With these solutions ZTE smart grid has been widely deployed in more than 50 countries by nearly 70 customers in electric power industry, such as ZESCO in Zambia, EEPCO in Ethiopia, ENE in Angola, CADAFE in Venezuela, NGCP in Philippines, ONE in Morocco, SGCC in China etc. ZTE has a powerful implementation team with years experience on projects, has more than 100 representatives around the world, has powerful project delivery capability with years of experience on the global distribution platform. And based on customers financial condition, ZTE provides flexible paying models: full payment, phase by phase, for pay as saved, deferred payment. ZTE is a qualified provider in these projects.Chapter 1 gives a brief summary of the purpose why ZTE provide this proposal.Chapter 2 shows the benefits of ZTEs solutionChapter 3 shows detailed introduction of ZTEs unique smart meter solution for BPDB.Chapter 4 gives successful cases of ZTE smart meter solution.Chapter 5 gives a summary of ZTE and this smart meter proposal.2 Benefits of ZTE Solutionl Fully comply with international standardsThe meter ZTE proposed complies with IEC 62052, IEC 62053, IEC 62055, and IEC 62056. l State-of-the-art ASIC, high accuracy and sensitivity, high reliability wide load etc.The meter ZTE proposed has ISO, KEMA and CNAS certification.l Evolution to AMI smart meterThe meter ZTE proposed has PLC module which can be used as AMI smart meter to support AMR (Auto Meter Reading) and remote control smoothly.l Enhanced anti-tampering designThe meter has enhanced anti-tampering design: terminal cover opening detection and automatic disconnection, reverse energy detection, alarm and disconnection over power limit.l Small size light weight and easy installationThe meter ZTE proposed is DIN rail mounted, which can be easily installed in meter box without screw. And between MCU and CIU, the communication is PLC based without any wire line between MCU and CIU. The customer can plug-in the CIU in power outlet for connection with MCU.l Low balance alarmIf the balance is lower than preset value, the meter will alarm by showing message in LCD screen or trip to notify the customer to recharge.l Bi-directional measurementThe meter can measure both forward and reserve active power. Reverse power can be measured in forward power and stored in the total active power. When there is reverse, there is always a reverse arrow on the LCD.l Support TOU energy consumptionl Low power consumption design3 Proposed Solution3.1 Design PrincipleAccording to RFP of Power Division, Ministry of Power, Energy and Mineral, ZTE has proposed ZX E213 (DDSD101-DT2) single phase din rail split keypad prepayment smart meter and some other auxiliary materials such as meter box, HHU etc.l Quick launch for smart metering The Power Division, Ministry of Power, Energy and Mineral can reduce the CAPEX in current phase as far as possible and can collect the power fee from the customers as quick as possible.l Powerful vending when the prepayment smart meter has been deployed, the customer should find it convenient to recharge.l Anti-tampering the proposed solution should support anti-tampering and should have some protective design to avoid the customers tampering action.l Controllable and manageable the solution should help the Power Division, Ministry of Power, Energy and Mineral to manage the grid as easily as possible.l Evolution to AMI AMI is the trend of smart metering, so the solution should be upgraded to complete AMI structure. According to the above principles, ZTE has proposed a prepayment smart meter for Power Division, Ministry of Power, Energy and Mineral, which include prepayment meter, meter box and vending system etc.3.2 Architecture of Proposed SolutionFigure 31 Architecture of prepayment smart meter solutionThe proposed solution includes the following parts:l Prepayment meter, these meters will be single phase and three phase split keypad prepayment meters which are used by residents or industries. The customer can buy voucher for recharging.l Meter box, which is used to anti-tampering of power and to avoid meter destroy. l Prepayment vending station system, which contains Master station and Vending station, these stations will provide both Power Division, Ministry of Power, Energy and Minerals billing and consumers payment.3.3 Prepayment Smart Meter3.3.1 Introduction of Keypad Prepayment Smart MeterKeypad prepayment smart meter is a type of meter that exchanges information through virtual carrier - token.Token is a serial of numbers, for example 2837 5872 3731 6854 3423. An exclusive token can be created by prepayment system, and user just need to enter the token to meter with keypad. Meter will decode the token according to agreement so that the recharge/purchase can be achieved.So far the only international standard of payment system is IEC62055. Established in 1997 by South Africa STS (Standard Transfer Specification), IEC62055 has been nominated as international standard by the same association.Since meters that comply with IEC62055 need to pass the tests of STS and adopt standard security module encryption calculation, the meters and systems from different manufactures are always compatible with each other.IEC62055 standard covers prepayment system, user information system, energy selling system, transmission carrier, standard of data transmission, prepayment energy meter and interface standard etc. It is architecture about the entire prepayment system.IEC6205521: Framework for standardizationIEC6205531: Static payment meters for active energy (classes 1 and 2) IEC6205541: Standard transfer specification (STS) - Application layer protocol forone-way token carrier systemsIEC6205551: Standard transfer specification (STS) - Physical layer protocol for one-way numeric and magnetic card token carriersIEC6205552 Standard transfer specification (STS) - Physical layer protocol for a two-way virtual token carrier for direct local connectionThe workflow of keypad prepayment smart meter can be shown as following: When the balance is lower, the meter will alarm the customer. And the customer will buy power via vending system (CDU, retailer, SMS, E-Bank etc.) to get a token code. The customer input the token code in keypad for recharge.3.3.2 STS Featuresl Exchanging data and information through virtual carrier (20 digits token), STS prepayment system goes well with development of communication technology in future.l STS standard can be used to define and recharge credit for energy meters, water meters, gas meters and meters for other public usages.l STS is a secured communication system in which information passes between vending system and meter.l Taking IEC 62055-41 as the only international standard for prepayment system, STS is a security transmission standard which opens to the world.l Cipher code security technique is furnished (Cipher codes are classified. Electricity companies manage cipher codes of their own)l Every TOKEN, meter, vending system and the entire prepayment system enjoys protection from different level of security.l Reliable encryption system technically reduces attacks to the system.l Products involved in the system need to get approval from STS.l TOKEN is reliable in transmission. Meter accepts every TOKEN only once, repeat entry will be ignored. Every TOKEN is combined with the meters information and works on nominated meter only.l There are at least 20 million STS meters installed in hundreds of electricity companies in the world.l STS ensures compatibility among different meter products from different manufactures: Electricity Company can purchase meter or prepayment system from any manufacture that has passed STS approval without worrying about system security.3.3.3 Multi-ways of Rechargel Recharge through short message (SMS)l Recharge through internetl Recharge in operation halll Scratch cardl POS recharge in stores l Recharge cardsl Recharge though E-bankl Recharge though service hot line (i.e. 95598)l Recharge through ATMl Recharge in retail outletl Portable vending terminal3.3.4 ZX E211 (CL710C02) Single-phase Keypad Prepayment Meter3.3.4.1 DescriptionZX E211 (CL710C02) single phase keypad prepayment electronic meter is a kind of electronic meter which meet IEC62055 STS standard with 20 digits STS token as the information exchange medium. ZX E211 (CL710C02) has a numeric keypad in measurement & control unit (MCU) or in independent user interface unit (UIU) for operation (e.g. recharge, configuration, inquiry etc.). It follows IEC 62055-41 communication protocol, adopts 20 digit Encrypted number for data carrier to transfer purchase information to meters. It has diverse ways to purchase electricity: Vending station, Mobile vending, Internet online vending, SMS, ATM, scratch cards etc.The system also can expand according to the need of user. The system is also to act as a central data storage base for reporting as well as provide for total management, administration, financial and engineering control. The system can interface with the Vending Stations or Credit Dispensing Units (CDUs) via a modem and communication network. As to data transfer from Client vending station to database server, it supports via USB flash or E-mail. This solution is the economic way at first stage.l For B/S framework vending system, it needs high-level hardware, stable network service and devices for safety.
