It does not apply to folding, side-facing or rearward- facing seats, or to any head restraint fitted to these seats. 2.2. 定义定义 DEFINITIONS 在本法规中： For the purposes of this Regulation （1）正如在车辆结构（R.E.3） （文件 TRAN/SCI/WP.29/78/修订 1.）统一规定 的附录 7 中的定义。 As defined in the Consolidated Resolution on the Construction of Vehicles(R.E.3.), annex 7 (document TRANS/WP.29/78/Rev.1/Amend.2). (2)M1 类型车辆靠背的后面部分应该符合本法规的第 5.1.3 和第 5.1.4 条的规 定，不过首先它们需符合第 21 号设计法规（车辆就其内部饰件认证统一规定）的规 定。 The rear parts of seat-backs of vehicles of category M1 are considered to comply with the provisions of paragraphs 5.1.3. and 5.1.4. of thisRegulation provided they comply with the provisions of Regulation No. 21 Uniform Provisions concerning the Approval of Vehicles with regard to their Interior Fittings (E/ECE/324-E/ECE/TRANS/505/Rev. 1/Add. 20/Rev. 2) 2.1 “车辆认证”是指座椅及其固定装置强度，座椅靠背后部设计以及头枕性能方面 的车辆型式认证。 Approval of a vehicle means the approval of a vehicle type with regard to the strength of the seats and their anchorages, the design of the rear parts of the seat-backs and the characteristics of their head restraints; 2.2 “车辆型式”是指在下列主要方面没有差异的车辆： Vehicle type means a category of motor vehicles which do not differ in such essential respects as: 2.2.1 座椅的结构、形状、尺寸、材料以及质量，允许座椅蒙皮和颜色不同；允许质 量差在批准座椅型式的座椅质量的 5范围内； the structure, shape, dimensions, materials and the mass of the seats, although the seats may differ in covering and colour; differences not exceeding 5 per cent in the mass of the approved seat type shall not be considered significant; 2.2.2 座椅、座椅靠背及其组成部件的调节装置、位移装置及锁止装置的型式和尺寸； the type and dimensions of the adjustment, displacement and locking systems of the seat-back and seats and their parts; 2.2.3 座椅固定装置的型式和尺寸； the type and dimensions of the seat anchorages1/; As defined in the Consolidated Resolution on the Construction of Vehicles (R.E.3.), annex 7 (document TRANS/WP.29/78/Rev.1/Amend.2) 2.2.4 头枕的尺寸、构架、材料和衬垫，允许其蒙皮和颜色不同； the dimensions, frame, materials and padding of head restraints, although they may differ in colour and covering; 2.2.5 头枕附件的型式和尺寸，若头枕为分体式头枕还包括头枕连接部件的特性。 the type and dimensions of the attachments of the head restraint and the characteristics of the part of the vehicle to which the head restraint is attached, in the case of a separate head restraint; 2.3 “座椅”是指供一个成年乘员乘坐且有完整装饰并与车辆结构为一体或分体的乘 坐设施。它包括单独的座椅或长条座椅的一个座位。 Seat means a structure which may or may not be integral with the vehicle structure complete with trim, intended to seat one adult person. The term covers both an individual seat or part of a bench seat intended to seat one person; 2.4 “长条座椅”是指供一个以上成年乘员乘坐且具有完整装饰的乘坐设施。 Bench seat means a structure complete with trim, intended to seat more than one adult person; 2.5 “固定装置”是指将座椅总成固定到车辆结构上的装置，包括车身上受影响的部 件。 Anchorage means the system by which the seat assembly is secured to the vehicle structure, including the affected parts of the vehicle structure; 2.6 “调节装置”是指能将座椅或其部件的位置调整到适应乘员乘坐姿态的装置。该 装置尤其可能允许： Adjustment system means the device by which the seat or its parts can be adjusted to a position suited to the morphology of the seated occupant. This device may, in particular, permit: 2.6.1 纵向位移； longitudinal displacement; 2.6.2 垂直位移； vertical displacement; 2.6.3 角位移。 angular displacement; 2.7 “位移装置”是指为便于乘员出入所提供座椅后部空间，使座椅或其部分旋转或 移动的装置，它无固定的中间位置。 Displacement system means a device by which the seat or one of its parts can be displaced and/or rotated, without a fixed intermediate position, to permit easy access of occupants to the space behind the seat concerned; 2.8 “锁止装置”是指使座椅及其部件保持在使用位置的装置。 Locking system means a device ensuring that the seat and its parts are maintained in the position of use; 2.9 “折叠装置”是指偶尔使用，而平时折叠起来的辅助座椅。 Folding seat means an auxiliary seat intended for occasional use and normally folded; 2.10 “横向平面”是指正交于车辆纵向中心面的铅垂平面。 Transverse plane means a vertical plane perpendicular to the median longitudinal plane of the vehicle; 2.11 “纵向平面”是指平行于车辆纵向中心面的平面。 Longitudinal plane means a plane parallel to the median longitudinal plane of the vehicle; 2.12 “头枕”是指用于限制成年乘员头部相对于其躯干后移，以减轻在发生碰撞事 故时颈椎可能受到的损伤程度的装置。 Head restraint means a device whose purpose is to limit the rearward displacement of an adult occupants head in relation to his torso in order to reduce the danger of injury to the cervical vertebrae in the event of an accident; 2.12.1 “整体式头枕”是指由靠背上端部分形成的头枕。若满足 2.12.2 条和第 2.12.3 条定义的头枕仅能用工具将其从座椅或车身结构上拆下来，或利用将座椅外 罩全部或部分拆下来的方法将其拆下来的话，则亦为整体式头枕。 Integrated head restraint means a head restraint formed by the upper part of the seat- back. Head restraints meeting the definitions of paragraphs 2.12.2. or 2.12.3. below but which can only be detached from the seat or the vehicle structure by the use of tools or by partial or complete removal of the seat covering, meet the present definition; 2.12.2 “可拆式头枕”是指采用插入或固定的方式与座椅靠背相连且可以与座椅分 开的头枕。 Detachable head restraint means a head restraint consisting of a component separable from the seat designed for insertion and positive retention in the seat-back structure; 2.12.3 “分体式头枕”是指采用插入或固定的方式与车身结构相连且完全与座椅分 开的头枕。 Separate head restraint means a head restraint consisting of a component separate from the seat, designed for insertion and/or positive retention in the structure of the vehicle; 2.13 “R”点是指本法规附录 3 定义的乘坐基准点。 R point means the seating reference point as defined in annex 3 to this Regulation; 2.14 “基准线”是指本法规附录 3 附件图 l 中所示的通过三维人体模型的线。 Reference line means the line on the manikin reproduced in annex 3, appendix, figure 1, to this Regulation. 2.15 “隔离系统”是指除座椅靠背之外的用于保护乘员不受移动行李伤害的部件或 装置；或向下方折叠。特别地，一个隔离系统可以由钢丝网或铁丝网构成，置于处在 铅直或向下折叠位置的座椅靠背的上方。装备有作为车辆的标准设备的这些部件或装 置的头枕，应该被认为属于隔离系统的一部分。不过，装备有头枕的座椅不应被认为 是单独的隔离系统。 Partitioning system means parts or devices which, in addition to the seat-backs, are intended to protect the occupants from displaced luggage; in particular, a partitioning system may be constituted by netting or wire mesh located above the level of the seat-backs in their upright or folded down position. Head restraints fitted as standard equipment for vehicles equipped with such parts or devices shall be considered as part of the partitioning system. However, a seat equipped with a head restraint shall not be considered as being on its own a partitioning system. 3.3. 认证申请认证申请 APPLICATION FOR APPROVAL 3.1 车型的认证申请应由制造厂或其正式指定的代理人提出。 The application for approval of a vehicle type shall be submitted by the vehicle manufacturer or by his duly accredited representative. 3.2 申请时应附有下列文件并一式三份，详细资料为： It shall be accompanied by the following documents in triplicate and the following particulars: 3.2.1 就座椅及其固定装置、调节装置、位移装置和锁止装置设计方面的车型的详细 说明； a detailed description of the vehicle type with regard to the design of the seats, their anchorages, and their adjustment, displacement and locking systems; 3.2.1.1 隔离系统的详细描述和/或图纸（如果有） 。 A detailed description and/or drawings of the partitioning system, if applicable. 3.2.2 车辆座椅、座椅固定装置以及其调节装置、位移装置和锁止装置的制图应比例 适当，细节详尽。 drawings, on an appropriate scale and in sufficient detail, of the seats, their anchorages on the vehicle, and their adjustment, displacement and locking systems. 3.2.3 对于可拆式头枕的座椅，应提交： In the case of a seat with a detachable head restraint: 3.2.3.1 头枕的详细说明，特别要说明衬垫材料的性质； a detailed description of the head restraint, specifying in particular the nature of the padding material or materials; 3.2.3.2 头枕在座椅上的安装位置、支撑型式以及连接装置的详细说明。 a detailed description of the location, the type of support and the attachments for mounting the head restraint on the seat. 3.2.4 对于分体式头枕的座椅，应提交： In the case of a separate head restraint: 3.2.4.1 头枕的详细说明，特别要说明衬垫材料的性质； a detailed description of the head restraint, specifying in particular the nature of the padding material or materials; 3.2.4.2 头枕在车身结构上的安装位置以及连接装置的详细说明。 a detailed description of the location, and the attachments for fitting the head restraint to the structure of the vehicle. 3.3 此外还应向负责认证试验的检验部门提交： The following shall be submitted to the technical service responsible for the approval tests: 3.3.1 待认证车型的样车一辆，或检验部门要求提供的认证试验必需的车辆部件； a vehicle representative of the vehicle type to be approved or the parts of the vehicle which the technical service deems necessary for approval tests; 3.3.2 附加一套该车装备的座椅及其固定装置。 an additional set of the seats with which the vehicle is equipped, with their anchorages. 3.3.3 对座椅上装备或可以装备头枕的车辆，除满足第 3.3.1 条和第 3.3.2 条的要 求外还应满足： For vehicles with seats fitted or capable of being fitted with head restraints, in addition to the requirements set out in paragraphs 3.3.1. and 3.3.2. 3.3.3.1 对于带可拆式头枕的座椅，应增加一套该车装备的带有头枕的座椅及其固定 装置； in the case of detachable head restraints: an additional set of seats, fitted with head restraints, with which the vehicle is equipped, together with their anchorages. 3.3.3.2 对于带分体式头枕的座椅，应增加一套该车装备的座椅及其固定装置和一套 相应的头枕以及车身结构上与头枕相连的部件，或一完整的组件。 In the case of separate head restraints: an additional set of the seats with which the vehicle is equipped, with their anchorages, an additional set of the corresponding head restraints and the part of the vehicle structure to which the head restraint in fitted, or a complete structure. 4.4. 认证认证 APPROVAL 4.1 按照本法规提交认证的车型，如果满足本法规有关要求（装有
