负责认证测试的技术服务机构3.1.3.1 a vehicle, representative of the vehicle type to be approved, for the test referred to in paragraph 5.1. below车辆一台,代表需要进行认证的车型进行第5.1条规定测试3.1.3.2at the manufacturers discretion, with the agreement of the technical service, either a second vehicle, or those parts of the vehicle regarded by him as essential for the test referred to in paragraphs 5.2. and 5.3. below.应生产厂商的要求,经技术服务机构的同意,可以使用第二台样车或者其他认为是必需的部件用于进行下面第5.2条和第5.3条的测试3.1.3.3The competent authority shall verify the existence of satisfactory arrangements for ensuring effective control of the conformity of production before type approval is granted.认证通过之前必须提供权威证据证明有令人满意的安排保证生产一致性可以得到有效实施3.2 Steering control type转向控制类型3.2.1 The application for approval of a steering control type with regard to the protection of the driver against the steering mechanism in the event of an impact shall be sub
