2.1 “车辆认证”是指侧面碰撞中车身结构性能方面的车辆型式认证; 2.2 Vehicle type means a category of power-driven vehicles which do not differ in such essential respects as: 2.2 “车辆型式”是指在下列主要方面没有差别的车辆; 2.2.1 the length, width and ground clearance of the vehicle, in so far as they have a negative effect on the performance prescribed in this Regulation; 2.2.1 车辆的长度、宽度以及高度差别,在本法规所限定的范围内; 2.2.2 the structure, dimensions, lines and materials of the side walls of the passenger compartment in so far as they have a negative effect on the performance prescribed in this Regulation; 2.2.2 车身侧壁的结构、尺寸、外形和材料。差别在本法规所限定的范围内; 2.2.3 the lines and inside dimensions of the passenger compartment and the type of protective systems, in so far as they have a negative effect on the performance prescribed in this Regulation; 2.2.3 车身的外形和内部体积以及保护系统的类型。差别在本法规所限定的范围内; 2.2.4 the siting of the engine (front, rear or centre); 2.2.4 发动机的布置(前置,后置,中置) ; 2.2.5 the unladen mass, in so far as there is a negative effect on the performance prescribed in this Regulation; 2.2.7 the type of front seat(s) and position of the R point in so far as they have a negative effect on the performance prescribed in this Regulation; 2.2.7 前排坐位的类型和“R”点的位置,允许其差别在本法规所限定的范围内。 2.3 Passenger compartment means the space for occupant accommodation, bounded by the roof, floor, side walls, doors, outside glazing and front bulkhead and the plane of the rear compartment bulkhead or the plane of the rear-seat back support; 2.3 “乘客车厢”是指限于车顶、地板、侧壁、车门、车窗、前壁和后车壁的平面或 后座背部支撑架。 2.4 R point or seating reference point means the reference point specified by the vehicle manufacturer which: 2.4 “R”点或“坐椅参考点”是指由车辆制造厂为每一乘坐位置规定的设计点: 2.4.1 has co-ordinates determined in relation to the vehicle structure; 2.4.1 使坐标的确定与车结构有关; 2.4.2 corresponds to the theoretical position of the point of torso/thighs rotation (H point) for the lowest and most rearward normal driving position or position of use given by the vehicle manufacturer for each seating position specified by him; 2.4.2 与最低和最后普通驾驶位置的躯干/大腿旋转点(H 点)的理论位置或被制造厂 确定的每一个坐位的使用位置相符合。 2.5 H point is as established by annex 3 to this Regulation; 2.5 “H”点是根据本法规附录3 确定。 2.6 Capacity of the fuel tank means the fuel-tank capacity as specified by the manufacturer of the vehicle; 2.6 “油箱的容积”是指车辆制造厂明确规定的油箱的容积。 2.7 Transverse plane means a vertical plane perpendicular to the median longitudinal vertical plane of the vehicle; 2.7 “横向平面”是指正交于车辆纵向中心面的垂直平面。 2.8 Protective system means devices intended to restrain and/or protect the occupants; 2.8 “保护系统”是指保护乘客安全的装置。 2.9 Type of protective system means a category of protective devices which do not differ in such essential respects as their: technology geometry constituent materials; 2.9 “保护系统的类型”是指在下列主要方面没有差别的一类保护装置: 技术平面图形组成材料 2.10 Reference mass means the unladen mass of the vehicle increased by a mass of 100 kg (that is the mass of the side impact dummy and its instrumentation); 2.10 “基准质量”是空载质量加上100 kg(该质量为侧面碰撞人体模型及其检测仪 表的质量) 2.11 Unladen mass means the mass of the vehicle in running order without driver, passengers or load, but with the fuel tank full and the usual set of tools and spare wheel on board, where applicable; 2.11 “空载”是指车辆在可正常运行状态下没有司机,乘客或货物,但油箱充入占容 积 90%的油,并可提供一套常用工具和备用轮胎时的质量。 2.12 Mobile deformable barrier means the apparatus with which the test vehicle is impacted. It consists of a trolley and an impactor; 2.12 “汽车可变形障碍壁”是指撞击试验车辆使用的装置,它由一个撞击器和一个车 架组成。 2.13 Impactor means a crushable section mounted on the front of mobile deformable barrier; 2.13 “撞击器”是指汽车可变形障碍壁前安装的可碰撞部分。 2.14 Trolley means a wheeled frame free to travel along its longitudinal axis at the point of impact. Its front part supports the impactor. 2.14 “车架”是指在撞击点沿纵向轴线方向自由运行的轮状框架,它的前部支撑撞击 器。 3 3 APPLICATIONAPPLICATION FORFOR APPROVALAPPROVAL 3 3 认证申请认证申请 3.1 The application for approval of a vehicle type with regard to the protection of the occupants in the event of a lateral collision shall be submitted by the vehicle manufacturer or by his duly accredited representative. 3.1 就侧面碰撞乘员保护方面车型的认证申请应由制造厂或其正式指定的代理人提出。 3.2 It shall be accompanied by the undermentioned documents in triplicate and the following particulars: 3.2 申请时应提交下列文件一式三份,以及有关详细资料。 3.2.1 a detailed description of the vehicle type with respect to its structure, dimensions, lines and constitutent materials; 3.2.1 就结构、尺寸、外形和组成材料方面的车型的详细说明; 3.2.2 photographs and/or diagrams and drawings of the vehicle showing the vehicle type in front, side and rear elevation and design details of the lateral part of the structure; 3.2.2 显示车型前面、侧面和后面高度的照片、图表和图样,详细说明侧面结构的图 样; 3.2.3 particulars of the vehicles mass as defined by paragraph 2.11 of this Regulation; 3.2.3 特别是本法规第2.11 条规定的车辆的质量; 3.2.4 the lines and inside dimensions of the passenger compartment; 3.2.4 客厢的外形和内部大小; 3.2.5 a description of the relevant side interior fittings and protective systems installed in the vehicle. 3.2.5 车辆内安装的侧面内部装置和保护系统的详细说明。 3.3 The applicant for approval shall be entitled to present any data and results of tests carried out which make it possible to establish that compliance with the requirements can be achieved on prototype vehicles with a sufficient degree of accuracy. 3.3 认证申请人有责任提交所进行试验的全部数据和结果,这些数据与结果应能够证 实符合样车达到的要求。 3.4 A vehicle which is representative of the type to be approved shall be submitted to the technical service responsible for conducting the approval tests. 3.4 在车型认证被批准前,应提交车辆至负责车型认证试验部门。 3.4.1 A vehicle not comprising all the components proper to the type may be accepted for tests provided that it can be shown that the absence of the components omitted has no detrimental effect on the performance prescribed in the requirements of this Regulation. 3.4.1 若根据本法规要求,缺少某些部件对操作不会产生有害影响,则缺少某些部件 的车辆也可被批准检验。 3.4.2 It shall be the responsibility of the applicant for approval to show that the application of paragraph 3.4.1 is in compliance with the requirements of this Regulation. 3.4.2 申请认证方有责任证明第3.4.1 条的申请符合本法规要求。 4 4 APPROVALAPPROVAL 4 4 认证认证 4.1 If the vehicle type submitted for approval pursuant to this Regulation meets the requirements of paragraph 5 below, approval of that vehicle type shall be granted. 4.1 按照本法规认证的车型如果满足下列5 条的要求,则应批准该车型的认证。 4.2 In case of doubt, account shall be taken, when verifying the conformity of the vehicle to the requirements of this Regulation, of any data or test results provided by the manufacturer which can be taken into consideration in validating the approval test carried out by the technical service. 4.2 在证实该车辆与本法规要求制造厂提供的任何数据或试验结果是否一致时,若有 疑问,应立即提交书面报告。技术部门在批准认证试验时应考虑到这些情况。 4.3 An aproval number shall be assigned to each type approved. Its first two digits (at present 00 for the Regulation in its original form) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party may not assign the same approval number to another vehicle type. 4.3 对每一种认证批准的型式,应授予一个认证号。该认证号的前两位数字(当前01 对应 01 版本)代表在授予认证批准时,本法规的最新修订序列号。同一缔约方 不得授予同样认证号给其他车型。 4.4 Notice of approval or of extension or of refusal of approval of a vehicle type pursuant to this Regulation shall be communicated by the Parties to the Agreement applying this Regulation by means of a form conforming to the model in annex 1 to this Regulation and photographs and/or diagrams and drawings supplied by the applicant for approval, in a format not exceeding A4 (210 x 297) mm or folded to that format and on an appropriate scale. 4.4 按本法规对某一车型作出的认证批准,认证扩展或认证拒绝,均应以通知书形式 通知有关各方。通知书的格式应与本法规附录1 相符。申请认证方提供的照片、 图表和图样不应超过A4(210 mm297 mm)或以适当的规格折叠起来。 4.5 There shall be affixed to every vehicle conforming to a vehicle type approved under this Regulation, conspicuously and in a readily accessible place specified on the approval form, an international approval mark consisting of: 4.5 在获得本法规车型认证批准的每一辆车上,可加一明显的易识别的国际认证标志, 其构成如下: 4.5.1 a circle surrounding the letter E followed by the distinguishing number of the country which has granted approval; 1/ 4.5.1 在一圆圈中间加大写字母“E”并标明授予认证国家的代号; 4.5.2 the number of this Regulation, followed by the letter R, a dash and the approval number, to the right of the circle prescribed in paragraph 4.5.1. 4.5.2 在第 4.5.1 条规定的圆圈右侧,标上本法规号,大写字母“R” ,一短划和认证 号。 4.6 If the vehicle conforms to a vehicle type approved, under one or more other Regulations annexed to the Agreement, in the country which has granted approval under this Regulation, the symbol prescribed in paragraph 4.5.1. need not be repeated; in this case the Regulation and approval numbers and the additional symbols of all the Regulations under which approval has been granted in the country which has granted approval under this Regulation shall be placed in vertical columns to the right of the symbol prescribed in paragraph 4.5.1. 4.6 获得本法规认证批准的车型,若在批准认证本设计的国家里,按该协议附加的其 他法规获得形式认证时,第4.5.1 条所述的认证标志不需要重复,只需在这个标 志右方的纵向逐行列出本法规下已授予认证国家授予的法规号和认证号。 4.7 The approval mark shall be clearly legible and shall be indelible. 4.7 认证标志必须清晰、易识、耐久。 4.8 The approval mark shall be placed close to or on the vehicle data plate affixed by the manufacturer. 4.8 认证标志应位于制造厂车辆技术规格标牌附近,或直接印在该标牌上。 4.9 Annex 2 to this Regulation gives examples of approval marks. 4.9 本法规附录2 为认证标志布置示例。 5 5 SPECIFICATIONSSPECIFICATIONS ANDAND TESTSTESTS 5 5 要求和试验要求和试验 5.1 The vehicle shall undergo a test in accordance with annex 4 to this Regulation. 5.1 根据本法规附录4 进行试验。 5.1.1 The test will be carried out on the drivers side unless asymmetric side structures, if any, are so different as to affect the performance in a side impact. In that case either of the alternatives in paragraph 5.1.1.1. or 5.1.1.2. may be used by agreement between the manufacturer and test authority. 5.1.1 试验应在驾驶员侧进行。若车辆是不对称侧面结构,而且对侧面碰撞性能带来 影响,制造厂和检验部门可按协议任选5.1.1.1 条或 5.1.1.2 条之一进行试验。 5.1.1.1 The manufacturer will provide the authority responsible for approval with information regarding the compatibility of performances in comparison with the drivers side when the test is being carried out on that side. 5.1.1.1 若试验在驾驶员另一侧进行,制造厂应向负责认证的部门提供相应依据,以 验证司机侧具有相同的性能。 5.1.1.2 The approval authority, if concerned as to the construction of the vehicle, will decide to have the test performed on the side opposite the driver, this being considered the least favourable. 5.1.1.2 考虑车辆结构,认证部门应决定在最不利的与司机相对的一侧进行试验。 5.1.2 The Technical Service, after consultation with the manufacturer,may require the test to be carried out with the seat in a position other than the one indicated in paragraph 5.5. of annex 4. This position shall be indicated in the test report. 2/ 5.1.2 在与制造厂协商后,技术部门可要求在不同于附录4 第 5.5.1 条指定的一个坐 位进行试验。在试验报告中应标出该位置。 5.1.3 The result of this test shall be considered satisfactory if the conditions set out in paragraphs 5.2. and 5.3. below are satisfied. 5.1.3 若试验满足第5.2 条和 5.3 条规定,则该试验结论应为合格。 5.2 Performance criteria 5.2 性能指标 5.2.1 The performance criteria, as determined for the collision test in accordance with the appendix to annex 4 to this Regulation shall meet the following conditions: 5.2.1 根据本法规附录4 的附件,本碰撞试验的执行标准应符合下列条件: 5.2.1.1 the head performance criterion (HPC) sha
