We are gathered here today to debate on a very important motion that is This House Would criminalize those who refuse to help fellow citizens in imminent danger. And, we, the government, strongly back this motion. Our case statement today is a person who refuses to conduct the lowest cost rescue which we defined as to alert the relevant entity (such as police, fire brigade, ambulance) with a phone call, for the person exposed to sufficiently grave physical harm should be found liable. Unless, firstly, the person may endanger their own life and property or that of others, while providing rescue. Secondly, the rescue may become interference with their important duties owed to others, and thirdly, assistance or care needed is already being provided by others. Contextualize“No man is an island,Entire of itself.Each is a piece of the continent,A part of the main.Each mans death diminishes me,For I am involved in mankind.”In 2011, a little girl named Yueyue was struck by two vehicles and left to die in Foshan, Guangdong. We know the details: two drivers fled the scene, and nineteen passersby ignored a child in pain. Finally, it was an old scrap peddler who pulled her up and went searching for help. Yueyue passed away from systemic organ failure eight days later.The detachment of the nineteen people who passed by the girl without even calling for medical help, and the escape of the two drivers, have both passed a moral bottom line.
